Welded Stainless Pressure Pipe From India: Rescission of the Antidumping Duty Administrative Review; 2017-2018
The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on welded stainless pressure pipe from India for the period November 1, 2017, through October 31, 2018.
Advance Notification of Sunset Review; Correction
On May 1, 2019, the Department of Commerce (Commerce) published the notice Antidumping or Countervailing Duty Order, Finding, or Suspended Investigation; Advance Notification of Sunset Reviews, (May 1, 2019) (June 2019 Advance Sunset Reviews Notice), in which Commerce inadvertently listed Carbon And Certain Alloy Steel Wire Rod from Brazil (A-351-832) twice and omitted Carbon And Certain Alloy Steel Wire Rod from Mexico (A-201-830). Commerce has also advanced the initiation date of the antidumping and countervailing duty orders on Oil Country Tubular Goods from India (A-533-857; C-533-858), Turkey (A- 489-816; C-489-817), Vietnam (A-552-817) and Republic of Korea (A-580- 870). This notice serves to correct the June 2019 Advance Sunset Reviews Notice for the aforementioned items.
Certain Steel Nails From the Socialist Republic of Vietnam: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision
The Department of Commerce (Commerce) is notifying the public that the Court of International Trade's (CIT) final judgment in this case is not in harmony with Commerce's final scope ruling. Commerce, therefore, finds that certain zinc anchors imported by OMG, Inc. (OMG), are not within the scope of the antidumping and countervailing duty orders on certain steel nails from the Socialist Republic of Vietnam (Vietnam).

On April 24, 2019, the Department of Commerce (Commerce) published in the Federal Register the final results of the administrative review of the antidumping duty (AD) order on certain steel nails from the People's Republic of China (China). Commerce is amending the final results of the administrative review to correct an unintentional ministerial error.

Modification of Regulations Regarding Benefit and Specificity in Countervailing Duty Proceedings
The Department of Commerce (Commerce) proposes to modify two regulations pertaining to the determination of benefit and specificity in countervailing duty proceedings. These modifications, if adopted, would clarify how Commerce determines the existence of a benefit resulting from a subsidy in the form of currency undervaluation, and clarify that companies in the traded goods sector of an economy can constitute a group of enterprises for purposes of determining whether a subsidy is specific.

The Department of Commerce (Commerce) is notifying the public that the CIT's final judgment in this case is not in harmony with the final results of the administrative review, that Commerce is rescinding the administrative review in part, and that Commerce is amending the final results with respect to the respondents eligible for separate rates.

On May 1, 2019, the United States Court of International Trade (CIT) sustained the final remand results pertaining to the countervailing duty (CVD) investigation on certain hot-rolled steel flat products from the Republic of Korea covering the period January 1, 2014, through December 31, 2014. The Department of Commerce (Commerce) is notifying the public that the final judgment in this case is not in harmony with the Amended Final Determination of the CVD investigation and that Commerce is amending the Amended Final Determination with respect to the CVD rate assigned to POSCO.

The Department of Commerce (Commerce) has conducted a new shipper review (NSR) of the antidumping duty order on multilayered wood flooring (MLWF) from the People's Republic of China (China). We have determined that Huzhou Muyun Wood Co., Ltd., (Muyun) has failed to demonstrate its qualification for a separate rate and is, therefore, subject to the China-wide entity rate, which is not under review in this period. The period of review (POR) is December 1, 2014, through May 31, 2015.
Fresh Tomatoes From Mexico: Termination of Suspension Agreement, Rescission of Administrative Review, and Continuation of the Antidumping Duty Investigation
On February 6, 2019, the Department of Commerce (Commerce) gave 90 days' notice of intent to withdraw from the 2013 Suspension Agreement on Fresh Tomatoes from Mexico (2013 Agreement), terminate the 2013 Agreement, and continue the antidumping duty (AD) investigation initiated in 1996. Because a new suspension agreement has not been signed, Commerce is withdrawing from and terminating the suspension agreement, rescinding the administrative review of the 2013 Agreement, and continuing the antidumping duty (AD) investigation.
