Duke Energy Carolinas, LLC; Catawba Nuclear Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Duke Energy Carolinas, LLC (Duke Energy) to withdraw its application dated December 15, 2016, for proposed amendments to Renewed Facility Operating License Nos. NPF-35 and NPF-52. In that submitted, Duke Energy proposed to adopt multiple Technical Specifications Task Force (TSTF) Travelers that would have modified Technical Specification (TS) 3.4.12, ``Low Temperature Overpressure Protection (LTOP) System,'' to increase the time allowed for swapping charging pumps to one hour. The portion related to TSTF-285-A, Revision 1, ``Charging Pump Swap LTOP Allowance,'' is being withdrawn.
Southern Nuclear Operating Company; Vogtle Electric Generating Plant, Units 3 and 4; Ventilation System Changes
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Southern Nuclear Operating Company (SNC) to withdraw its application dated December 9, 2016, for a proposed amendment and exemption to Combined Licenses (COL), NPF-91 and NPF-92 for the Vogtle Electric Generating Plant Units 3 and 4, respectively. The proposed amendment would have revised the COLs concerning the design details of the containment recirculation cooling system (VCS) and radiologically controlled area ventilation system (VAS). SNC submitted the withdrawal request in a letter dated June 28, 2017.
Southern Nuclear Operating Company, Inc., Vogtle Electric Generating Plant, Units 3 and 4; Inspections, Tests, Analyses, and Acceptance Criteria

Florida Power and Light Company; Turkey Point, Units 6 and 7
The U.S. Nuclear Regulatory Commission (NRC) will convene an evidentiary session to receive testimony and exhibits in the uncontested portion of this proceeding regarding the application of Florida Power and Light Company (FPL) for combined licenses (COLs) to construct and operate two additional units (Units 6 and 7) at the Turkey Point site in Miami-Dade County, Florida. This mandatory hearing will concern safety and environmental matters relating to the requested COLs.
License Modification Order: Fansteel, Inc. and FMRI (a Subsidiary of Reorganized Fansteel)
The U.S. Nuclear Regulatory Commission (NRC) is issuing an Immediately Effective Order to Fansteel, Inc. and FMRI (a subsidiary of Reorganized Fansteel). The Order modifies License No. SMB-911 to include ``Fansteel, Inc.'' as a co-Licensee with ``FMRI (a subsidiary of Fansteel)'' for the complex decommissioning site in Muskogee, Oklahoma. The Order also requires amendment of the Decommissioning Plan to reflect ``Fansteel'' as a co-licensee and requires Fansteel and FMRI to take any and all actions necessary at the Muskogee site to ensure adequate protection of public health and safety. The NRC issued the Order in response to the imminent risk that FMRI will abandon the Muskogee site.

List of Approved Spent Fuel Storage Casks: TN Americas LLC, NUHOMS® EOS Dry Spent Fuel Storage System, Certificate of Compliance No. 1042; Correction
The U.S. Nuclear Regulatory Commission (NRC) published a direct final rule in the Federal Register on March 24, 2017, that amended NRC's spent fuel storage regulations by adding the TN Americas LLC, NUHOMS[supreg] Extended Optimized Storage (EOS) Dry Spent Fuel Storage System to the ``List of approved spent fuel storage casks'' as Certificate of Compliance (CoC) No. 1042. This action is necessary to correct the certificate expiration date.

Assessment of the Assumption of Normality (Employing Individual Observed Values)
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 5.22, ``Assessment of the Assumption of Normality (Employing Individual Observed Values).'' This RG is being withdrawn because the guidance for licensees to develop written procedures describing statistical analyses of nuclear material accounting data, specifically when assessing the assumption of normality in a data set, is no longer needed.
Waste Control Specialists LLC's Consolidated Interim Spent Fuel Storage Facility Project
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing the notice of opportunity to request a hearing for Waste Control Specialists LLC's application to construct and operate a Consolidated Interim Storage Facility (CISF) for spent nuclear fuel at WCS's facility in Andrews County, Texas.
GE-Hitachi Nuclear Energy Americas, LLC; GE-Hitachi Morris Operation Independent Spent Fuel Storage Installation
By letter dated February 15, 2017, as supplemented March 9, 2017, and as supplemented June 6, 2017, GE-Hitachi (GEH) submitted to the Nuclear Regulatory Commission (NRC) a license amendment request (LAR) No. 15, Materials License No. SNM-2500 (LAR 2500-15) for the GEH Facility at Morris, Illinois, in accordance with NRC's regulations. The amendment provides clarification for the storage of liquid and solid waste treatment products. The amendment requested no changes to the technical or regulatory provisions of the license. The application included adequate justification for the proposed changes. The NRC has approved and issued the amendment in its letter dated June 29th, 2017, along with its safety evaluation report.
New ListServ for Waste Incidental to Reprocessing (WIR) Program Documents
The U.S. Nuclear Regulatory Commission (NRC) is issuing a notice regarding a process change. The NRC is migrating to a ListServ, to distribute emails with links to publicly-available documents related to the Waste Incidental to Reprocessing (WIR) Program. The current method of using email lists will be discontinued. If a member of the public does not currently receive such NRC emails and they would like to receive those NRC emails in the future, then they need to voluntarily sign-up for the WIR ListServ via a link to the NRC Public Web site. The instructions for signing up for the WIR ListServ are provided in this Federal Register notice.
Strata Energy, Inc.; Ross Uranium In Situ Recovery Facility; Source and Byproduct Materials License
The U.S. Nuclear Regulatory Commission (NRC) is considering an amendment of Source and Byproduct Materials License SUA-1601 to modify a License Condition for the Strata Energy, Inc. (Strata) Ross In Situ Recovery (ISR) Project. Specifically, Strata is requesting that NRC approve modifications to License Condition 11.3 (A) and (B) which pertain to requirements for the minimum density of baseline wells for a wellfield and distance to and spacing of the perimeter wells for a wellfield. The NRC has prepared a final environmental assessment (EA) and finding of no significant impact (FONSI) for this licensing action.
STP Nuclear Operating Company; South Texas Project, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is granting exemptions from certain portions of the acceptance criteria for emergency core cooling, and the general design criteria for emergency core cooling, containment heat removal, and atmosphere cleanup for the use of a risk-informed analysis to evaluate the effects of debris in containment following a loss-of-coolant accident (LOCA) for the South Texas Project (STP), Units 1 and 2, located in Matagorda County, Texas, Docket Nos. 50-498 and 50-499, respectively. The exemptions are in response to a request dated June 19, 2013, from the STP Nuclear Operating Company (STPNOC, the licensee) related to STPNOC's proposed approach to resolve a generic safety concern for pressurized water reactors (PWRs) associated with potential clogging of emergency core cooling and containment spray system strainers during certain design basis events.
Revision of Fee Schedules; Fee Recovery for Fiscal Year 2017; Corrections
The U.S. Nuclear Regulatory Commission (NRC) published a final rule amending regulations that will become effective August 29, 2017. The fiscal year (FY) 2017 final fee rule, published June 30, 2017, amends the licensing, inspection, special project, and annual fees charged to NRC applicants and licensees. This document corrects the annual fees for fuel facility licensees.
Omaha Public Power District; Fort Calhoun Station, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a October 7, 2016, request from Omaha Public Power District (OPPD or the licensee), from certain regulatory requirements. The exemption would permit a certified fuel handler (CFH), in addition to a licensed senior operator, to approve the emergency suspension of security measures for Fort Calhoun Station, Unit No. 1 (FCS) during certain emergency conditions or during severe weather.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from June 20, 2017 to July 3, 2017. The last biweekly notice was published on July 5, 2017.
Incorporation by Reference of American Society of Mechanical Engineers Codes and Code Cases
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to incorporate by reference recent editions and addenda to the American Society of Mechanical Engineers (ASME) Codes for nuclear power plants and a standard for quality assurance. The NRC is also incorporating by reference six ASME Code Cases. This action is in accordance with the NRC's policy to periodically update the regulations to incorporate by reference new editions and addenda of the ASME Codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient.
Final Guidance Documents for Subsequent License Renewal
The U.S. Nuclear Regulatory Commission (NRC) is issuing final NUREG-2191, ``Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report,'' Vol. 1 and Vol. 2, and NUREG-2192, ``Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants'' (SRP-SLR). These final documents describe methods acceptable to the NRC staff for granting a subsequent license renewal in accordance with the license renewal regulations, as well as techniques that will be used by the NRC staff in evaluating applications for subsequent license renewal.
Lost Creek ISR, LLC, Lost Creek Uranium In-Situ Recovery Project, Sweetwater County, Wyoming
The U.S. Nuclear Regulatory Commission (NRC) has received an application, dated February 27, 2017 (and supplemented on April 25, 2017), from Lost Creek ISR, LLC (Lost Creek) to amend its Source and Byproduct Materials License (SUA-1598) for the Lost Creek Facility in Sweetwater County, Wyoming. The amendment would authorize recovery of uranium by In Situ Recovery (ISR) extraction techniques at the Lost Creek East Expansion Area, which is adjacent to the existing approved facility, and at the next deeper horizon at both the existing and proposed expansion area. The amendment request contains sensitive unclassified non-safeguards information (SUNSI).
Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
The U.S. Nuclear Regulatory Commission will convene a meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on September 11-12, 2017. The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to Facility Operating License Nos. 50-334 and 50-412, issued to FirstEnergy Nuclear Operating Company, for operation of the Beaver Valley Power Station (Beaver Valley), Units 1 and 2. The proposed amendments would modify requirements on control and shutdown rods, and rod and bank position indication for Beaver Valley, Unit 2, and make additional, supporting changes to Beaver Valley, Units 1 and 2, Technical Specifications.

(DSSI) by application submitted on March 24, 2017. The request seeks the NRC's approval for renewal and amendment of an existing license authorizing the export of radioactive waste to Canada.

The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the EnergySolutionsTM Corporation's (EnergySolutions or the applicant) VSC-24 Ventilated Storage Cask System listing within the ``List of Approved Spent Fuel Storage Casks'' to renew, for an additional 40 years, the initial certificate and Amendment Nos. 1-6 of Certificate of Compliance (CoC) No. 1007. The renewal of the initial certificate and Amendment Nos. 1-6 requires cask users to establish, implement, and maintain written procedures for aging management program (AMP) elements, including a lead cask inspection program, for VSC-24 Storage Cask structures, systems, and components (SSC) important to safety. Users must also conduct periodic ``tollgate'' assessments of new information on SSC aging effects and mechanisms to determine whether any element of an AMP addressing these effects and mechanisms requires revision to encompass the current state of knowledge. In addition, the renewal of the initial certificate and Amendment Nos. 1-6 makes several other changes, described in Section IV, ``Discussion of Changes,'' in the SUPPLEMENTARY INFORMATION section of this document.

On April 5, 2017, the NRC issued a Notice of Violation and Proposed Imposition of Civil Penalty$7,000 to Somascan Incorporated, for failing to comply with regulatory requirements regarding the decommissioning of its site and securing the licensed material that is stored in an unrestricted area.

Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of two amendment requests. The amendment requests are for Virgil C. Summer Nuclear Station, Units 2 and 3, and Wolf Creek Generating Station (WCGS). For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. Because each amendment request contains sensitive unclassified non-safeguards information (SUNSI) an order imposes procedures to obtain access to SUNSI for contention preparation.
Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems
