The U.S. Nuclear Regulatory Commission (NRC) is publishing this notice regarding the issuance of a final Environmental Assessment (EA) and a Finding of No Significant Impact (FONSI) for its review and approval of the initial and updated decommissioning funding plans (DFPs) submitted by independent spent fuel storage installation (ISFSI) licensees for the ISFSIs listed in the ``Discussion'' section of this document.
Issuance of Multiple Exemptions in Response to COVID-19 Public Health Emergency
The U.S. Nuclear Regulatory Commission (NRC) issued five exemptions in response to requests from three licensees. The exemptions afford these licensees temporary relief from certain requirements under NRC regulations. The exemptions are in response to the licensees' requests for relief due to the coronavirus 2019 disease (COVID-19) public health emergency (PHE). The NRC is issuing a single notice to announce the issuance of the exemptions.

Plant-Specific, Risk-Informed Decisionmaking for Inservice Inspections of Piping

Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
The U.S. Nuclear Regulatory Commission (NRC) will convene a public teleconference meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on May 27, 2021, to discuss the NRC staff's assessment of medical related events for fiscal year 2020 and the ACMUI Abnormal Occurrence Subcommittee's draft report on the proposed limited revisions to abnormal occurrence criteria for medical events. The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a September 11, 2020, request from Exelon Generation Company, LLC (Exelon), to allow Exelon to submit a subsequent license renewal application for R.E. Ginna Nuclear Power Plant, at least 3 years prior to the expiration of the existing license and, if it is found sufficient, still receive timely renewal protection.
Monthly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person. This monthly notice includes all amendments issued, or proposed to be issued, from March 5, 2021, to April 1, 2021. The last monthly notice was published on March 23, 2021.

NextEra Energy Duane Arnold, LLC; Duane Arnold Energy Center
The U.S. Nuclear Regulatory Commission (NRC) has issued exemptions in response to a request from the licensee regarding certain emergency planning (EP) requirements. The exemptions eliminate the requirements to maintain an offsite radiological emergency preparedness plan and reduce the scope of onsite EP activities at the Duane Arnold Energy Center, based on the reduced risks of accidents that could result in an offsite radiological release at a decommissioning nuclear power reactor.
Regulatory Analysis Guidelines
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment four draft appendices to NUREG/BR-0058, Revision 5, ``Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission.'' The guidance provided in the draft appendices refines the information the staff uses when performing a cost-benefit analysis and addresses emergent policy issues and guidance enhancements. The draft appendices also incorporate pertinent information from NUREG/BR-0184, ``Regulatory Analysis Technical Handbook.'' A description of each draft appendix is provided in the Discussion section of this document.

Advance Tribal Notification of Certain Radioactive Material Shipments
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking from Richard Arnold and Ron Johnson on behalf of the Tribal Radioactive Materials Transportation Committee, dated December 4, 2020, requesting that the NRC revise its regulations to ensure consistency regarding advance Tribal notification of certain radioactive material shipments with similar regulations for State notification. The petition was docketed by the NRC on February 11, 2021, and has been assigned Docket No. PRM-37-2. The NRC is examining the issues raised in PRM-37-2 to determine whether they should be considered in rulemaking. The NRC is requesting public comment on this petition at this time.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment Revision 1 to draft regulatory guide (DG), DG-1286, ``Plant-Specific, Risk-Informed Decisionmaking: Inservice Testing.'' This DG is proposed Revision 1 of RG 1.175, ``An Approach for Plant- Specific, Risk-Informed Decisionmaking: Inservice Testing.'' It has been revised to incorporate additional information since Revision 0 was issued, particularly information to be consistent with the terminology and defense-in-depth philosophy provided in RG 1.174, ``An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis,'' as well as to endorse a standard by the American Society of Mechanical Engineers Code for Operations and Maintenance of Nuclear Power Plant (OM Code).
Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of one amendment request. The amendment request is for Oyster Creek Nuclear Generating Station. For the amendment request, the NRC proposes to determine that it involves no significant hazards consideration (NSHC). Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI) and/or safeguards information (SGI), an order imposes procedures to obtain access to SUNSI for contention preparation.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by NorthStar Nuclear Decommissioning Company, LLC, on behalf of itself, NorthStar Vermont Yankee, LLC, and their corporate parents related to NorthStar Group Services, Inc. (NorthStar) (together, the applicants), on November 19, 2020. The application seeks NRC approval of the indirect transfer of control of Renewed Facility Operating License No. DPR-28, as well as the general license for the independent spent fuel storage installation (ISFSI), for the Vermont Yankee Nuclear Power Station (VY) from the corporate parents of NorthStar to a new intermediary holding company that would acquire control of NorthStar, as described in the application.
Crystal River Unit 3 Nuclear Generating Plant; Consideration of Approval of Transfer of License
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by ADP CR3, LLC (ADP CR3), on behalf of itself and its corporate parents related to NorthStar Group Services, Inc. (NorthStar) (together, the applicants), on November 19, 2020. The application seeks NRC approval of the indirect transfer of ADP CR3's licensed authority to possess, maintain, and decommission the Crystal River Unit 3 Nuclear Generating Plant (CR3) under Facility Operating License No. DPR-72, as well as the general license for the CR3 independent spent fuel storage installation (ISFSI), from the corporate parents of NorthStar to a new intermediary holding company that would acquire control of NorthStar, as described in the application.

Dominion Energy Nuclear Connecticut, Inc.; Millstone Power Station, Unit 3
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License No. NPF- 49, issued to Dominion Energy Nuclear Connecticut, Inc., for operation of the Millstone Power Station, Unit 3 (MPS3). The proposed amendment would revise the renewed facility operating license and technical specifications (TSs) to support a measurement uncertainty recapture power uprate from 3,650 megawatts thermal (MWt) to 3,709 MWt. For this amendment request, the NRC proposes to determine that it involves no significant hazards consideration. Because this amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation. The proposed amendment was previously noticed on January 26, 2021 (86 FR 7115), and is being re-noticed to include the instructions for requesting access to SUNSI.
