Notice of Availability of the Record of Decision for the Bakersfield Field Office Hydraulic Fracturing Supplemental Environmental Impact Statement, California
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Record of Decision (ROD) for the Final Supplemental Environmental Impact Statement (EIS) developed for the 2012 Proposed Resource Management Plan (RMP), and by this Notice is announcing its availability. This supplemental environmental analysis responds to a May 2017, U.S. District Court Order requiring additional environmental analysis of the potential impacts of hydraulic fracturing of oil and gas resources within the planning area. The BLM issues this ROD to re-affirm the portions of the 2014 ROD that were set-aside in a partial remand. Because there are no changes to the 2014 RMP resulting from supplementation of its underlying EIS, with signature of this ROD, that part of the 2014 ROD that was set aside on remand, is now in effect.

Public Land Order No. 7890, Extension of Public Land Order No. 7419; Nevada
This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7419, issued effective December 9, 1999, for an additional 20-year term. The extension is necessary for the Department of the Air Force (DAF), Nellis Air Force Base (AFB), to continue providing safety buffers from potentially hazardous areas, protect populated areas, and comply with Department of Defense Directive No. 6055.09E regarding ammunition and explosive safety standards on lands adjacent to the Live Ordnance Loading Areas at Nellis AFB, northeast of Las Vegas, Clark County, Nevada. The safety buffer zone includes security patrol roads and a security checkpoint.

Public Land Order 7888; Partial Revocation of Secretarial Order Dated December 22, 1928; New Mexico
This Order revokes a withdrawal created by a Secretarial Order insofar as it affects 41.24 acres of public land withdrawn for use by the Bureau of Reclamation (BOR) in connection with the Carlsbad Project (Avalon Reservoir). The BOR no longer needs the land for project purposes. This Order opens the land to the operation of the public land laws subject to valid existing rights. The land has been and will remain open to mineral leasing and will remain closed to location and entry under the United States mining laws.
Public Land Order No. 7887; Extension of Public Land Order No. 7422, Diamond Fork System, Bonneville Unit of the Central Utah Project; Utah
This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7422 for an additional 20-year term. PLO No. 7422 would otherwise expire on December 20, 2019. This extension is necessary to prevent incompatible uses from affecting the operation of the Diamond Fork System of the Central Utah Project, which supports Utah's use of Colorado River water for irrigation, municipal and industrial needs, hydroelectric power, conservation, and recreation. PLO No. 7422 withdrew approximately 2,795 acres of National Forest System lands from location and entry under the United States mining laws, but not from leasing under the mineral leasing laws. This Order corrects the acreage withdrawn from 2,795 acres to 2,714.22 acres with no change to the legal land description. The lands have been and will remain open to mineral leasing.
Notice of Availability of the Record of Decision for the Ten West Link 500 Kilovolt Transmission Line Project and Land Use Plan Amendments to the Yuma Field Office Resource Management Plan and the California Desert Conservation Area Plan; Maricopa and La Paz Counties, Arizona, and Riverside County, California
The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Ten West Link 500 Kilovolt Transmission Line Project and approved Resource Management Plan Amendments for the Yuma Field Office Resource Management Plan (RMP) and the California Desert Conservation Area (CDCA) Plan. The BLM Arizona and California State Directors signed the ROD on November 21, 2019. This constitutes the final decision of the BLM for the approved land use plan amendments and makes them effective immediately.
Public Land Order No. 7889; Extension of Public Land Order No. 7420; Arizona
This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7420 for an additional 20-year term. PLO No. 7420 would otherwise expire on December 3, 2019. This extension is necessary to continue to protect the value of the capital investments, water-oriented developments, and dispersed recreation in the Bureau of Reclamation's (BOR) Lake Roosevelt expansion area. PLO No. 7420 withdrew 9,175 acres of National Forest System lands from location and entry under the United States mining laws, but not from leasing under the mineral leasing laws, for a 20-year period. The lands have been and will remain open to mineral and geothermal leasing.
Notice of Availability of the Record of Decision and Approved Amendment to the Resource Management Plan for the Buffalo Field Office, Wyoming
In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Buffalo Field Office prepared a Record of Decision (ROD) for the Supplemental Environmental Impact Statement (EIS) and Resource Management Plan (RMP) Amendment for the 2015 Buffalo Field Office RMP. This effort was in response to a United States District Court of Montana opinion and order (Western Organization of Resource Councils, et al. v. BLM; 3/26/2018 and 7/31/2018). The Wyoming State Director signed the ROD, which constitutes the final plan amendment decision of the BLM, on November 22, 2019.

The Bureau of Land Management (BLM) is offering to sell a parcel of public land containing 2.72 acres through a non-competitive (direct) sale for the expansion of an existing cemetery at not less than the appraised fair market value of $7,400 to the Roman Catholic Church of the Archdiocese of Santa Fe San Miguel Parish. The sale is subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and the BLM land sale and mineral conveyance regulations. In accordance to Section 203 of FLPMA disposal criteria for sales, a resource management plan (RMP) amendment is required establishing the disposal criteria using the Section 202 FLPMA planning process.

Notice of Availability of the National Petroleum Reserve in Alaska Integrated Activity Plan Draft Environmental Impact Statement
In accordance with the National Environmental Policy Act of 1969, as amended, and the Naval Petroleum Reserves Production Act of 1976 (NPRPA), as amended, the Bureau of Land Management (BLM), Alaska State Office, has prepared the Draft Environmental Impact Statement (EIS) for the Integrated Activity Plan (IAP) for the National Petroleum Reserve in Alaska (NPR-A) and by this notice is announcing the opening of the public comment period. Notice of Temporary Closure of Public Land in Clark County, NV
The Las Vegas Field Office announces the temporary closures of certain public lands under its administration. The Off-Highway Vehicle (OHV) race area in Laughlin, Nevada, is used by OHV recreationists, and the temporary closures are needed to limit their access to the race area and to minimize the risk of potential collisions with spectators and racers. The closures will occur during two events: The 2019 Rage at the River and the 2020 Laughlin Desert Classic Off-Highway Vehicle Races.

The Bureau of Land Management (BLM) has examined and found suitable for conveyance to the Town of Colorado City, Arizona (Patentee), for airport purposes, parcels of public land located in Mohave County, Arizona, totaling 141.38 acres. The Federal Aviation Administration (FAA), on behalf of the Town of Colorado City, requested the conveyance of public lands to the Town of Colorado City for airport expansion to bring the Colorado City Municipal Airport into compliance with FAA safety and design standards.

Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Whitewater River Groundwater Replenishment Facility, Riverside County, CA
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Palm Springs- South Coast Field Office, Palm Springs, California, intends to prepare an Environmental Impact Statement (EIS) for the Whitewater River Groundwater Replenishment Facility. The applicant, the Coachella Valley Water District, has requested a right-of-way (ROW) authorization to operate and maintain a groundwater replenishment facility on approximately 690 acres of public lands managed by the BLM. All the facilities are existing; no new construction is proposed. The project site is located within the California Desert Conservation Area. The official filing of the plat is hereby stayed, pending consideration of all protests.

Notice of Realty Action: Recreation and Public Purposes (R&PP) Act Classification, Nevada
The Bureau of Land Management (BLM) has examined certain public lands in Pershing County, Nevada, and has found them suitable for classification for conveyance to Pershing County under the provisions of the R&PP Act, as amended, Section 7 of the Taylor Grazing Act, and Executive Order No. 6910. The lands consist of 10 acres, must conform to the official plat of survey, and are legally described below. Pershing County proposes to continue use of the land as a cemetery, and to maintain, preserve, and improve the cemetery.
