Notification to Importers
This notice serves as a preliminary
reminder to importers of their
responsibility under 19 CFR
351.402(f)(2) to file a certificate
regarding the reimbursement of
antidumping duties prior to liquidation
of the relevant entries during this
review period. Failure to comply with
this requirement could result in the
Secretary’s presumption that
reimbursement of antidumping duties
occurred and the subsequent assessment
of double antidumping duties.
We are issuing and publishing this
notice in accordance with sections
751(a)(1) and 777(i) of the Tariff Act.

AGENCY:
Background
On July 27, 2006, the Department of
Commerce (‘‘the Department’’)
published in the Federal Register a
notice of the initiation of the
antidumping duty administrative review
of tapered roller bearings and parts
thereof, finished and unfinished
(‘‘TRBs’’) from the People’s Republic of
China (‘‘PRC’’), 71 FR 42626 (July 27,
2006). On March 26, 2007, the
Department published its preliminary
results on TRBs from the PRC. See
Tapered Roller Bearings and Parts

Preliminary Results of Antidumping
Duty Administrative Review and Notice
of Rescission in Part and Intent to

2007). The final results of this
administrative review are currently due
no later than July 24, 2007.
Extension of Time Limit for Final
Results
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (‘‘the Act’’),
requires the Department to issue the
final results in an administrative review
within 120 days after the date on which
the preliminary results are published.
However, if it is not practicable to
complete the review within this time
period, section 751(a)(2)(A) of the Act
allows the Department to extend the
time period to a maximum of 180 days.
Completion of the final results within
the 120-day period is not practicable
because this review involves certain
complex issues, such as a tariff
classifications covered by the scope of
the order and separate rates.
Because it is not practicable to
complete this review within the time
specified under the Act, we are
extending the time period for issuing
the final results of review by 60 days
until September 22, 2007, in accordance
with section 751(a)(3)(A) of the Act and
19 CFR 351.213(h)(2). However, because
September 22, 2007 falls on a Saturday,
the final results will be due no later
than September 24, 2007, the next
business day.
This notice is published pursuant to
sections 751(c) and 777(i) of the Act.

SUMMARY: The Department of Commerce
(the Department) is conducting an
administrative review of the
countervailing duty order on
polyethylene terephthalate (PET) film
from India for the period January 1,
2005 through December 31, 2005. We
preliminarily determine that subsidies

If the final results remain the same as
the preliminary results of this review,
we will instruct U.S. Customs and
Border Protection (CBP) to assess
countervailing duties. Interested parties
are invited to comment on the
preliminary results of this
administrative review. See the ‘‘Public
Comment’’ section of this notice, below.

SUPPLEMENTARY INFORMATION:
Background
On July 1, 2002, the Department
published in the Federal Register the
countervailing duty (CVD) order on PET
film from India. See Countervailing
Duty Order: Polyethylene Terephthalate
Film, Sheet and Strip (PET Film) from
India, 67 FR 44179 (July 1, 2002) (PET
Film Order). On July 3, 2006, the
Department published in the Federal
Register a notice of opportunity to
request an administrative review of this
order. See Antidumping or
Countervailing Duty Order, Finding, or
Suspended Investigation; Opportunity
to Request Administrative Review, 71
FR 37890 (July 3, 2006). On July 26,
2006 and July 31, 2006, the Department
received requests to conduct an
administrative review of the CVD order
on PET film from India from MTZ
Polyfilms, Ltd. (MTZ), Jindal Poly Films
Limited of India (Jindal), formerly
named Jindal Polyester Limited,
Polyplex Corporation, Ltd. (Polyplex),
and Garware Polyester, Ltd. (Garware),
all of whom are Indian producers and
exporters of subject merchandise.
Dupont Teijin Films, Mitsubishi
Polyester Film of America, and Toray
Plastics (America), (collectively,
petitioners) did not file any requests for
review.
On August 22, 2006, Polyplex
withdrew its request for review of the
CVD order of PET film from India. Since
its withdrawal occurred prior to the date
of initiation and because no other party
requested a review of Polyplex, we did
not include this company in the
initiation of the administrative review.
On August 30, 2006, the Department
initiated an administrative review of the
CVD order on PET film from India
