Healthcare Business Development Mission to China October 23-28, 2016
The United States Department of Commerce, International Trade Administration, is organizing an executive-led Healthcare Business Development Mission to China with an emphasis on the Sector. The mission is proposed at the Deputy Secretary level with participation from U.S. Department of Health and Human Services to ensure adequate access to Chinese government officials. The purpose of the mission is open access to Chinese government health officials and to introduce U.S. firms and trade associations to the Chinese Healthcare market as well as assist U.S. companies to find business partners and export their products and services to China. The mission is intended to include representatives from U.S. companies and U.S. trade associations with members that provide high end, innovative medical devices (especially imaging), healthcare technology equipment, innovative pharmaceuticals, hospital management or senior care management solutions, and medical education or training, hospital cooperation (i.e. management and education), as well as pharmaceuticals and senior care segments. Healthcare is an important issue for both the China. Today, China's annual healthcare spending is about $590.2 billion or 5.7% of its GDP. Commerce and health are not mutually exclusive, as workers become ill and as the cost of healthcare and insurance increases there is a direct impact on business through the loss of worker productivity and skilled workers, and reduced output. With fewer healthy workers earning incomes, businesses will also be harmed by decreased size and purchasing power of consumers. Families and individuals will be burdened with the impact of reduced incomes, increased health costs, and increased likelihood of long term care. As the world's two largest economies, how the two sides approach healthcare in the future has the potential to impact global macro-economic stability and future economic growth. In recent years China has prioritized the reform of its healthcare system, to ensure citizens have good quality and affordable care, especially given the trends in the population and the increase in various health issues. The aging population, chronic disease and lack of fitness for children create challenges and burdens on establishing an effective healthcare system. Incidence of non-communicable disease (NCDs) such as cardiovascular disease, cancer and diabetes has rapidly increased. Economic growth is also impeded because NCDs hit workers in their prime years of productivitycreating long term chronic conditions, withdrawal from the workforce, diminished family resources and early death. Tackling the prevalence and significance of NCDs is challenging. The causes are rooted in the universal trends of aging and rapid urbanization, demographic factors which will only increase in the future. Facing similar challenges and possessing common goals to achieve a successful healthcare ecosystem, the United States and China are well positioned to share experiences and find solutions to existing problems through uniting government and private sector forces at the intersection of commerce and healthcare. Areas of mutual collaboration in the healthcare could focus on improving patient access and services delivery, as well as areas of cooperation to benefit the health and lives of the population. As China reforms its' healthcare system and endeavors to create an innovative medical device and pharmaceutical industry it risks the alienation of foreign firms in the market. This trade mission will offer U.S. firms not only the opportunity to market their products and services, but also to explore ways that U.S. industry can support China's efforts to reform their healthcare system through win-win bilateral healthcare cooperation. The trade mission will include one-on-one business appointments with pre-screened potential buyers, agents, distributors and joint venture partners; meetings with national and regional government officials, chambers of commerce, and business groups; and networking receptions for companies and trade associations representing companies interested in expansion into the Chinese markets. Meetings will be offered with government authorities (such as the National Health and Family Planning Commission, China Food and Drug Administration, Ministry of Human Resources and Social Services, and Ministry of Civil Affairs) that can address questions about policies, tariff rates, incentives, regulations, etc.
Trade Mission to Central America in Conjunction With the Trade Americas-Business Opportunities in Central America Conference, March 26-31, 2017
The United States Department of Commerce, International Trade Administration is organizing a trade mission to Central America that will include the Trade AmericasBusiness Opportunities in Central America Conference in San Jose, Costa Rica on March 26-28, 2017. U.S. trade mission participants will arrive in Costa Rica on or before March 26 to attend the opening reception for the Trade AmericasBusiness Opportunities in Central America Conference, which is also open to U.S. companies not participating in the trade mission. Trade mission participants will attend the Conference on March 27. Following the morning session of the conference, trade mission participants will participate in one-on-one consultations with U.S. and Foreign Commercial Service (US&FCS) Commercial Officers and/or Department of State Economic/Commercial Officers from the following U.S. Embassies in the region: Costa Rica, El Salvador, Honduras, Guatemala, Belize, Nicaragua, and Panama. The following day, March 28, trade mission participants will engage in business-to-business appointments with companies in Costa Rica. A limited number of trade mission participants will then have the option to travel to: El Salvador, Honduras, Guatemala, Belize, Nicaragua or Panama (choosing only one market) for optional additional business-to-business appointments based on recommendations from the US&FCS in those markets. Each business to business appointment will be with a pre-screened potential buyer, agent, distributor or joint-venture partner. The Department of Commerce's Trade AmericasBusiness Opportunities in Central America Conference will focus on regional-specific sessions, market entry strategies, legal, logistics, and trade financing resources as well as pre-arranged one-on-one consultations with US&FCS Commercial Officers and/or Department of State Economic/Commercial Officers with expertise in commercial markets throughout the region. This trade mission is open to U.S. companies from a cross section of industries with growing potential in Central America, but is focused on U.S. companies representing best prospects sectors such as construction equipment/road building machinery, renewable energy, automotive parts and accessories, and safety and security equipment. The combination of the Trade AmericasBusiness Opportunities in Central America Conference and this trade mission, including its business-to-business matchmaking opportunities in Costa Rica and one other optional Central American country, will provide participants with access to substantive information on strategies for entering or expanding their business across the Central America region.
Health IT Trade Mission to Brazil September 26-30, 2016
The United States Department of Commerce, International Trade Administration (ITA) is organizing the 3rd Annual Health IT Trade Mission to Brazil from September 26-30, 2016. This mission is a continuation of two consecutive Health IT missions to Brazil and part of a sustained effort to help U.S. companies access the Brazilian Health IT market. Further, CS Brazil will work with leading Brazilian health media company, Live Media, and the Brazilian Health Informatics Association (SBIS) to organize an e-Health conference, which will be held in Sao Paulo at the same time as the trade mission. U.S. trade mission delegates will participate in the conference as part of the trade mission. The purpose of the trade mission is to introduce U.S. firms to Brazil's rapidly expanding market for Health IT products, services and solutions and to assist U.S. companies in the pursuit of export opportunities in this sector. The trade mission to Brazil is designed for U.S. Health IT solution providers, particularly small- and medium- sized enterprises (SMEs), interested in long-term business opportunities in Brazil, as well as the trade associations/ organizations that represent them. Target sectors holding high potential for U.S exporters include: Electronic Health Records (EHRs), Enterprise Resource Planning (ERP), Health IT interoperability system integration services, patient security, Health IT architecture design services, cyber security solutions, IoT solution providers, cloud solutions, clinical software, big data, clinical decision support, health analytics, health care transformation consulting, telehealth, smart mobile devices and mobile health applications, M2M connected devices, communication solutions, education of Health IT students and workforce training. Trade mission delegates will participate in a five-day program, including technical visits to hospitals, roundtables and policy meetings with public health officials in Sao Paulo and Recife. In addition, on September 27, as part of the trade mission, delegates will participate in a one-day technology seminar at the e-Health Conference in Sao Paulo, thus giving the delegation heightened exposure to potential clients and partners from countries around the world. (Note that admission to the e-Health Conference September 27-28 is included in the Trade Mission fee). The delegates will also have networking opportunities to meet face-to-face with potential strategic partners, systems integrators, value added resellers (VAR's), hospital decision makers, planners and public health officials at the federal, state and city levels. This mission supports President Obama's National Export Initiative (NEI). The mission will help new-to-market companies learn about the Brazilian Health IT market and make initial contacts. It will also support U.S. companies already doing business in Brazil to increase their footprint and deepen their business interests. The mission will also help participating firms and associations/organizations gain market insights, make industry contacts, implement business strategies, and advance specific projects, with the goal of increasing U.S. exports of products and services to Brazil.
Subsea & Onshore Technology Trade Mission to Rio de Janeiro, Brazil October 19-21, 2016; Amendment
The United States Department of Commerce, International Trade Administration, is amending the Notice published at 80 FR 76657 (December 10, 2015), regarding the Subsea & Onshore Technology Trade Mission to Rio de Janeiro, Brazil October 19-21, 2016, to modify the selection process of applicants on a rolling basis starting immediately and until at least 10 participants are selected, with a maximum number of 15 participants. Applications received after July 25, 2016, will be considered only if space and scheduling constrains permit and participation fees must be paid by August 9, 2016.

Notice of Final Results of Antidumping Duty Changed Circumstances Review: Circular Welded Non-Alloy Steel Pipe From the Republic of Korea
On May 13, 2016, the Department of Commerce (the Department) published the notice of initiation and preliminary results of the changed circumstances review of the antidumping duty order on circular welded non-alloy steel pipe (CWP) from the Republic of Korea.\1\ In that notice, we preliminarily determined that Hyundai Steel Corporation (Hyundai Steel) is the successor-in-interest to Hyundai HYSCO (HYSCO) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments on, or requested a public hearing to discuss, the initiation and preliminary results. For these final results, the Department continues to find that Hyundai Steel is the successor-in-interest to HYSCO.
President's Advisory Council on Doing Business in Africa
The Department of Commerce is currently seeking applications for membership on the President's Advisory Council (Advisory Council) on Doing Business in Africa. The purpose of the Advisory Council is to advise the President through the Secretary of Commerce on strengthening commercial engagement between the United States and Africa, with a focus on advancing the President's Doing Business in Africa Campaign as described in the U.S. Strategy Toward Sub-Saharan Africa of June 14, 2012.
Hydrofluorocarbon Blends and Components Thereof From the People's Republic of China: Final Determination of Sales at Less Than Fair Value and Final Affirmative Determination of Critical Circumstances
The Department of Commerce (the Department) determines that imports of hydrofluorocarbon blends and components thereof (HFCs) from the People's Republic of China (PRC) are being, or likely to be, sold in the United States at less than fair value (LTFV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). In addition, we determine that critical circumstances exist with respect to imports of the subject merchandise. The final weighted-average dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period of investigation is October 1, 2014, through March 31, 2015.
Calcium Hypochlorite From the People's Republic of China: Preliminary Intent To Rescind the New Shipper Review of Haixing Jingmei Chemical Products Sales Co., Ltd.
In response to a July 17, 2015 request from Haixing Jingmei Chemical Products Sales Co., Ltd. (``Jingmei''), and its affiliated producer, Haixing Eno Chemical Co., Ltd. (``Eno''), the Department of Commerce (the Department) is conducting a new shipper review of Haixing Jingmei Chemical Products Sales Co., Ltd. (``Jingmei''), regarding the antidumping duty order on calcium hypochlorite from the People's Republic of China (``PRC''). The period of review (``POR'') is July 25, 2014, through June 30, 2015.\1\ The Department preliminarily determines to rescind this review because we requested but were not provided sufficient information to conduct a bona fide analysis as required by the statute, and accordingly cannot determine whether Jingmei's new shipper sales are bona fide. Interested parties are invited to comment on these preliminary results.
Countervailing Duty Investigation of Stainless Steel Sheet and Strip From the People's Republic of China: Preliminary Determination of Critical Circumstances
On February 12, 2016, the Department of Commerce (the Department) received a countervailing duty (CVD) petition concerning imports of stainless steel sheet and strip (stainless sheet and strip) from the People's Republic of China (PRC).\1\ On May 6, 2016, the Department received timely allegations that critical circumstances exist with respect to imports of the merchandise under investigation.\2\ Based on information provided by Petitioners, data placed on the record of this investigation by the mandatory respondent, and data collected by the Department, the Department preliminarily determines that critical circumstances exist for imports of stainless sheet and strip from the PRC.
Carbon and Certain Alloy Steel Wire Rod From Mexico: Amended Final Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``Department'') is amending the Final Results \1\ of the administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Mexico to correct ministerial errors. The period of review (``POR'') is October 1, 2013, through September 30, 2014.
Polyethylene Retail Carrier Bags From Malaysia: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Malaysia. The period of review (POR) is August 1, 2014, through July 31, 2015. The review covers one producer/exporter of the subject merchandise, Euro SME Sdn Bhd (Euro SME). We preliminarily find that Euro SME has sold subject merchandise at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.
Countervailing Duty Investigation of Certain Biaxial Integral Geogrid Products From the People's Republic of China: Preliminary Determination and Alignment of Final Determination With Final Antidumping Duty Determination
The Department of Commerce (the ``Department'') preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain biaxial integral geogrid products (``geogrids'') from the People's Republic of China (the ``PRC''). The period of investigation is January 1, 2015, through December 31, 2015. We invite interested parties to comment on this preliminary determination.
Prestressed Concrete Steel Rail Tie Wire From Mexico: Final Results of Antidumping Duty Administrative Review; 2013-2015
On March 9, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on prestressed concrete steel rail tie wire (PC tie wire) from Mexico.\1\ The period of review (POR) is December 12, 2013, through May 31, 2015. The review covers one producer/exporter of the subject merchandise, Aceros Camesa, S.A. de C.V. (Camesa). We gave interested parties an opportunity to comment on the Preliminary Results. After considering the comments received, we made no changes to our preliminary margin calculations, and we continue to find that Camesa made sales of subject merchandise to the United States at prices below normal value. Camesa's final dumping margin is listed below in the section entitled ``Final Results of the Review.''
Stainless Steel Bar From Brazil: Final Results of Antidumping Duty Administrative Review; 2014-2015
On March 9, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from Brazil.\1\ The period of review (POR) is February 1, 2014, through January 31, 2015. The review covers one producer/exporter of the subject merchandise, Villares Metals S.A. (Villares). We invited parties to comment on the Preliminary Results. None were received. Accordingly, for the final results, we continue to find that Villares did not make sales of subject merchandise at less than normal value.
Certain Frozen Warmwater Shrimp From Thailand: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2014-2015
On March 10, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp from Thailand.\1\ The review covers 163 producers/exporters of the subject merchandise. Certain Pasta From Italy: Initiation and Preliminary Results of Antidumping and Countervailing Duty Changed Circumstances Reviews
The Department of Commerce (the Department) is self-initiating a changed circumstances review of the antidumping (AD) and countervailing (CVD) orders on certain pasta from Italy \1\ (1) in furtherance of the purpose of the International Trade Data System (ITDS) initiative and U.S. Customs and Border Protection's (CBP) efforts to modernize the electronic submission of import documents using the Automated Commercial Environment (ACE), and (2) to align across the AD/CVD Italy Pasta Orders the scope language regarding certifications accompanying imports of organic pasta. Specifically, in conjunction with this initiation, the Department preliminarily determines to convert the certification submission requirement to a record-keeping requirement, to authorize electronic submission of the certification, to update the scope language relating to the organic pasta exclusion, and to align the certification language across the AD/ CVD Italy Pasta Orders. Interested parties are invited to comment on these preliminary results.
Renewable Energy and Energy Efficiency Advisory Committee: Reestablishment of the Renewable Energy and Energy Efficiency Advisory Committee and Solicitation of Nominations for Membership
Pursuant to provisions of the Federal Advisory Committee Act, 5 U.S.C. App., the Department of Commerce announces the reestablishment of the Renewable Energy and Energy Efficiency Advisory Committee (the Committee). The Committee shall advise the Secretary of Commerce regarding the development and administration of programs and policies to expand the competitiveness of U.S. exports of renewable energy and energy efficiency goods and services. The Committee's work on energy efficiency will focus on technologies, services, and platforms that provide system-level energy efficiency to electricity generation, transmission, and distribution. These include smart grid technologies and services, as well as equipment and systems that increase the resiliency of power infrastructure such as energy storage. For the purposes of this Committee, covered goods and services will not include vehicles, feedstock for biofuels, or energy efficiency as it relates to consumer goods. Non-fossil fuels that are considered renewable fuels (e.g., liquid biofuels and pellets) are included. This notice also requests nominations for membership.

Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2013-2014
On December 28, 2015, the Department of Commerce (the ``Department'') published its preliminary results in the 2013-2014 administrative review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is December 1, 2013, through November 30, 2014. This administrative review covers two mandatory respondents: (1) The collapsed entity Yingli \2\ and (2) the collapsed entity Trina.\3\ Based on our analysis of the comments received, we made certain changes to our margin calculations for Yingli and Trina. The final dumping margins for this review are listed in the ``Final Results'' section below.
2016 Fee Schedule for National Travel and Tourism Office for the Advance Passenger Information System/I-92 Program, I-94 International Arrivals Program, and Survey of International Air Travelers Program
Consistent with the guidelines in OMB Circular A-25,\1\ federal agencies are responsible for conducting a biennial review of all programs to determine the types of activities subject to user fees and the basis upon which user fees are to be set. The U.S. Department of Commerce, National Travel and Tourism Office (NTTO) is raising the fees for 2016 data for the monthly, quarterly and annual data from the Advance Passenger Information System (APIS)/I-92 Program, the I-94 International Arrivals Program, and the annual custom reports, data tables or files from the Survey of International Air Travelers Program. The NTTO has been providing this data for a fee for many years and has developed a subscriber base for each of these programs. The 2016 fee schedules for each program are available on the NTTO Web site. The fees collected for these reports go to pay ITA costs to develop the reports as well as to support research for the continuation and expansion of improvements to the data provided by the NTTO. The revised fee schedule is effective immediately upon publication of this Notice.
Correction to Applicability Date for Modification of Regulations Regarding Price Adjustments in Antidumping Duty Proceedings
The Department of Commerce (the Department) proposes to modify the applicability date contained in the final rule published in the Federal Register on March 24, 2016, Modification of Regulations Regarding Price Adjustments in Antidumping Duty Proceedings, 81 FR 15641, and is seeking comments from parties. The original applicability date language did not convey the Department's intention, i.e., to apply the newly amended regulation to all segments of proceedings initiated on or after the effective date contained in the Federal Register notice. This action is necessary to ensure that there is no ambiguity in the application of the modified regulations.
Seamless Refined Copper Pipe and Tube From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
On December 7, 2015, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the 2013-2014 administrative review of the antidumping duty order on seamless refined copper pipe and tube from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is November 1, 2013, through October 31, 2014. We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to the margin calculations for the mandatory respondent Golden Dragon Precise Copper Tube Group, Inc., Hong Kong GD Trading Co., Ltd., and Golden Dragon Holding (Hong Kong) International, Ltd. and eight affiliated producers that comprise the GD Single Entity.\2\ The final weighted-average dumping margins for this review are listed in the ``Final Results'' section below.
Circular Welded Non-Alloy Steel Pipe From the Republic of Korea: Final Results of Antidumping Duty Administrative Review; 2013-2014
On December 8, 2015, the Department of Commerce (the Department) published the Preliminary Results of its administrative review of the antidumping duty order on circular welded non-alloy steel pipe (CWP) from the Republic of Korea (Korea) for the period November 1, 2013, through October 31, 2014.\1\ The review covers three producers/exporters of the subject merchandise: Husteel Co., Ltd. (Husteel), Hyundai HYSCO (HYSCO), and SeAH Steel Corporation (SeAH). For these final results, we continue to find that Husteel and HYSCO sold subject merchandise at below normal value. We also determine that SeAH did not make sales of subject merchandise at below normal value.
Fresh Garlic From the People's Republic of China: Final Results and Final Rescission of the 20th Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) published the Preliminary Results of the 20th administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) on December 7, 2015.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculation for these final results regarding one of the mandatory respondents, Shenzhen Xinboda Industrial Co., Ltd. (Xinboda). We also continue to find that the other mandatory respondents, Hebei Golden Bird Trading Co., Ltd. (Golden Bird) and Qingdao Tiantaixing Foods Co., Ltd. (QTF), withheld requested information, significantly impeded this administrative review, and did not cooperate to the best of their abilities. Accordingly, pursuant to sections 776(a) and (b) of the Tariff Act of 1930, as amended (the Act), we continue to use adverse facts available (AFA) and find that neither Golden Bird nor QTF is eligible for separate rate status and thus, both companies are part of the PRC-wide entity. The final dumping margins are listed below in the ``Final Results of Administrative Review'' section of this notice. The period of review (POR) is November 1, 2013, through October 31, 2014.
North American Free Trade Agreement, Article 1904, Request for Panel Review
A Request for Panel Review was filed on behalf of Selenis Canada, Inc. with the United States Section of the North American Free Trade Agreement (NAFTA) Secretariat on June 6, 2016 pursuant to NAFTA Article 1904. Panel Review was requested of the International Trade Commission's final determination regarding Polyethylene Terephthalate Resin from Canada. The final injury determination was published in the Federal Register on May 4, 2016 (81 FRN 26832) and the effective antidumping order was published in the Federal Register on May 6, 2016 (81 FRN 27929). The NAFTA Secretariat has assigned case number USA-CDA- 2016-1904-01 to this request.
Diffusion-Annealed, Nickel-Plated Flat-Rolled Steel Products From Japan: Preliminary Results of Antidumping Duty Administrative Review; 2013-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on diffusion- annealed, nickel-plated flat-rolled steel products from Japan.\1\ The period of review (POR) is November 19, 2013, through April 30, 2015. The review covers one producer/exporter of the subject merchandise, Toyo Kohan Co., Ltd. (Toyo Kohan). We preliminarily determine that sales of subject merchandise by Toyo Kohan were not made at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on certain preserved mushrooms from India for the period February 1, 2015, through January 31, 2016.
Pure Magnesium From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2014-2015
On February 8, 2016, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on pure magnesium from the People's Republic of China (``PRC'') covering the period May 1, 2014 through April 31, 2015.\1\ This review covers one PRC exporter, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal, Co., Ltd. (``TMM'') (collectively ``TMI/ TMM''). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, these final results are unchanged from the Preliminary Results, and we continue to find that TMI/TMM did not have reviewable entries during the period of review (``POR'').
Narrow Woven Ribbon With Woven Selvedge From the People's Republic of China: Preliminary Results of Administrative Review; 2014-2015
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on narrow woven ribbons with woven selvedge (``woven ribbons'') from the People's Republic of China (``PRC'') for the period of review (``POR'') September 1, 2014, through August 31, 2015. This review covers one PRC company Yama Ribbons Co., Ltd., (``Yama Ribbons'').\1\ The Department preliminarily finds that Yama Ribbons did not have reviewable transactions during the POR.
Diamond Sawblades and Parts Thereof From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
On December 4, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on diamond sawblades and parts thereof (diamond sawblades) from the People's Republic of China (the PRC). The period of review (POR) is November 1, 2013, through October 31, 2014. For the final results, we continue to find that certain companies covered by this review made sales of subject merchandise at less than normal value.
Aluminum Extrusions From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Rescission of Review in Part; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on aluminum extrusions from the People's Republic of China (PRC).\1\ The period of review (POR) is May 1, 2014 through April 30, 2015. These preliminary results cover 175 companies for which an administrative review was initiated.\2\ The Department selected the following companies as mandatory respondents: Guangzhou Jangho Curtain Wall System Engineering Co., Ltd. and Jangho Curtain Wall Hong Kong Ltd. (collectively, Jangho) and Guang Ya Aluminium Industries Co., Ltd., Foshan Guangcheng Aluminium Co., Ltd., Kong Ah International Company Limited, and Guang Ya Aluminium Industries (Hong Kong) Ltd. (collectively, Guang Ya Group); Guangdong Zhongya Aluminium Company Limited, Zhongya Shaped Aluminium (HK) Holding Limited, and Karlton Aluminum Company Ltd. (collectively, Zhongya); and Xinya Aluminum & Stainless Steel Product Co., Ltd. (Xinya) (collectively, Guang Ya Group/Zhongya/Xinya).\3\ The Department preliminarily determines that Jangho and Guang Ya Group/ Zhongya/Xinya failed to cooperate by not acting to the best of their abilities to fully comply with the Department's requests for information, warranting the application of facts otherwise available with adverse inferences, pursuant to sections 776(a) and 776(b) of the Tariff Act of 1930, as amended (the Act). We also preliminarily determine that two companies, Xin Wei Aluminum Company Limited (Xin Wei) and Permasteelisa Hong Kong Limited, had no shipments. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results.
President's Advisory Council on Doing Business in Africa: Meeting of the President's Advisory Council on Doing Business in Africa
The President's Advisory Council on Doing Business in Africa (Council) will hold a meeting to deliberate on recommendations related to strengthening commercial engagement between the United States and Africa. Topics may include: The U.S. Government Power Africa initiative and energy infrastructure, the upcoming U.S.-Africa Business Forum, vocational and skills training, transportation infrastructure, and initiating tax treaties with African countries. The final agenda will be posted at least one week in advance of the meeting on the Council's Web site at https://trade.gov/pac-dbia.
Welded Carbon Steel Standard Pipe and Tube Products From Turkey: Preliminary Results of Antidumping Duty Administrative Review, and Partial Rescission of Review; 2014-2015
In response to a request by interested parties,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey.\2\ The period of review (POR) is May 1, 2014, to April 30, 2015. \3\ The Department preliminarily determines that Toscelik made U.S. sales of subject merchandise below normal value (NV) while Borusan did not make sales of subject merchandise below NV. In addition, the Department preliminarily finds that Erbosan and the Yucel Group had no reviewable shipments during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.'' Interested parties are invited to comment on the preliminary results of this review.
Seamless Refined Copper Pipe and Tube From the People's Republic of China and Mexico: Final Results of the Full Sunset Reviews of the Antidumping Duty Orders
As a result of these sunset reviews, the Department of Commerce (``the Department'') finds that revocation of the antidumping duty orders on seamless refined copper pipe and tube (``copper pipe and tube'') from the People's Republic of China (``PRC'') and Mexico would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Reviews'' section of this notice.
Certain Oil Country Tubular Goods from Taiwan: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain oil country tubular goods (OCTG) from Taiwan. The period of review (POR) is July 18, 2014, through August 31, 2015. The Department preliminarily determines that the sole producer/exporter subject to the review, Tension Steel Industries Co., Ltd. (Tension Steel), did not make sales of subject merchandise at less than normal value. We invite interested parties to comment on these preliminary results.

The period of review (POR) is January 1, 2014 through December 31, 2014. We preliminarily determine that the companies selected for individual examination (the mandatory respondents)Jangho \2\ and Zhongya 3 4 received countervailable subsidies during the POR. United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board) will hold the first meeting of its newly appointed members on Thursday, June 30, 2016. The Board was re-chartered in August 2015, to advise the Secretary of Commerce on matters relating to the travel and tourism industry. At the meeting, members will be sworn-in and will begin a discussion of the work they will undertake during their appointment term. They are expected to discuss issues impacting the travel and tourism industry, including travel promotion, visa policy, travel facilitation, data and research, sustainable tourism, and domestic travel and tourism issues, in addition to other topics. The agenda may change to accommodate Board business. The final agenda will be posted on the Department of Commerce Web site for the Board at https:// trade.gov/ttab, at least one week in advance of the meeting.
Certain Cased Pencils From the People's Republic of China: Preliminary Results of Antidumping Duty New Shipper Review; 2014-2015
The Department of Commerce (the Department) is a conducting a new shipper review (NSR) of the antidumping duty order on certain cased pencils from the People's Republic of China (PRC). The NSR covers the exporter Wah Yuen Stationery Co., Ltd. and its affiliated producer, Shandong Wah Yuen Stationery Co., Ltd. (collectively, Wah Yuen). The period of review (POR) is December 1, 2014, through May 31, 2015. The Department preliminarily finds that Wah Yuen made a sale of subject merchandise at below normal value. Interested parties are invited to comment on these preliminary results.
