This revised guidance provides information to manage vented lead-acid battery degradation such that a battery in service would retain its readiness for supporting design-basis events. It endorses, with certain clarifying regulatory positions, Institute of Electrical and Electronics Engineers (IEEE) Standard (Std.) 450-2020, which provides the recommended maintenance, test schedules, and testing procedures intended to optimize the life and performance of permanently installed vented lead-acid storage batteries used for standby power applications. It also provides guidance to determine when batteries should be replaced.

On February 13, 2023, the U.S. Nuclear Regulatory Commission (NRC) provided an opportunity for public comment on a proposed rule to revise the Holtec International HI-STORM 100 listing within the ``List of approved spent fuel storage casks'' to renew the initial certificate (Amendment No. 0) and Amendment Nos. 1 through 15 to Certificate of Compliance No. 1014. The NRC published the companion proposed rule concurrently with a direct final rule. The renewal of the initial certificate and Amendment Nos. 1 through 15 would revise the certificate of compliance's conditions and technical specifications to address aging management activities related to the structures, systems, and components important to safety of the dry storage system to ensure that these will maintain their intended functions during the period of extended storage operations. The public comment period closed on March 15, 2023. The NRC is reopening the public comment period to allow additional time for members of the public to develop and submit comments.

The U.S. Nuclear Regulatory Commission (NRC) received a public comment from EnergySolutions to the draft report entitled, NUREG-1307, Revision 19, ``Report on Waste Burial Charges: Changes in Decommissioning Waste Disposal Costs at Low-Level Waste Burial Facilities.'' EnergySolutions' comment identified a cost escalation error that it had generated and used to develop unit disposal costs for the Clive, Utah, low-level waste disposal facility. EnergySolutions subsequently submitted this information in July 2022, for the preparation of draft NUREG-1307, Revision 19. The erroneous unit disposal cost information was published in the draft and final NUREG-1307, Revision 19. The EnergySolutions' comment provided revised disposal cost information that would impact the waste burial escalation factors presented in NUREG-1307, Revision 19.

The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to implement its authority under Section 161A of the Atomic Energy Act of 1954, as amended. This final rule applies to several classes of facilities as well as activities involving the transportation of radioactive material and other property designated by the NRC. This final rule also revises the physical security event notification requirements for different classes of facilities and the transportation of radioactive material to add consistency and clarity. Further, the NRC is adding new event notification requirements associated with the possession of enhanced weapons and imminent or actual hostile acts, and new reporting requirements for suspicious activity. The NRC also is issuing a final implementation guidance for this final rule.

Pursuant to this exemption, if the licensee submits a license renewal application less than 5 years prior to expiration of the existing operating licenses but no later than December 31, 2023, and if the NRC staff finds it acceptable for docketing, the existing operating licenses will be in timely renewal under NRC regulations until the NRC has made a final determination on whether to approve the license renewal application.

The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on a draft regulatory issue summary (RIS) concerning how the NRC considers current operation of a facility in the NRC's license renewal review under NRC regulations. NRC regulations identify the technical information that must be submitted in a license renewal application (LRA) to enable the NRC staff to make a determination that the license may be renewed. In part, an applicant is required to demonstrate that the effects of aging on the functionality of structures and components subject to an aging management review will be adequately managed; the consideration of recent operating experience is an important aspect of that demonstration. In addition, as required by NRC regulations, license renewal applicants need to update their applications with new information related to any current licensing basis changes that could impact aging management of structures and components.

The U.S. Nuclear Regulatory Commission (NRC) is issuing this notice to inform all holders of operating licenses and combined licenses for nuclear power reactors of the closure of ``NRC Bulletin 2012-01: Design Vulnerability in Electric Power System'' (Bulletin). NRC has completed evaluations and inspections of the responses and other actions taken by the licensees of the nuclear power plants in response to NRC Bulletin 2012-01. The staff has approved the actions to be taken by the licensee for Vogtle Units 3 and 4 following commencement of operations and will inspect these actions under the Reactor Oversight Process. The NRC staff concludes that any potential adverse impact on nuclear plant safety due to an open phase condition (OPC) in the plant offsite power system has been adequately addressed by the licensees.

This proposed action would allow nuclear power plant licensees and applicants for construction permits, operating licenses, combined licenses, standard design certifications, standard design approvals, and manufacturing licenses to use the code cases listed in these draft regulatory guides as voluntary alternatives to engineering standards for the construction, inservice inspection, and inservice testing of nuclear power plant components. The NRC is requesting comments on this proposed rule and on the draft versions of the three regulatory guides proposed to be incorporated by reference. The NRC also is making available a related draft regulatory guide that lists code cases that the NRC has not approved for use. This draft regulatory guide will not be incorporated by reference into the NRC's regulations. In addition, this rulemaking proposes to extend the time periods required for licensees to update their codes of record.

The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the subsequent license renewal of Renewed Facility Operating License No. DPR-22, which authorizes Northern States Power Company, a Minnesota corporation (NSPM or the applicant), doing business as Xcel Energy, to operate Monticello Nuclear Generating Plant (MNGP), Unit 1. The subsequent renewed license would authorize the applicant to operate MNGP for an additional 20 years beyond the period specified in the current license. The current operating license for MNGP expires September 8, 2030.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its environmental protection regulations by updating the Commission's 2013 findings on the environmental effect of renewing the operating license of a nuclear power plant. The NRC proposes to redefine the number and scope of the environmental issues that must be addressed during the review of each application for license renewal. As part of this update, the NRC has prepared draft Revision 2 to NUREG- 1437, ``Generic Environmental Impact Statement for License Renewal of Nuclear Plants'' (LR GEIS), to account for new information and to address the impacts of initial license renewals, which the previous versions considered, as well as first subsequent license renewals. The draft revised LR GEIS provides the technical basis for this proposed rule. The NRC is providing an opportunity for interested parties to submit comments on this proposed rule, the draft revised LR GEIS, and associated draft guidance.

The COL amendment involved changes to Vogtle Electric Generating Plant (VEGP), Unit 3, COL Appendix A, Technical Specifications (TS). The amendment involved changes to remove operability requirements prior to initial criticality for (1) the In-containment Refueling Water Storage Tank (IRWST) in Mode 5 (TS 3.5.7) and Mode 6 (TS 3.5.8), and (2) various Protection and Safety Monitoring System and Diverse Actuation System (DAS) automatic and/or manual actuation signals that initiate IRWST, Automatic Depressurization System (ADS) stage 4, and Chemical and Volume Control System (CVS) letdown isolation valves in Modes 5 and 6. These changes allow disabling the IRWST injection and recirculation function during the repair activities on VEGP Unit 3 IRWST injection isolation valve 3-PXS-V123A. Southern Nuclear Operating Company, Inc., (SNC) is licensed to operate VEGP, Unit 3, located in Burke County, Georgia.
