In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Idaho Falls District Resource Advisory Council (RAC), will meet as indicated below.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information from private landowners in western Oregon who are authorized to transport timber over roads controlled by the BLM. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0168.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management, Oregon State Office, Portland, Oregon, 30 days from the date of this publication.

The Bureau of Land Management (BLM) has examined 30.12 acres of public land in Sierra County, New Mexico, and found them suitable for classification for conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended. A closed landfill currently exists on the property under an R&PP Act lease, and the City of Truth or Consequences proposes to continue its use for the existing landfill. The land is not needed for any Federal purpose and is encumbered by an existing landfill. A conveyance would allow the City of Truth or Consequences to continue monitoring the landfill in accordance with the approved closure plan.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Las Cruces District Office, Las Cruces, New Mexico, intends to prepare a Supplement to the Tri-County Draft Resource Management Plan (RMP) and Draft Environmental Impact Statement (EIS), and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues specific to oil and gas development and lands with wilderness characteristics. When completed, the Tri-County RMP will replace the White Sands RMP (1986) and portions of the Mimbres RMP (1993).

The Bureau of Land Management proposes to sell on a non- competitive basis a parcel of public land totaling 4.15 acres in Campbell County, Wyoming, to the Craig G. and Peggy S. Means Revocable Trust under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), for not less than the appraised fair market value of $1,765.

This order partially revokes a Secretarial Order insofar as it affects 1,106.76 acres of public lands withdrawn on behalf of the Bureau of Reclamation for the Shoshone Reclamation Project.

Members of the public are hereby invited to participate with Signal Peak Energy, LLC on a pro rata cost sharing basis in a program for the exploration of coal deposits owned by the United States of America in lands located in Yellowstone and Musselshell Counties, Montana, encompassing 2,039.64 acres.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision will be issued by the Bureau of Land Management (BLM) to Paimiut Corporation. The decision approves the surface estate in certain lands for conveyance pursuant to the Alaska Native Claims Settlement Act (ANCSA) (43 U.S.C. 1601, et seq.). The lands approved for conveyance lie partially within a national wildlife refuge in existence on the date ANCSA was enacted, December 18, 1971. As provided by ANCSA, the subsurface estate in the lands lying outside the refuge will be conveyed to Calista Corporation when the surface estate is conveyed to Paimiut Corporation. The subsurface estate in the lands lying within the refuge is not available for conveyance to Calista Corporation and will be reserved to the United States at the time of conveyance. The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) authorizing a right-of-way (ROW) grant to the Proponents' (Idaho Power Company and PacifiCorp, doing business as Rocky Mountain Power) to construct, operate, maintain, and decommission electric transmission lines on public lands for the Gateway West 230/345/500-kilovolt (kV) Transmission Line Project (Project) and approving Land Use Plan (LUP) Amendments in Idaho and Wyoming. The Wyoming State Director's signature on the ROD constitutes the final decision of the BLM and makes the approved LUP Amendments effective immediately.
