On Tuesday, April 19, 2005 (70 FR 20316), The Department of Defense published a proposed rule on ``Personal Commercial Solication on DoD Installations.'' The document includes the draft DD Form 2885, ``Personal Commercial Solication Evaluation,'' which was inadvertently omitted during the previous publication to be published as Appendix C to Part 50. All other information remains unchanged.

The United States Army Intelligence and Security Command has prepared an Environmental Assessment (EA) of the potential environmental consequences of constructing a new U.S. Army Intelligence and Security Command Information Dominance Center (IDC) building addition at a previously developed site on Fort Belvoir, VA. This Environmental Assessment has been prepared pursuant to the National Environmental Policy Act (NEPA); the Council on Environmental Quality regulations implementing the NEPA; Department of Defense (DoD) Directive 6050.1; Environmental Effects in the United States of DoD Actions; and instructions implementing NEPA. The U.S. Army Intelligence and Security Command (INSCOM) has identified a requirement to construct a building addition to accommodate its IDC. Construction and operation of the IDC facility conforms to Fort Belvoir's current Master Planning strategy. HQ INSCOM and Fort Belvoir have thoroughly reviewed the Proposed Action, Action Alternatives, a No Action Alternative to the Proposed Action, and environmental consequences associated with each. Based on this review and consideration of all relevant factors, HQ INSCOM and Fort Belvoir have determined and concluded that the Proposed Action will not have direct, indirect, or cumulatively significant impacts on the surrounding human environment. An Environmental Impact Statement, therefore, is not required and will not be prepared. HQ INSCOM and Fort Belvoir will consider public comment and concerns prior to making a final determination to proceed with the proposed action. INSCOM evaluated six alternatives to meet requirements for an expanded IDC facility. These alternatives included: a no action alternative (status quo); renovation of existing HQ INSCOM facilities; renovation of other government facilities; lease of off-post facilities in the general vicinity of Fort Belvoir; construction of new facilities on Fort Belvoir; and construction of an addition to existing HQ INSCOM facilities on Fort Belvoir. Several possible locations were considered in this evaluation, with each alternative being evaluated for mission support and economic, environmental, and security considerations. It is anticipated that construction will begin in Fiscal Year (FY) 2008. Project completion is anticipated in FY2010.

The Military Surface Deployment and Distribution Command (SDDC), as the Department of Defense (DOD) Traffic Manager for the Household Goods and Personal Property Program, is announcing the publication of the Families First Business Rules for review and comment. This announcement is being made to afford the public an opportunity to review and comment on the business rules changes before commencing Families First. The business rules will be posted to the SDDC Web site located at https://www.sddc.army.mil, under Families First. The site offers industry access to updates on the business rules and information on the various Phases of the program.

The CNO Executive Panel is to report the findings and recommendations of the Future Force Study Group to the Chief of Naval Operations. The meeting will consist of discussions on the Navy's future fleet and network architectures.

The Department of Defense is publishing the unclassified text of a section 36(b)(1) arms sales notification. This is published to fulfill the requirements of section 155 of Pub. L. 104-164 dated 21 July 1996.

DoD has issued a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to clarify requirements for reporting of contract performance outside the United States. This rule is a result of a transformation initiative undertaken by DoD to dramatically change the purpose and content of the DFARS.

The Department of Defense (DoD), Washington Headquarters Services (WHS) announces that an Environmental Assessment (EA) for the Updated Pentagon Reservation Master Plan is available for public review and comment on or before 14 April 2005. The Master Plan involves the entire Pentagon Reservation to include all the main buildings and sub- buildings within the Pentagon site in Arlington, Virginia, exclusive of the Navy Annex. A separate EA will be distributed for the Navy Annex, also known as the Naval Annex, Arlington Annex and Federal Office Building No. 2 (FOB2). The EA documents an evaluation of the environmental effects of the proposed updated Master Plan in accordance with the National Environmental Policy Act of 1969, as amended (NEPA, 42 U.S. Code 4321 to 4370b); Council of Environmental Quality (CEQ) implementing regulations (Title 40, Code of Federal Regulations, Parts 1500-1508); and DoD Instruction 4715.9, Environmental Planning and Analysis. The EA addresses the potential impacts and mitigation measures associated with the proposed action. Environmental consequences examined include potential impacts on socio-economic conditions, cultural and visual resources, transportation systems, physical and biological resources, utilities and infrastructure, and cumulative impacts. The Pentagon Reservation Master Plan constitutes a policy framework for the long-term development of the Master Plan areaan area of approximately 220 acres within the larger Pentagon Reservation. The Master Plan primarily focuses on the following improvements within the Master Plan area: Implementing new security measures; improving vehicular circulation; consolidating existing surface parking into parking structures; and increasing landscaped areas. The purpose of the meeting is to elicit the advice of the board on the Naval Service's Postgraduate Education Program and the collaborative exchange and partnership between NPS and the Air Force Institute of Technology (AFIT). The board examines the effectiveness with which the NPS is accomplishing its mission. To this end, the board will inquire into the curricula; instruction; physical equipment; administration; state of morale of the student body, faculty, and staff; fiscal affairs; and any other matters relating to the operation of the NPS as the board considers pertinent. This meeting will be open to the public.

Pursuant to the Federal Advisory Committee Act (FACA), Public Law 96-463, notice is hereby given that the Defense Task Force on Sexual Harassment and Violence at the Military Academies will hold an open meeting at Loews Annapolis Hotel, 126 West Street, Annapolis, MD 21401, on May 3, 2005, from 8:30 a.m. to 11:30 a.m. Purpose: The Task Force will meet on May 3, 2005, from 8:30 a.m. to 11:30 a.m., and this session will be open to the public, subject to the availability of space. In keeping with the spirit of Federal Advisory Committee Act, it is the desire of the Task Force to provide the public with an opportunity to ask questions of the Task Force or to make comment regarding the current work of the Task Force. This notice announces the forthcoming public meeting of the Code Committee established by Article 146(a), Uniform Code of Military Justice, 10 U.S.C. 946(a). In accordance with 37 CFR 404.6 and 404.7, announcement is made of the availability for licensing of U.S. Patent Application No. 10/987,533 entitled ``Prophylactic and Therapeutic Monoclonal Antibodies,'' filed November 12, 2004. Foreign rights are also available (PCT/US04/38480). The United States Government, as represented by the Secretary of the Army, has rights in this invention.

The Defense Business Board (DBB) will meet in open session on Friday, May 6, 2005, at the Pentagon, Washington, DC from 1015 until 1130. The mission of the DBB is to advise the Senior Executive Council (SEC) and the Secretary of Defense on effective strategies for implementation of best business practices of interest to the Department of Defense. At this meeting, the Board's Management and Human Resources related task groups will deliberate on their findings and recommendations related to tasks assigned earlier this year by the Under Secretary (Comptroller) and the Deputy Secretary.

Pursuant to Public Law 92-463, notice is hereby given of the forthcoming meeting of the Air Force Scientific Advisory Board. The Department of the Army is publishing our rule concerning motor vehicle traffic supervision. The regulation prescribes policies and procedures on motor vehicle traffic supervision on military installations in the continental United States and overseas areas, including registration of privately owned vehicles; granting, suspending, or revoking the privilege to operate a privately owned vehicle on a military installation; administration of the vehicle registration program; driver improvement programs; police traffic supervision; and off-installation traffic activities.
