Certain Polyester Staple Fiber From the People's Republic of China: Final Results of the Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the ``Department'') has conducted an administrative review of the antidumping duty order on certain polyester staple fiber from the People's Republic of China (``PRC''), for the period of review (``POR''), June 1, 2013, to May 31, 2014. On July 22, 2015, the Department published the preliminary results of this review, and received no comments from interested parties. Therefore, the final results do not differ from the preliminary results. The Department continues to determine that Zhaoqing Tifo New Fibre Co., Ltd. (``Zhaoqing Tifo'') failed to establish its eligibility for a separate rate for the POR, and thus, is a part of the PRC-wide entity, and that Takayasu Industrial (Jiangyin) Co., Ltd. (``Takayasu'') had no reviewable entries during the POR.
Multilayered Wood Flooring From the People's Republic of China: Initiation of Antidumping Duty New Shipper Reviews; 2014-2015
The Department of Commerce is initiating new shipper reviews of the antidumping duty order on multilayered wood flooring from the People's Republic of China for Jiangsu Keri Wood Co., Ltd. (``Keri Wood'') and Zhejiang Simite Wooden Co., Ltd. (``Simite Wooden''). The period of review (``POR'') is December 1, 2014, through November 30, 2015.

Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Results and is amending the Final Results with respect to the dumping margin determined for the sole mandatory respondent in the underlying review, Peer Bearing CompanyChangshan (``CPZ'').

Steel Wire Garment Hangers From the People's Republic of China; 2014-2015; Partial Rescission of the Seventh Antidumping Duty Administrative Review
On December 3, 2015, the Department of Commerce (``Department'') published a notice of initiation of an administrative review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC''). Based on M&B Metal Products Co., Ltd.'s (``Petitioner'') timely withdrawal of the requests for review of certain companies, we are now rescinding this administrative review with respect to 44 companies.

The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on certain oil country tubular goods from Turkey covering the period February 25, 2014, through August 31, 2015.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, from the People's Republic of China: Final Results of the Antidumping Duty Administrative Review; 2013-2014
On July 7, 2015, the Department of Commerce (the Department) published the preliminary results of the 27th administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (TRBs), from the People's Republic of China (PRC).\1\ The period of review (POR) is June 1, 2013, through May 31, 2014. Based on our analysis of the comments received, we made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.''
Chlorinated Isocyanurates From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
On July 8, 2015, the Department of Commerce (``the Department'') published its Preliminary Results of the administrative review of the antidumping duty order on chlorinated isocyanurates (``chloro isos'') from the People's Republic of China (``PRC'').\1\ The period of review (POR) is June 1, 2013, through May 31, 2014. This review covers three producers/exporters: (1) Heze Huayi Chemical Co. Ltd. (``Heze Huayi''); (2) Hebei Jiheng Chemical Co., Ltd. and Hebei Jiheng Baikang Chemical Industry Co., Ltd. (collectively, ``Jiheng''); and (3) Juancheng Kangtai Chemical Co., Ltd. (``Kangtai''). We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for all three respondents. The final dumping margins for this review are listed in the ``Final Results'' section below.
Certain Hot-Rolled Carbon Steel Flat Products From India: Final Results of Antidumping Duty Administrative Review; 2013-2014
On September 10, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on certain hot-rolled carbon steel flat products (hot-rolled steel) from India.\1\ We received no comments or requests for a hearing. Therefore, for the final results, we continue to find that Ispat Industries Ltd. (Ispat), JSW Steel Ltd. (JSW), JSW Ispat Steel Ltd. (JSW Ispat), and Tata Steel Ltd. (Tata) had no shipments of the subject merchandise, and, therefore, no reviewable transactions, during the period of review (POR).
Multilayered Wood Flooring From the People's Republic of China: Preliminary Results of Countervailing Duty Administrative Review and Intent To Rescind the Review in Part; 2013
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on multilayered wood flooring (wood flooring) from the People's Republic of China (PRC). The period of review (POR) is January 1, 2013, through December 31, 2013. We preliminarily find that the mandatory respondents, Dalian Penghong Floor Products Co., Ltd. (Penghong) and The Lizhong Wood Industry Limited Company of Shanghai (Lizhong) (also known as ``Shanghai Lizhong Wood Products Co., Ltd.''), received countervailable subsidies during the POR. Interested parties are invited to comment on these preliminary results.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Preliminary Results of Countervailing Duty Administrative Review; 2013; and Partial Rescission of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting the second administrative review of the countervailing duty (CVD) order on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (PRC). The period of review (POR) is January 1, 2013, through December 31, 2013. We preliminarily determine that JA Solar Technology Yangzhou Co., Ltd. and its cross-owned affiliates, including JingAo Solar Co., Ltd. and Shanghai JA Solar Technology Co., Ltd., (collectively, JA Solar) received countervailable subsidies during the POR. Interested parties are invited to comment on these preliminary results.

Certain Coated Paper Suitable for High-Quality Print Graphics Using Sheet-Fed Presses From Indonesia and the People's Republic of China: Final Results of Expedited First Sunset Reviews of the Antidumping Duty Orders
As a result of these sunset reviews, the Department of Commerce (the Department) finds that revocation of the antidumping duty orders on certain coated paper suitable for high-quality print graphics using sheet-fed presses (coated paper) from Indonesia and the People's Republic of China (PRC) would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Sunset Reviews'' section of this notice.
Circular Welded Carbon Quality Steel Pipe From the People's Republic of China: Rescission of Antidumping Administrative Review; 2014-2015
The Department of Commerce (``the Department'') is rescinding the administrative review of the antidumping duty order on circular welded carbon quality steel pipe from the People's Republic of China (``PRC'') for the period July 1, 2014, through June 30, 2015.
Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with November anniversary dates. The Department also received a request to defer the initiation of the administrative review for one antidumping duty order. Potassium Permanganate From the People's Republic of China: Final Results of Expedited Fourth Sunset Review of the Antidumping Duty Order
As a result of this fourth sunset review, the Department of Commerce (``the Department'') finds that revocation of the antidumping duty order on potassium permanganate from the People's Republic of China (``PRC'') \1\ would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.
Welded ASTM A-312 Stainless Steel Pipe From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
In response to requests from Petitioners and SeAH Steel Corporation (SeAH), the Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on welded ASTM A-312 stainless steel pipe from Republic of Korea (Korea).\1\ The period of review (POR) is December 1, 2013, through November 30, 2014. The review covers two exporters and/or producers of the subject merchandise, SeAH and LS Metal Co., Ltd. (LS Metal). The Department preliminarily finds that SeAH and LS Metal sold subject merchandise at less than normal value during the POR. We invite interested parties to comment on these preliminary results.

Aluminum Extrusions From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Countervailing Duty Administrative Review and Notice of Amended Final Results Pursuant to Court Decision
On December 14, 2015, the United States Court of International Trade (CIT or the Court) sustained the Department of Commerce's (Department's) results of redetermination,\1\ which recalculated the subsidy rate for Tai Shan City Kam Kiu Aluminium Extrusion Co. Ltd. (Kam Kiu) in the first administrative review of the countervailing duty (CVD) order on aluminum extrusions from the People's Republic of China,\2\ pursuant to the Court's remand order in Kam Kiu.\3\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken,\4\ as clarified by Diamond Sawblades,\5\ the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Results and is amending its Final Results with respect to Kam Kiu.
Magnesium Metal From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (``Department'') is conducting the administrative review of the antidumping duty order on magnesium metal from the People's Republic of China (``PRC''). The period of review (``POR'') is April 1, 2014, through March 31, 2015. This review covers two PRC companies, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal, Co., Ltd. (``TMM''). The Department preliminarily finds that TMI and TMM did not have reviewable entries during the POR. We invite interested parties to comment on these preliminary results.
Notice of Final Results of Antidumping Duty Changed Circumstances Review: Certain Frozen Warmwater Shrimp From Thailand
On November 25, 2015, the Department of Commerce (the Department) initiated a changed circumstances review and published a notice of preliminary results of changed circumstances review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from Thailand.\1\ In that notice, we preliminarily determined that Thai Union Group Public Co., Ltd. (Thai Union Group) is the successor-in- interest to Thai Union Frozen Products Public Co., Ltd. (Thai Union Frozen) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments on, or requested a public hearing to discuss, the Initiation and Preliminary Results. For these final results, the Department continues to find that Thai Union Group is the successor-in-interest to Thai Union Frozen.

The Department of Commerce (the ``Department'') preliminarily determines that certain corrosion-resistant steel products (``corrosion-resistant steel'') from Italy are being, or are likely to be, sold in the United States at less-than-fair-value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (the ``Act''). The period of investigation (``POI'') is April 1, 2014, through March 31, 2015. The estimated weighted-average dumping margins shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.
