On December 3, 2007, the Department published a notice of opportunity to request an administrative review of the countervailing duty order on carbazole violet pigment 23 from India. On December 31, 2007, Nation Ford Chemical Company and Sun Chemical Corporation, the petitioners, requested that the U.S. Department of Commerce (the Department) conduct an administrative review of two manufacturer/ exporters of subject merchandise, Alpanil Industries Limited (Alpanil) and Pidilite Industries Limited (Pidilite). The petitioners were the only party to request this administrative review. The review was initiated on January 28, 2008. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, 73 FR 4829 (January 28, 2008). The period of review (POR) is from January 1, 2006 through December 31, 2006. Petitioners withdrew their request for administrative review on April 25, 2008.

(collectively, ``Prolamsa'') filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the Final Determination of Sales at Less Than Fair Value made by the International Trade Administration respecting Light-Walled Rectangular Pipe and Tube From Mexico. The determination was published in the Federal Register (73 FR 35649) on June 24, 2008. The NAFTA Secretariat has assigned Case Number USA-MEX-2008-1904-03 to this request.

On September 4, 2007, the Department of Commerce (``the Department'') initiated the sunset review of the antidumping duty (``AD'') order on carbon and certain alloy steel wire rod (``wire rod'') from Canada. See Initiation of Five-year (``Sunset'') Reviews, 72 FR 50659 (September 4, 2007). Pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the U.S. International Trade Commission (``ITC'') determined that revocation of the existing AD order on wire rod from Canada would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See ITC Final Determination: Carbon and Certain Alloy Steel Wire Rod from Brazil, Canada, Indonesia, Mexico, Moldova, Trinidad and Tobago, and Ukraine, 73 FR 41116 (July 17, 2008) (``ITC Wire Rod Final Determination''). Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department is revoking the AD order on wire rod from Canada.
Hand Trucks and Certain Parts Thereof from the People's Republic of China; Final Results of 2005-2006 Administrative Review

The Department of Commerce (``Department'') is conducting new shipper reviews (``NSRs'') of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') that cover the period of review (``POR'') of August 1, 2006, through July 31, 2007. On September 26, 2007, the Department initiated a new shipper review for Southern Fishery Industries Co., Ltd. (``South Vina''). We preliminarily determine that South Vina's sales to the United States were made on a non-bona fide basis. Therefore, we have preliminarily rescinded the review with regard to South Vina. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR as listed below.

On January 16, 2008, the Department published the preliminary results of the aligned fifth administrative review and tenth new shipper review of the antidumping duty order on honey from the People's Republic of China (``PRC''). See Honey from the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review, 73 FR 2890 (January 16, 2008) (``Preliminary Results''). These aligned reviews cover seven exporters or producer/ exporters: (1) Dongtai Peak Honey Industry Co, Ltd. (``Dongtai Peak'') (2) Zhejiang Native Produce & Animal By-Products I/E Group Corporation (``Zhejiang Native''); (3) Wuhu Qinshi Tangye Co., Ltd. (``Wuhu Qinshi''); (4) Jiangsu Light Industry Products Imp & Exp (Group) Corp. (``Jiangsu Light''); (5) Qinhuangdao Municipal Dafeng Industrial Co., Ltd. (``QMD''); (6) Inner Mongolia Altin Bee-Keeping (``IMA''), and (7) QHD Sanhai Honey Co., Ltd. (``QHD Sanhai''). For these final results, the Department finds that Wuhu Qinshi, Jiangsu Light, QMD, and IMA failed to cooperate by not acting to the best of their ability to comply with the Department's request for information and, as a result, have been assigned a rate based on adverse facts available (``AFA''). The Department has assigned Dongtai Peak and Zhejiang Native a separate rate for non-selected entities based on the calculation proposed by the Department.\1\ Finally, after reexamining the bona fides of QHD Sanhai's single sale, the Department finds that sale is not a bona fide transaction; therefore, for these final results, the Department has rescinded the review with respect to QHD Sanhai. The period of review (``POR'') is December 1, 2005, through November 30, 2006. See ``Final Results of Review'' section below.

On February 20, 2008, the Department of Commerce (the ``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). The period of investigation (``POI'') is October 1, 2006, to March 31, 2007. We invited interested parties to comment on our preliminary determination of sales at LTFV and the post-preliminary determinations. Based on our analysis of the comments we received, we have made changes to our calculations for the mandatory respondents. We determine that OTR tires from the PRC are being, or are likely to be, sold in the United States at LTFV as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination Margins'' section of this notice.

Certain Hot-Rolled Carbon Steel Flat Products From India: Final Results of Countervailing Duty Administrative Review

Therefore, the final results for Promarisco S.A. differ from the preliminary results. We have made no changes to the margin calculation of OceanInvest S.A., the other producer/exporter selected for individual review. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.''

On March 6, 2008, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from Brazil. This review covers 15 producers/exporters of the subject merchandise to the United States. The period of review (POR) is February 1, 2006, through January 31, 2007. We are rescinding the review with respect to one company which made no shipments of the subject merchandise during the POR. The Department of Commerce (``the Department'') publishes this final rule to adopt, without change, an interim final rule that implemented tariff rate quotas (``TRQ'') for a limited quantity of certain cotton shirting fabrics pursuant to Section 406 of the Tax Relief and Health Care Act of 2006 (``the Act''), which President Bush signed into law on December 20, 2006 (Pub. L. 109-432). Section 406(b)(1) of the Act authorizes the Secretary of Commerce to issue licenses to eligible manufacturers under headings 9902.52.08 through 9902.52.19 of the Harmonized Tariff Schedule of the United States, specifying the restrictions under each such license on the quantity of cotton woven fabrics that may be entered each year by or on behalf of the manufacturer.
