Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft NUREG-0654/FEMA-REP-1, Revision 2, ``Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants.'' This guidance document was originally issued in December 1980 by the NRC in conjunction with the Federal Emergency Management Agency (FEMA). Both agencies use the document to evaluate the adequacy of the emergency plans and preparedness of commercial nuclear power plant (NPP) licensees and applicants, as well as those of State, local, and Tribal governments within the emergency planning zones (EPZs) surrounding commercial NPPs. This revision reflects changes to the NRC's and FEMA's regulations, guidance, and policies, as well as advances in technology and methods for responding to radiological incidents that have occurred since the document was originally issued. It also incorporates the four supplemental documents and addenda to NUREG-0654/FEMA-REP-1, Revision 1, that have been issued in the intervening years, and is intended to modernize the guidance while lessening administrative burden on users.
Combined License Application for Turkey Point Nuclear Plant, Units 6 and 7
On June 30, 2009, the Florida Power and Light Company (FPL) submitted an application for combined licenses (COL) for two nuclear power reactors, Turkey Point Units 6 and 7, at the Turkey Point site near Homestead, Florida (Application). On March 5, 2015, the U.S. Nuclear Regulatory Commission (NRC) and the U.S. Army Corps of Engineers (USACE), Jacksonville District, issued a Federal Register notice in which the NRC solicited comments on NUREG-2176, ``Draft Environmental Impact Statement for Combined Licenses (COLs) for Turkey Point Nuclear Plant, Units 6 and 7,'' to support the environmental review of the application. The public comment period closed on May 22, 2015. The NRC has decided to reopen the public comment period to allow more time for members of the public to develop and submit their comments. The reopened comment period will expire on July 17, 2015.
Proposed Revision to Site Characteristics and Site Parameters
The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on NUREG-0800, ``Standard Review Plan (SRP) for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition,'' Section 2.0, ``Site Characteristics and Site Parameters.'' The NRC seeks comments on the proposed revised section of the SRP concerning site characteristics and site parameters.
Fire Probabilistic Risk Assessment Courses
The U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), in cooperation with the Electric Power Research Institute (EPRI), will hold joint courses on fire probabilistic risk assessment (PRA). Since 2002, RES and EPRI, under a Memorandum of Understanding (MOU) on Cooperative Nuclear Safety Research, have been developing state-of-the-art methods for conduct of fire PRA. In September 2005, this work produced the ``EPRI/NRC-RES Fire PRA Methodology for Nuclear Power Facilities,'' NUREG/CR-6850 (EPRI 1011989).
In the Matter of GE-Hitachi Nuclear Energy Americas LLC
The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order to GE-Hitachi Nuclear Energy Americas LLC, confirming agreements reached on March 4, 2015. As part of the agreement, GE-Hitachi must comply with the security measures detailed in the Attachment to the Order and the materials control and accounting (MC&A) measures detailed in Section II of the Order; implement the security and MC&A measures for the duration of the SNM-960 license; submit an updated physical security plan for NRC review and approval within 120 days from the issuance of the Order; submit a descriptive program for MC&A for the material under the SNM-960 license for NRC review and approval within 60 days from the issuance of the Order; and provide written verification to the Director, Office of Nuclear Material Safety and Safeguards (NMSS), within 20 calendar days from the end of the calendar month after completing any of the measures. This Order is effective the date it is issued.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from April 30, 2015, to May 13, 2015. The last biweekly notice was published on May 12, 2015.
Protective Action Recommendations for Members of the Public on Bodies of Water
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on a draft regulatory issue summary (RIS), RIS 2015-XX, ``Protective Action Recommendations for Members of the Public on Bodies of Water within the Emergency Planning Zone.'' This RIS addresses the development of protective action recommendations (PARs) for members of the public who are on bodies of water within the plume exposure pathway emergency planning zones (EPZ) for nuclear power reactors.

Uranerz Energy Corporation; Consideration of Approval of Transfer of License
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by Uranerz Energy Corporation (Uranerz) on March 20, 2015. The application seeks NRC approval of the indirect transfer (change of control) of NRC Materials License SUA-1597 for the Nichols Ranch In Situ Recovery (ISR) Project from Uranerz to Energy Fuels Inc. (Energy Fuels).
Emergency Planning Exemption Requests for Decommissioning Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing Interim Staff Guidance (ISG) NSIR/DPR-ISG-02, ``Emergency Planning Exemption Requests for Decommissioning Nuclear Power Plants,'' May 11, 2015. This document provides guidance for NRC staff to produce clear and consistent reviews of requests for exemptions and license amendments for defueled station emergency plans submitted by licensees after permanent cessation of operations.
Nonmetallic Thermal Insulation for Austenitic Stainless Steel
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 1 to Regulatory Guide (RG) 1.36, ``Nonmetallic Thermal Insulation for Austenitic Stainless Steel.'' The RG describes methods and procedures that the staff of the U.S. Nuclear Regulatory Commission (NRC) considers acceptable when selecting and using nonmetallic thermal insulation to minimize any contamination that could promote stress- corrosion cracking in the stainless steel portions of the reactor coolant pressure boundary and other systems important to safety. This guide applies to light-water-cooled reactors.
Western Nuclear, Inc.; Split Rock Conventional Uranium Mill Site
The U.S. Nuclear Regulatory Commission has approved the indirect transfer of control of Western Nuclear, Inc. (WNI) and Materials License No. SUA-56 from Phelps Dodge Corporation (PDC) to Freeport-McMoRan Copper & Gold, Inc. (Freeport). License No. SUA-56 is for WNI's former Split Rock Conventional Uranium Mill Site near Jeffrey City, Wyoming. The WNI's parent company, PDC (currently named Freeport- McMoRan Corporation), was previously acquired in a reverse triangular merger by Freeport. On March 12, 2007, WNI informed the NRC that PDC would be acquired by Freeport. On March 19, 2007, Freeport acquired the entire interest in PDC, and Freeport now owns 100 percent of PDC. On July 22, 2009, WNI requested NRC approval of an indirect transfer of control with respect to its Materials License No. SUA-56. The NRC has determined that, although the licensee was required to obtain NRC consent prior to the indirect transfer of control, the indirect transfer of control of the license is otherwise consistent with applicable provisions of law and NRC regulations. Therefore, the NRC has approved the indirect transfer of control.
Dominion Nuclear Connecticut, Inc., Millstone Power Station, Unit 2
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to an April 11, 2014, request from Dominion Nuclear Connecticut, Inc., requesting an exemption to use a different fuel rod cladding material (M5TM, hereafter referred as M5).
Information Collection: Disposal of High-Level Radioactive Wastes in Geologic Repositories
The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is entitled, ``Disposal of High-Level Radioactive Wastes in Geologic Repositories.'' NRC regulations require States and Indian tribes to submit certain information to the NRC if they request consultation with the NRC staff concerning the review of a potential repository site, or wish to participate in a license application review for a potential repository.

Construction Permit Application for the SHINE Medical Radioisotope Production Facility
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft Environmental Impact Statement (EIS) for the construction permit application submitted by SHINE Medical Technologies, Inc. (SHINE), for the SHINE Medical Radioisotope Production Facility (SHINE facility). The proposed SHINE facility would be located in Janesville, Wisconsin. Possible alternatives to the proposed action (issuance of the construction permit) include no action, reasonable alternative sites, and a reasonable alternative technology. The NRC staff plans to hold two public meetings during the public comment period to present an overview of the draft EIS and to accept public comments on the document.
Selection of Material Balance Areas and Item Control Areas
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-5057, ``Special Nuclear Material Control and Accounting System for Non-Fuel Cycle Facilities.'' This DG provides guidance to licensees and applicants on the NRC's regulations concerning the material control and accounting of special nuclear material. The need for this guidance arises from an ongoing NRC rulemaking to revise these regulations, as discussed further in Section II below. The scope of DG-5057 covers nuclear power plants and all non- fuel cycle facilities.
Nuclear Innovation North America LLC; South Texas Project, Units 3 and 4
On September 20, 2007, South Texas Project Nuclear Operating Company (STPNOC) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for combined licenses (COLs) for two additional units (Units 3 and 4) at the South Texas Project (STP) Electric Generating Station site in Matagorda County near Bay City, Texas. The NRC published a notice of receipt and availability for this COL application in the Federal Register on December 5, 2007. In a letter dated January 19, 2011, STPNOC notified the NRC that, effective January 24, 2011, Nuclear Innovation North America LLC (NINA) became the lead applicant for STP, Units 3 and 4. This notice is being published to notify the public of the availability of the COL application for STP, Units 3 and 4.
Evaluation of a Proposed Risk Management Regulatory Framework
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on a draft document entitled, ``NRC Staff White Paper on Options for Responding to the June 14, 2012 Chairman's Tasking Memorandum on `Evaluating Options Proposed for a More Holistic Risk- Informed, Performance-Based Regulatory Approach' '' (hereinafter referred to as NRC Staff White Paper). The draft NRC Staff White Paper discusses three items that the NRC staff expects to present to the Commission for its consideration: Options for enhancing the risk management approach used to ensure nuclear power reactor safety; re- evaluations of two ``improvement activities'' from Fukushima Near-Term Task Force Recommendation 1 that the Commission deferred; and consideration of an over-arching, agencywide policy statement on using the risk management approach to ensure safety and security.
Refining and Characterizing Heat Release Rates From Electrical Enclosures During Fire (RACHELLE-FIRE); Correction
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on April 30, 2015, announcing the issuing for public comment of a draft NUREG, NUREG-2178 (EPRI 3002005578), ``Refining and Characterizing Heat Release Rates from Electrical Enclosures During Fire (RACHELLE-FIRE), Volume 1: Peak Heat Release Rates and Effect of Obstructed Plume.'' This action is necessary to correct the Agencywide Documents Access and Management (ADAMS) Accession number for NUREG-2178.

Compliance With Phase 2 of Order EA-13-109
The U.S. Nuclear Regulatory Commission (NRC) is issuing its Japan Lessons-Learned Division Interim Staff Guidance (JLD-ISG), JLD- ISG-2015-01, ``Compliance with Phase 2 of Order EA-13-109, Order Modifying Licenses with Regard to Reliable Hardened Containment Vents Capable of Operation under Severe Accident Conditions.'' This ISG provides guidance and clarifies the Phase 2 requirements in the order to assist the licensees that have Boiling Water Reactors (BWRs) with Mark I and Mark II Containments in the design and implementation of either a vent path from the containment drywell or a strategy that makes it unlikely that venting would be needed from the drywell before alternate reliable containment heat removal and pressure control is reestablished. This ISG also endorses, with clarifications, the industry guidance contained in Nuclear Energy Institute (NEI) 13-02, ``Industry Guidance for Compliance with Order EA-13-109,'' Revision 1.

Duke Energy Florida, Inc.; Crystal River Nuclear Generating Plant, Unit 3
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption from certain power reactor liability insurance requirements in response to a request from Duke Energy Florida, Inc. (DEF or the licensee) dated February 25, 2014, as supplemented by letter dated May 7, 2014. This exemption would permit the licensee to reduce its primary offsite liability insurance and withdraw from participation in the secondary retrospective rating pool for deferred premium charges.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of five amendment requests. The amendment requests are for Kewaunee Power Station; Millstone Power Station, Units 2 and 3; North Anna Power Station, Units 1 and 2; Surry Power Station, Units 1 and 2; Braidwood Station, Units 1 and 2; Byron Station, Units 1 and 2; Calvert Cliffs Nuclear Power Plant, Units 1 and 2; Clinton Power Station, Unit 1; Dresden Nuclear Power Station, Units 2 and 3; LaSalle County Station, Units 1 and 2; Limerick Generating Station, Units 1 and 2; Nine Mile Point Nuclear Station, Units 1 and 2; Oyster Creek Nuclear Generating Station; Peach Bottom Atomic Power Station, Units 2 and 3; Quad Cities Nuclear Power Station, Units 1 and 2; R.E. The NRC proposes to determine that each amendment request involves no significant hazards consideration. Reactor Effluents
The U.S. Nuclear Regulatory Commission (NRC) is issuing this advance notice of proposed rulemaking (ANPR) to obtain input from stakeholders on the development of a regulatory basis for the NRC's regulations governing radioactive effluents from nuclear power plants. The regulatory basis would support potential changes to better align the NRC regulations governing dose assessments for radioactive effluents from nuclear power plant operations with the most recent terminology and dose-related methodology published by the International Commission on Radiological Protection (ICRP) contained in the ICRP Publication 103 (2007). The NRC has identified specific questions and issues with respect to a possible revision of the NRC's current regulations and guidance governing radioactive gaseous and liquid effluents from nuclear power plants. The NRC seeks public and other stakeholder input on these questions and issues in order to develop the regulatory basis.
Information Collection: Renewal of NRC Form 590, Application/Permit for Use of the Two White Flint North (TWF) Auditorium
The U.S. Nuclear Regulatory Commission (NRC) invites the public to comment on the renewal of Office of Management and Budget (OMB) approval for an existing collection of information. The NRC is required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995. Northern States Power Company; Prairie Island Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Northern States Power Company (NSPM) for amendment of Materials License No. SNM-2506 which authorizes NSPM to receive, possess, store, and transfer spent nuclear fuel and associated radioactive materials. The amendment sought to revise the cask cavity pressurization Technical Specifications for the spent fuel storage casks utilized at the Prairie Island (PI) Independent Spent Fuel Storage Installation (ISFSI).
Northern States Power Company; Prairie Island Nuclear Generating Plant Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a May 16, 2013, request from Northern States Power Company (NSPM or the licensee), a Minnesota corporation doing business as Xcel Energy, for its specific license to operate an independent spent fuel storage installation (ISFSI) at the Prairie Island (PI) Nuclear Generating Plant. The licensee seeks relief from a regulatory provision with regard to the location of the primary alarm station.
GE-Hitachi Nuclear Energy Americas, LLC; GE-Hitachi Morris Operation Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by GE-Hitachi Nuclear Energy Americas, LLC, for an amendment of Special Nuclear Materials License No. SNM-2500, which authorizes GE-Hitachi Nuclear Energy Americas, LLC, to possess, store, and transfer spent nuclear fuel and associated radioactive materials at the GE-Hitachi Morris Operation's (GEMO) independent spent fuel storage installation (ISFSI). The requested amendment would change section 8.2.1 of the GEMO's technical specification to ensure that annual environmental reports are submitted in accordance with regulatory requirements. The application included adequate justification for the proposed changes. The NRC has docket, approved and issued the amendment.
