Sugar From Mexico: Continuation of Suspension of Antidumping and Countervailing Duty Investigations
As a result of determinations by the Department of Commerce (Commerce) that termination of the Agreements Suspending the Antidumping (AD) and Countervailing (CVD) Duty Investigations on Sugar from Mexico, as amended (the Agreements), and the suspended AD and CVD investigations on sugar from Mexico would likely lead to a continuation or recurrence of dumping and countervailable subsidies, and by the International Trade Commission (ITC) that termination of the suspended AD and CVD investigations would likely lead to material injury to an industry in the United States, Commerce is publishing this notice of continuation of the AD and CVD Agreements on sugar from Mexico.

Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Friday, May 22, 2020. Aluminum Import Monitoring and Analysis System
The Department of Commerce (Commerce) is issuing, and requesting public comments on, a proposed rule to establish an Aluminum Import Monitoring And Analysis (AIM) system. Over the past decade, Commerce has operated the Steel Import Monitoring and Analysis (SIMA) system to monitor for import surges of specific steel products and to monitor for potential transshipment and circumvention of U.S. trade measures relating to these products. AIM, as proposed, will be similar to the existing SIMA system. Specifically, Commerce proposes to require import license applicants to identify the country where the aluminum used in the manufacture of the imported aluminum product was smelted and poured; to release this data on an aggregate basis, as appropriate; and to apply the licensing requirement to cover all imports of basic aluminum products, which are listed in Annex II.

On March 31, 2020, the U.S. Department of Commerce (Commerce) received a countervailing duty (CVD) petition (Petition) concerning imports of mattresses from the People's Republic of China (China), filed in proper form on behalf of the petitioners, domestic producers of mattresses and certified unions that represent workers engaged in the domestic production of mattresses.

On March 12, 2020, the United States Court of International Trade (CIT) issued a final judgment in Can Tho Import-Export Joint Stock Co. v. United States, Consol. Court No. 16-00071 (Can Tho II), sustaining the Department of Commerce's (Commerce's) remand results for the 11th administrative review of the antidumping duty (AD) order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam), covering the period of review (POR) August 1, 2013 through July 31, 2014. Commerce is notifying the public that the CIT's final judgment is not in harmony with the final results of the administrative review, and that Commerce is amending the final results with respect to a certain exporter.

North American Free Trade Agreement (NAFTA), Article 1904; Binational Panel Reviews: Notice of Completion of Panel Review
The NAFTA Secretariat did not receive any timely complaints in advance of the filing deadline on April 1, 2020 in the above referenced dispute. In addition, the Government of Mexico submitted a withdrawal of request for panel review on March 31, 2020 in this matter. As a result, and pursuant to Rule 71(3) of the NAFTA Rules of Procedure for Article 1904 Binational Panel Reviews (Rules), the NAFTA dispute USA- MEX-2020-1904-03 has been terminated effective April 2, 2020.
