The Coast Guard is issuing a temporary deviation from the operating schedule that governs the Flagler Memorial Bridge, across Atlantic Intracoastal Waterway (AICW), mile 1021.8, at West Palm Beach, Florida. Palm Beach County and the communities surrounding the bridge have requested the Coast Guard consider placing additional weekday restrictions during peak traffic hours to assist with alleviating vehicle congestion. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding this deviation.

The Coast Guard will enforce Seattle's Seafair Fleet Week Moving Vessels security zones from August 1 through August 7, 2023, to ensure the security of the vessels from sabotage or other subversive acts during Seafair Fleet Week Parade of Ships. Our regulation for marine events within the Thirteenth Coast Guard District identifies the regulated area for this event in Seattle, WA. During the enforcement period, no person or vessel may enter or remain in the security zones without the permission of the Captain of the Port (COTP), Puget Sound or his designated representative. The COTP has granted general permission for vessels to enter the outer 400 yards of the security zones as long as those vessels within the outer 400 yards of the security zones operate at the minimum speed necessary to maintain course unless required to maintain speed by the navigation rules.

The Coast Guard is withdrawing the advance notice of proposed rulemaking titled ``Anchorage Grounds, Hudson River; Yonkers, NY to Kingston, NY'' published in the Federal Register on June 9, 2016. After a review of comments, the Coast Guard suspended rulemaking action in 2017 to allow for further study and analysis of the need, impact, and appropriateness of the requested anchorage grounds. Among other reasons, while examining whether there was a need for a proposed rule, section 8437 of the Elijah E. Cummings Coast Guard Authorization Act of 2020 suspended the establishment of new anchorage grounds on the Hudson River between Yonkers, NY and Kingston, NY. Consequently, the Coast Guard currently lacks authority to establish new anchorages in this region. Accordingly, we have determined withdrawal of this advance notice of proposed rulemaking titled ``Anchorage Grounds, Hudson River; Yonkers, NY to Kingston, NY'' published in the Federal Register on June 9, 2016, is appropriate at this time. The Coast Guard will continue to enforce current regulations and may undertake future rulemaking actions as required and authorized to protect the waterway, the users of the waterway, and the marine transportation system.

The Coast Guard announces that the Chief of the Prevention Division, Fifth Coast Guard District, has issued a certificate of alternative compliance from the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), for the USAV BRANDY STATION, O.N. CG1045736. We are issuing this notice because its publication is required by statute. Due to the construction and placement of the forward masthead light, USAV BRANDY STATION cannot fully comply with the light, shape, or sound signal provisions of the 72 COLREGS without interfering with the vessel's design and construction. This notification of issuance of a certificate of alternative compliance promotes the Coast Guard's marine safety mission.

The Coast Guard is establishing 63 temporary 500-meter safety zones around the construction of 62 wind turbine generators (WTGs) and one electrical service platform (ESP) located in the Vineyard Wind 1 Wind Farm (VW1WF) project area within federal waters on the Outer Continental Shelf (OCS), specifically in the northern portion of Bureau of Ocean Energy Management (BOEM) Renewable Energy Lease Area OCS-A 0501, approximately 12 nautical miles (NM) offshore of Martha's Vineyard, Massachusetts and 12 NM offshore Nantucket, Massachusetts. This action is necessary to provide for the safety of life, property, and the environment during the planned construction of each facility's monopile type foundation and subsequent installation of the WTGs turbines and ESP platform from June 27, 2023, to May 31, 2024. When enforced, only attending vessels and those vessels specifically authorized by the First Coast Guard District Commander, or a designated representative, are permitted to enter or remain in the temporary safety zones.
