Steel Concrete Reinforcing Bars from South Korea: Revocation of Antidumping Duty Order
On August 1, 2006, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty (``AD'') order on steel concrete reinforcing bars (``rebar'') from South Korea. Pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the International Trade Commission (``ITC'') determined that revocation of this order would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department is revoking the AD order on rebar from South Korea.
Polyethylene Retail Carrier Bags from Malaysia: Final Results of Antidumping Duty Administrative Review
On May 10, 2007, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Malaysia. The review covers exports of this merchandise to the United States by Euro Plastics Malaysia Sdn. Bhd. (Euro Plastics) for the period of review August 1, 2005, through July 31, 2006. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments and the revised cost information we received from Euro Plastics, we have made changes in the margin calculation for the final results of this review. The final weighted- average margin is listed below in the ``Final Results of Review'' section of this notice.
Canned Pineapple Fruit from Thailand: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on canned pineapple fruit (CPF) from Thailand for the period of review (POR) July 1, 2005 through June 30, 2006. The review covers two respondents, Vita Food Factory (1989) Ltd. (Vita) and Tropical Food Industries Co. Ltd. (Trofco). The domestic interested party for this proceeding is Maui Pineapple Company Ltd. (petitioner). The Department preliminarily determines that Vita and Trofco made sales to the United States at less than normal value (NV). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of Vita's and Trofco's merchandise during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''
Purified Carboxymethylcellulose from Finland; Notice of Preliminary Determination of Antidumping Duty Administrative Review
In response to requests from Aqualon Company, a division of Hercules Inc., (Petitioner) and respondents Noviant OY, CP Kelco OY; Noviant Inc., and CP Kelco U.S. Inc. (collectively, CP Kelco), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Finland. The review covers exports of the subject merchandise to the United States produced by CP Kelco. The period of review (POR) is December 27, 2004, through June 30, 2006. We preliminarily find that CP Kelco made sales at less than normal value during the POR. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on differences between the export price (EP) or constructed export price (CEP) and normal value (NV).
Certain Pasta from Italy; Notice of Preliminary Results and Partial Rescission of Tenth Antidumping Duty Administrative Review:
In response to requests by interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain pasta (``pasta'') from Italy for the period of review (``POR'') July 1, 2005, through June 30, 2006. We preliminarily determine that during the POR, Rummo S.p.A. Molino e Pastificio (``Rummo'') sold subject merchandise at less than normal value (``NV''). We also preliminarily determine that Atar, S.r.L. (``Atar'') is not the producer of subject merchandise and are preliminarily rescinding the review of Atar. If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties equal to the difference between the export price (``EP'') and NV for entries of subject merchandise produced by Rummo and to the All Others rate for entries of subject merchandise claimed to be produced by Atar. Interested parties are invited to comment on these preliminary results and partial rescission.
Purified Carboxymethylcellulose from the Netherlands; Preliminary Results of Antidumping Duty Administrative Review
In response to a request from petitioner Aqualon Company, a division of Hercules Incorporated (Aqualon), a U.S. manufacturer of purified carboxymethylcellulose (CMC), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on CMC from the Netherlands. This administrative review covers imports of subject merchandise produced and exported by Noviant B.V. and CP Kelco B.V. (collectively, CP Kelco). The period of review (POR) is December 27, 2004, through June 30, 2006. We preliminarily determine that sales of subject merchandise by CP Kelco have been made at less than normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries based on the difference between the export price (EP) or constructed export price (CEP) and NV. Interested parties are invited to comment on these preliminary results.
Notice of Preliminary Results of Antidumping Duty Administrative Review, Notice of Partial Rescission of Antidumping Duty Administrative Review, Notice of Intent to Revoke in Part: Certain Individually Quick Frozen Red Raspberries from Chile
The Department of Commerce is conducting an administrative review of the antidumping duty order on certain individually quick frozen (IQF) red raspberries from Chile. The period of review (POR) is July 1, 2005, through June 30, 2006. This review covers sales of IQF red raspberries by six producers/exporters. We preliminarily find that, during the POR, sales of IQF red raspberries were made below normal value. Also, we intend to revoke the antidumping duty order with respect to Fruticola Olmue S.A. (Olmue) and Vital Berry Marketing S.A. (VBM). Interested parties are invited to comment on these preliminary results. We will issue the final results not later than 120 days from the date of publication of this notice.
Purified Carboxymethylcellulose From Mexico: Notice of Preliminary Results of Antidumping Duty Administrative Review
In response to a request from Quimica Amtex S.A. de C.V. (Amtex), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Mexico. The review covers exports of the subject merchandise to the United States produced and exported by Amtex. We preliminarily find that Amtex made sales at less than fair value during the POR. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on differences between the export price (EP) or constructed export price (CEP) and normal value (NV). Interested parties are invited to comment on these preliminary results. Parties who submit arguments in this proceeding are requested to submit with the arguments: (1) a statement of the issues, (2) a brief summary of the arguments (no longer than five pages, including footnotes) and (3) a table of authorities.
Purified Carboxymethylcellulose From Sweden: Preliminary Results of Antidumping Duty Administrative Review

If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to liquidate appropriate entries without regard to antidumping duties. We invite interested parties to comment on these preliminary results. Parties who submit comments in this review are requested to submit with each argument a statement of the issue and a brief summary of the argument.
Certain Polyethylene Terephthalate Film, Sheet and Strip From India: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests for review, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain polyethylene terephthalate film, sheet and strip (PET Film) from India for the period of review (POR) July 1, 2005 through June 30, 2006. The review covers one respondent, MTZ Polyfilms, Ltd. (MTZ). The Department preliminarily determines that MTZ did not sell subject merchandise to the United States at less than normal value during the POR. If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate entries during the POR without regard to antidumping duties. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''
Polyethylene Terephthalate Film, Sheet, and Strip From India: Preliminary Results and Rescission, in Part, of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty order on polyethylene terephthalate (PET) film from India for the period January 1, 2005 through December 31, 2005. We preliminarily determine that subsidies are being provided on the production and export of PET film from India. See the ``Preliminary Results of Administrative Review'' section, below. If the final results remain the same as the preliminary results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties. Interested parties are invited to comment on the preliminary results of this administrative review. See the ``Public Comment'' section of this notice, below.
Stainless Steel Bar from the United Kingdom: Final Results of Antidumping Duty Administrative Review
On March 30, 2007, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from the United Kingdom. See Stainless Steel Bar from the United Kingdom: Preliminary Results of Antidumping Duty Administrative Review, 72 FR 15106 (March 30, 2007) (Preliminary Results). This review covers one producer/ exporter of the subject merchandise to the United States. The period of review (POR) is March 1, 2005, through February 28, 2006. Based on our analysis of the comments received, we have made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.'' In addition, the Department received information sufficient to warrant a successor-in-interest analysis in this administrative review. Based on this information, we determine that Enpar is the successor-in-interest to Firth Rixson Special Steels Ltd. for purposes of determining antidumping duty liability.
Notice of Initiation of the Administrative Review of the Antidumping Duty Order on Silicon Metal From the People's Republic of China
The Department of Commerce (the Department) received a timely request to conduct an administrative review of the antidumping duty order on silicon metal from the People's Republic of China (PRC). The anniversary month of this order is June. In accordance with the Department's regulations, we are initiating this administrative review.
Stainless Steel Sheet and Strip in Coils from Mexico; Preliminary Results of Antidumping Duty Administrative Review
In response to requests from respondent ThyssenKrupp Mexinox S.A. de C.V. (Mexinox S.A.) and Mexinox USA, Inc. (Mexinox USA) (collectively, Mexinox) and petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel sheet and strip in coils (S4 in coils) from Mexico. This administrative review covers imports of subject merchandise from Mexinox S.A. during the period July 1, 2005 to June 30, 2006.
Certain Pasta from Italy: Preliminary Results of the Tenth Countervailing Duty Administrative Review
The Department of Commerce is conducting an administrative review of the countervailing duty order on certain pasta from Italy for the period January 1, 2005, through December 31, 2005. We preliminarily find that Pastificio Antonio Pallante S.r.L. (``Pallante'') and De Matteis Agroalimetare S.p.A. (``De Matteis'') received countervailable subsidies in this review, and Atar S.r.L. (``Atar'') did not receive any countervailable subsidies in this review and its rate is, consequently, zero. See the ``Preliminary Results of Review'' section, below. Interested parties are invited to comment on these preliminary results. See the ``Public Comment'' section of this notice.
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings completed between April 1, 2007, and June 30, 2007. In conjunction with this list, the Department is also publishing a list of requests for scope rulings and anticircumvention determinations pending as of June 30, 2007. We intend to publish future lists after the close of the next calendar quarter.
Oil Country Tubular Goods from Japan: Final Results and Rescission of Antidumping Duty Administrative Review
On May 2, 2007, the Department of Commerce (the Department) published in the Federal Register a notice of intent to rescind the administrative review of the antidumping duty order on Oil Country Tubular Goods (OCTG) from Japan. See Oil Country Tubular Goods from Japan: Preliminary Results of Antidumping Duty Administrative Review and Intent to Rescind Administrative Review, 72 FR 24275 (May 2, 2007) (Preliminary Results). This review covers four manufactures/exporters: JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), NKK Tubes (NKK) and Sumitomo Metal Industries, Ltd. (SMI). The period of review (POR) covers sales of subject merchandise to the United States during the period August 1, 2005 through July 31, 2006. We provided interested parties with an opportunity to comment on the notice of intent to rescind this administrative review. However, we received no comments from interested parties. Consequently, we are rescinding this administrative review.
Stainless Steel Sheet and Strip in Coils from Taiwan: Preliminary Results and Rescission in Part of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel sheet and strip in coils (SSSSC) from Taiwan with respect to three companies.\1\ There is only one respondent participating in this review, Chia Far Industrial Factory Co., Ltd. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received we did not make changes for the final results. Brake Rotors From the People's Republic of China: Final Results of Antidumping Duty Administrative and New Shipper Reviews and Partial Rescission of the 2005-2006 Administrative Review
On February 15, 2007, the Department of Commerce (``Department'') published Brake Rotors From the People's Republic of China: Preliminary Results of the 2005 2006 Administrative and New Shipper Reviews and Partial Rescission of the 2005 2006 Administrative Review, 72 FR 7405 (February 15, 2007) (``Preliminary Results''). The period of review (``POR'') is April 1, 2005, through March 31, 2006. The administrative review covers three mandatory respondents and 12 separate-rate respondents. The new shipper review covers one new shipper. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to our calculations. The final dumping margins for the administrative and new shipper reviews are listed in the ``Final Results of the Reviews'' section, below.
Solicitation of Applications for Allocation of Tariff Rate Quotas on the Imports of Certain Cotton Shirting Fabric to Persons Who Cut and Sew Men's and Boys' Cotton Shirts in the United States
The Department hereby solicits applications from persons (including firms, corporations, or other legal entities) who cut and sew men's and boys' cotton shirts in the United States for an allocation of the 2007 tariff rate quotas on certain cotton woven fabric. Interested persons must submit ITA Form 4156P to the address listed below. After the Department has made its allocations of the 2007 tariff rate quotas, the Department will publish in the Federal Register a notice informing the public of this action.
Ball Bearings and Parts Thereof from Germany: Notice of Court Decision Not in Harmony
On June 29, 2007, the United States Court of International Trade affirmed the Department of Commerce's redetermination on remand of the final results of the administrative review of the antidumping duty order on ball bearings and parts thereof from Germany. See Paul Mueller Industrie GmbH & Co. v. United States, Court No. 04-00522, slip op. 07-100 (CIT 2007) (Paul Mueller). The Department is now issuing this notice of court decision not in harmony with the Department's determination.
Wooden Bedroom Furniture From The People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
On March 7, 2007, the Department of Commerce (``the Department'') initiated the second administrative review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC'') covering the period January 1, 2006, through December 31, 2006. See Notice of Initiation of Administrative Review of the Antidumping Duty Order on Wooden Bedroom Furniture from the People's Republic of China, 72 FR 10159 (March 7, 2007) (``Initiation Notice'').\1\ Between March 7 and June 6, 2007, several parties withdrew their requests for review. Therefore, the Department is rescinding the administrative review of sales of wooden bedroom furniture with respect to the entities for whom all review requests have been withdrawn.
Silicomanganese from India, Kazakhstan, and Venezuela: Final Results of Expedited Five-year (“Sunset”) Reviews of the Antidumping Duty Orders
On April 2, 2007, the Department of Commerce (``the Department'') published in the Federal Register the notice of initiation of the first five-year sunset reviews of the antidumping duty orders on silicomanganese from India, Kazakhstan, and Venezuela, pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Initiation of Five-year (``Sunset'') Reviews, 72 FR 15652 (April 2, 2007) (``Notice of Initiation''). On the basis of notices of intent to participate and adequate substantive responses filed on behalf of domestic interested parties, and inadequate responses from respondent interested parties, the Department has conducted expedited sunset reviews of these orders pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C). As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders is likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.
Hand Trucks and Certain Parts Thereof From the People's Republic of China: Initiation of New Shipper Review
The Department of Commerce (the ``Department'') has determined that the request for a new shipper review of the antidumping duty order on hand trucks and certain parts thereof (``Hand Trucks'') from the People's Republic of China (``PRC''), received July 2, 2007, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') of this new shipper review is December 1, 2006, through May 31, 2007.
Continuation of Antidumping Duty Orders on Honey From Argentina and the People's Republic of China, and Continuation of Countervailing Duty Order on Honey From Argentina
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (the Commission) that revocation of the antidumping duty (AD) orders on honey from Argentina and the People's Republic of China (PRC) would likely lead to continuation or recurrence of dumping; that revocation of the countervailing duty (CVD) order on honey from Argentina would likely lead to continuation or recurrence of a countervailable subsidy; and, that revocation of these AD and CVD orders would likely lead to a continuation or recurrence of material injury to an industry in the United States, the Department is publishing this notice of continuation of these AD and CVD orders.
Furfuryl Alcohol from Thailand: Preliminary Results of the 2005-2006 Antidumping Duty Administrative Review
The Department of Commence is conducting an administrative review of the antidumping duty order on furfuryl alcohol from Thailand. The period of review is July 1, 2005, through May 3, 2006. This review covers imports of furfuryl alcohol from one producer/exporter. We preliminarily determine that sales of subject merchandise have not been made at less than normal value. If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection to liquidate entries of furfuryl alcohol from Indorama Chemicals (Thailand) Ltd. without regard to antidumping duties. Certain Forged Stainless Steel Flanges From India; Preliminary Results of Antidumping Duty New Shipper Administrative Review
The Department of Commerce (the Department) is conducting a new shipper administrative review of the antidumping duty order on certain forged stainless steel flanges (stainless steel flanges) from India manufactured by Micro Forge (India) (Micro Forge). The period of review (POR) covers February 1, 2006, through July 31, 2006. We preliminarily determine to apply an adverse facts available (AFA) rate to Micro Forge's U.S. sale. Wooden Bedroom Furniture from the People's Republic of China: Preliminary Results of Antidumping Duty Changed Circumstances Review
In response to a joint request from Tradewinds Furniture Ltd. (``Tradewinds Furniture'') and Tradewinds International Enterprise Ltd. (``Tradewinds Intl.''), the Department of Commerce (``Department'') initiated a changed circumstances review of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). We preliminarily find that Tradewinds Furniture is the successor-in-interest to Nanhai Jiantai Woodwork Co. (``Nanhai Jiantai''), but that Tradewinds Intl. is not the successor-in-interest to Nanhai Jiantai's affiliated exporter, Fortune Glory Industrial Limited (``Fortune Glory'').
Export Trade Certificate of Review
The Secretary of Commerce issued an Export Trade Certificate of Review to Dimick International & Associates on May 15, 1990. Because this Certificate Holder has failed to file an annual report as required by law, the Secretary is revoking the certificate. This notice summarizes the notification letter sent to Dimick International & Associates.
