Strategic Advisory Group Meeting of the U.S. Strategic Command
The Strategic Advisory Group (SAG) will meet in a closed session on April 25 and 26, 2005. The mission of the SAG is to provide timely advice on scientific, intelligence, technical, and policy- related issues to the Commander, U.S. Strategic Command, during the development of the Nation's war plans. Full development of the topics will require discussion of information classified in accordance with Executive Order 12958, dated April 17, 1995, as amended March 25, 2003. Access to this information must be strictly limited to personnel having the requisite security clearances and the specific need-to-know. Unauthorized disclosure of the information to be discussed at the TAG meetings could cause serious damage to our national defense. In accordance with Section 10(d) of the Federal Advisory Committee Act (5 U.S.C. app. 2), it has been determined that this SAG meeting concerns matters listed in 5 U.S.C. section 552b(c), and that, accordingly, this meeting will be closed to the public.
National Security Education Board Group of Advisors Meeting
Pursuant to Public Law 92-463, notice is hereby given of a forthcoming meeting of the National Security Education Board Group of Advisors. The purpose of the meeting is to review and make recommendations to the Board concerning requirements established by the David L. Boren National Security Education Act, Title VIII of Public Law 102-183, as amended.
Threat Reduction Advisory Committee
The Threat Reduction Advisory Committee will meet in closed session on Thursday, April 7, 2005, at the Institute for Defense Analyses (IDA), and on Friday, April 8, 2005 in the Pentagon, Washington, DC. The Committee meets twice per year to advise the Under Secretary of Defense (Acquisition, Technology and Logistics) on reducing the threat from weapons of mass destruction. The Committee will receive classified briefings on chemical and biological warfare defense, nuclear deterrence transformation, combating weapons of mass destruction, and intelligence requirements. The Committee will hold classified discussions on these and related national security matters. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. Appendix II), it has been determined that this Committee meeting concerns matters listed in 5 U.S.C. 552b(c)(1), and that accordingly the meeting will be closed to the public.
Revised Non-Foreign Overseas Per Diem Rates
The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 238. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 238 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.
Privacy Act of 1974; System of Records
The Office of the Secretary of Defense proposes to add a system of records to its inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended.
Mineral Exploration and Extraction on DOD Lands
This document removes information in Title 32 of the Code of Federal Regulations concerning Mineral Exploration and Extraction on DOD Lands. This part has served the purpose for which it was intended in the CFR and is no longer necessary.
Contractors' Safety for Ammunition and Explosives
The Department of Defense (DoD) is codifying its revised explosives safety standards for ammunition and explosives (A&E) work performed under DoD contracts. This proposed rule is necessary to minimize the potential for mishaps that could interrupt DoD operations, delay project completion dates, adversely impact DoD production base or capability, damage or destroy DoD-owned material/equipment, cause injury to DoD personnel, or endanger the general public. The benefits of this proposed rule in terms of the protection of the public and ensuring contract performance are expected to balance its potential cost or administrative impacts. Only provisions related to conventional AE operations have been included in this proposed rule. No attempt was made to encompass general industrial safety, occupational health concerns, chemical warfare agents, radiation, or over-the-road transportation requirements, because these are either the responsibility of other regulatory agencies (for example DOT, DOL/OSHA, or NRC) or may be addressed elsewhere in the contract by the procuring activity. Budgetary effects of this proposed rule are minimal since existing DoD Federal Acquisition Regulation Supplement coverage already requires compliance with safety requirements in AE solicitations and contracts. Finally, because this proposed rule is needed to minimize the potential for AE mishaps that could adversely impact DoD and the public, timely publication in the Federal Register is important.

In accordance with 37 CFR 404.6, announcement is made of the availability for licensing of U.S. Patent No. US 6,860,156 B1 entitled ``Combined In-Plane Shear and Multi-Axial Tension or Compression Testing Apparatus'' issued March 1, 2005. This patent has been assigned to the United States Government as represented by the Secretary of the Navy.
NAF Contracting Regulation, AR 215-4
This publication was last published October 10, 1990. It has been updated and revised to include best value acquisition practices, acquisition streamlining, participation in the government/ nonappropriated fund (NAF) purchase card program, implementation of a NAF automated procurement system, and reassignment of signature authority in keeping with the Army's recent restructuring that resulted in the establishment of the new Installation Management Agency (IMA). The public was not and will not be invited to comment on AR 215-4, NAF Contracting Regulation. Although the policy contained in this regulation affects the public as defined in Title 44, this regulation will not be codified. This notice is being published for the purpose of notifying the public as to how Nonapproporiated Fund Contracting activities will conduct its business.

Intent To Prepare a Draft Environmental Impact Statement and Dam Safety Assurance Program Evaluation Report for Harlan County Lake Located in Harlan County, Nebraska Near the Cities of Alma and Republican City, NE
The U.S. Army Corps of Engineers, Kansas City District, intends to prepare a Draft Environmental Impact Statement (DEIS) and Dam Safety Assurance Program (DSAP) Evaluation Report for Harlan County Lake. Harlan County Lake is located near the cities of Alma and Republican City, Nebraska, immediately north of the Nebraska-Kansas border. The dam provides irrigation water supply to areas on both sides of the state line and flood control for the Republican River Basin between Harlan County, Nebraska and Milford Lake located in east central Kansas near Junction City, in Clay and Geary counties. The DEIS study will analyze the economic, environmental, and social impacts that may occur as a result of the various alternatives solutions being considered in the DSAP Report for Harlan County Lake, The DSAP Report will analyze both structural and non-structural solutions for Harlan County Dam's current tainter gate operational issues, the dam's overall hydrologic adequacy, spillway stability and the interdependence of all these factors on the performance of the dam.

In accordance with 35 U.S.C. 209 and 37 CFR 404.7(a)(1)(i), announcement is made of the intent to grant an exclusive, royalty- bearing, revocable license within the geographic area of the United States of America and its territories and possessions to U.S. Provisional Patent S.N. 60/533,375, filed April 13, 2004 entitled ``Marburg Virus-Like Particles as a Vaccine for Prevention of Lethal Marburg Virus Disease,'' U.S. Patent application 10/289,839, filed November 7, 2002 entitled ``Generation of Virus-like Particles and Demonstration of Lipid Rafts as Sites of Filovirus Entry and Budding,'' and U.S. Patent application 10/066,506, filed January 31, 2002 entitled, ``Chimeric Filovirus Glycoprotein,'' for the specific claims and use related to the virus-like particle technology described therein, to be limited to the field of use of developing and commercializing prophylactic (preventative) vaccines and immunotherapties (active and passive) against the Ebola and Marburg filoviruses, individually or jointly to Virionics Corporation with its principal place of business at 19108 Barksdale Court, Germantown, MD 20874-1526.
Restricted Areas and Danger Zone at Multiple Military Sites Within the State of Florida
The U.S. Army Corps of Engineers (Corps) is proposing to amend its regulations by modifying seven existing restricted areas and one danger zone to incorporate changes to the types of restriction, the area affected by the restriction, and/or the administration of the restricted area and to disestablish one existing restricted area. Additionally, the Corps is proposing to establish two new restricted areas. The restricted areas and danger zone are located within the State of Florida. The proposed regulations will enable the affected units of the U.S. Military to enhance safety and security around active military establishments. These regulations are necessary to safeguard military vessels and United States Government facilities from sabotage and other subversive acts, accidents, or incidents of similar nature. These regulations are also necessary to protect the public from potentially hazardous conditions that may exist as a result of military use of the area.
United States Army Danger Zone; Salt River, Rolling Fork River, and Otter Creek; U.S. Army Garrison, Fort Knox Military Reservation; Fort Knox, KY
The Corps of Engineers is amending its regulations to establish a danger zone on navigable portions of the Salt River and the Rolling Fork River and the non-navigable portions of Otter Creek, within the installation boundaries of the Fort Knox Military Reservation. These regulations will enable the Army to prohibit public access to the area and enhance safety and security within active military impact and training areas. The Salt River passes through an active military area. Unexploded ordnance (UXO) from military weapons firing is located within the areas along the river and a multi-purpose digital training range is under construction in this area. The Salt River is also used for river training activities. Training and military weapons firing activities occur approximately 320 days per year in this area. The Rolling Fork River passes through the center of the Yano Multi-purpose Training Range. Weapons firing from artillery, M1A2 Abrams Tanks, Bradley Fighting Vehicles, helicopters, and other weapons systems occur approximately 320 days of each year. Otter Creek runs through the installation. Otter Creek travels through Training Areas 8, 9, and 10. These areas are used to train soldiers for combat operation training on M1A2 Abrams Tanks and Bradley Fighting Vehicles. Artillery simulators and other explosive devices are used for these training activities, presenting a risk to civilians entering the area. These regulations are necessary to protect the public from potentially hazardous conditions that may exist as a result of Army use and security of the area. The regulations will also safeguard government personnel and property from sabotage and other subversive acts, accidents, or incidents of similar nature.

President's Information Technology Advisory Committee (PITAC)
This meeting is focused on the presentation and deliberation of PITAC's draft report on computational science. Public input will be solicited during a public comment period. An update will also be provided on the dissemination of PITAC's new report Cyber Security: A Crisis of Prioritization. A small fraction of the meeting time may be allocated for other PITAC updates at the discretion of the co-chairs and the designated Federal officer.
Transformation Advisory Group Meeting the U.S. Joint Forces Command
The Transformation Advisory Group (TAG) will meet in a closed session on May 2-3, 2005. The mission of the TAG is to provide timely advice on scientific, technical, and policy-related issues to the Commander, U.S. Joint Forces Command as he develops DoD transformation strategy. Full development of the topics will require discussion of information classified in accordance with Executive Order 12958, dated April 17, 1995, as amended March 25, 2003. Access to this information must be strictly limited to personnel having the requisite security clearances and the specific need-to-know. Unauthorized disclosure of the information to be discussed at the TAG meetings could cause serious damage to our national defense. The meeting will be closed for security reasons pursuant to 5 U.S.C. 552, Exemption (b)1, on protection of national security, and Exemption (b)3 regarding information protected under the Homeland Security Act of 2002, and in accordance with 41 CFR section 102-3.155.

Pursuant to the Federal Advisory Committee Act (FACA), Public Law 96-463, notice is hereby given that the Defense Task Force on Sexual Harassment and Violence at the Military Service Academies will hold an open meeting at The Courtyard Marriott, 2700 Eisenhower Avenue, Alexandria, Virginia 22314, on March 30, 2005 from 8:30 a.m. to 11:30 a.m. Purpose: The Task Force will meet on March 30, 2005, from 8:30 a.m. until 11:30 a.m. This session will be open to the public, subject to the availability of space. In keeping with the spirit of Federal Advisory Committee Act, it is the desire of the Task Force to provide the public with an opportunity to make comment regarding the current work of the Task Force. Notice of Availability (NOA) of the Record of Decision (ROD) for the Termination of the Air Force Mission at Johnston Atoll Airfield
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 United States Code 4321, et seq.), the Council on Environmental Quality Regulations for implementing the procedural provisions of NEPA (40 Code of Federal Regulations (CFR) parts 1500- 1508), and Air Force's Environmental Impact Analysis Process as implemented by 32 CFR part 989, the United States Air Force (Air Force) is issuing this notice to advise the public of the availability of the signed ROD documenting the decision of the Air Force to terminate the Air Force Mission at Johnston Atoll Airfield. The ROD is based upon the Final Environmental Impact Statement (FEIS), Termination of the Air Force Mission at Johnston Atoll Airfield (made available in the Federal Register: Volume 69, Number 108, Page 31613-31614). The Air Force decision was made after considering the potential environmental consequences of the Proposed Action and No-Action alternative as analyzed in the FEIS, and inputs from regulatory agencies and the public.

Federal Acquisition Regulation; Procurement Program for Service-Disabled Veteran-Owned Small Business Concerns
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on a final rule amending the Federal Acquisition Regulation (FAR) governing the procurement program for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB). The final rule retains the interim rule with changes. The final rule deletes commissary or exchange resale items from a list of actions excluded from the SDVOSB program and modifies protest procedures. The final rule also includes technical corrections adding service-disabled veteran-owned small, veteran-owned small, and HUBZone small business concerns to the list of socioeconomic programs, and makes changes to the Optional Form 347, Order for Supplies and Services, Standard Form 1447, Solicitation/Contract, and Standard Form 1449, Solicitation/Contract/Order for Commercial Items.

Defense Federal Acquisition Regulation Supplement; Restrictions on Totally Enclosed Lifeboat Survival Systems
DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to remove text addressing restrictions on the acquisition of totally enclosed lifeboat survival systems. The text proposed for removal is based on fiscal year 1994 and 1995 appropriations act provisions that are no longer considered applicable, or is based on statutory provisions that apply only to the Navy.
Defense Federal Acquisition Regulation Supplement; Contractor Performance of Security-Guard Functions
DoD has issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 324 of the National Defense Authorization Act for Fiscal Year 2005. Section 324 conditionally extends the expiration date of DoD's authority to enter into contracts for the performance of security-guard functions at military installations or facilities to meet the increased need for such functions since September 11, 2001.
Defense Federal Acquisition Regulation Supplement; Extension of Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans
DoD has issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement Section 843 of the National Defense Authorization Act for Fiscal Year 2005. Section 843 provides for a 5-year extension of the DoD test program for negotiation of comprehensive small business subcontracting plans.

Record of Decision for the Proposed Leasing of Lands at Fort Bliss, Texas for the Proposed Siting, Construction, and Operation by the City of El Paso of a Brackish Water Desalination Plant and Support Facilities
The Department of the Army announces the execution of a Record of Decision (ROD) to grant an easement to the City of El Paso, El Paso Water Utilities (EPWU), for land in the South Training Areas of Fort Bliss for construction and operation of a desalination plant and support facilities, including wells, pipelines, and disposal sites for the residual brine, referred to as concentrate, resulting from the desalination process. The ROD was signed on March 7, 2005, pursuant to the completion of a Final Environmental Impact Statement (FEIS) dated December 2004.

This interim final rule establishes requirements and procedures for implementation of TRICARE Reserve Select. It also revises requirements and procedures for the Transitional Assistance Management Program. The rule is being published as an interim final rule with comment period in order to comply with statutory effective dates.

Notice of Intent To Prepare a Draft Environmental Impact Statement (EIS) for a Permit Application for the Proposed Timber Branch Subdivision Phase II, Near Covington, St. Tammany Parish, LA
The U.S. Army Corps of Engineers, New Orleans District, is initiating the preparation of an Environmental Impact Statement under the National Environmental Policy Act in compliance with a judicial order. The Environmental Impact Statement is for a Department of the Army permit issued under Section 404 of the Clean Water Act to install the infrastructure necessary to implement an approximately 82-acre residential development to provide single and multi-family residential lots in the vicinity of LA Hwy 1085 and Bricker Road, near Covington, Louisiana, some of the property containing regulated wetlands. The permit was subsequently enjoined by the United States District Court, Eastern District of Louisiana. Information obtained from preparation of this EIS will be utilized in the re-evaluation of the enjoined permit decision.
