Stainless Steel Bar From France, Germany, Italy, Korea, and the United Kingdom
The Commission hereby gives notice that it has instituted reviews pursuant to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)) (the Act) to determine whether revocation of the countervailing duty order on stainless steel bar from Italy and the antidumping duty orders on stainless steel bar from France, Germany, Italy, Korea, and the United Kingdom would be likely to lead to continuation or recurrence of material injury. Pursuant to section 751(c)(2) of the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission;\1\ to be assured of consideration, the deadline for responses is March 23, 2007. Comments on the adequacy of responses may be filed with the Commission by April 16, 2007. Pure Magnesium From China
The Commission hereby gives notice of the scheduling of an expedited review pursuant to section 751(c)(3) of the Tariff Act of 1930 (19 U.S.C. 1675(c)(3)) (the Act) to determine whether revocation of the antidumping duty order on pure magnesium from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. In the Matter of Canned Pineapple Fruit from Thailand; Notice of Commission Determination To Conduct a Portion of the Hearing In Camera
Upon the timely, joint request of respondents, the Commission has determined to conduct a portion of its hearing in the above- captioned investigation scheduled for January 18, 2007, in camera. The Commission hereby gives notice of the scheduling of full reviews pursuant to section 751(c)(5) of the Tariff Act of 1930 (19 U.S.C. 1675(c)(5)) (the Act) to determine whether revocation of the countervailing duty orders on hot-rolled steel products from Argentina, India, Indonesia, South Africa, and Thailand and the antidumping duty orders on hot-rolled steel products from Argentina, China, India, Indonesia, Kazakhstan, Netherlands, Romania, South Africa, Taiwan, Thailand, and Ukraine would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days pursuant to 19 U.S.C. 1675(c)(5)(B). In the Matter of Certain Coupler Devices For Power Supply Facilities, Components Thereof, and Products Containing Same; Notice of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on December 13, 2006, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Topower Computer Industrial, Co., Ltd. of Taiwan. A letter supplementing the Complaint was filed on January 9, 2007. The complaint, as supplemented, alleges violations of section 337 in the importation into the United States, the sale for importation, and the sale within the United States after importation of certain coupler devices for power supply facilities, components thereof, and products containing same by reason of infringement of U.S. Patent No. 6,935,902. The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a permanent general exclusion order and permanent cease and desist orders.
Clad Steel Plate From Japan

Oil Country Tubular Goods From Italy
On December 26, 2006, the Department of Commerce (``Commerce'') published notice in the Federal Register of its determination that revocation of the countervailing duty (``CVD'') order on oil country tubular goods (``OCTG'') from Italy would not be likely to lead to continuation or recurrence of a countervailable subsidy. Commerce further stated that it was revoking the CVD order on OCTG from Italy (71 FR 77383) effective July 25, 2006. Accordingly, pursuant to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)), the five-year review of the countervailing duty order concerning OCTG from Italy (investigation No. 701-TA-364 (Second Review)) is terminated.

The Commission hereby gives notice of the scheduling of the final phase of antidumping investigation No. 731-TA-1104 (Final) under section 735(b) of the Tariff Act of 1930 (19 U.S.C. 1673d(b)) (the Act) to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of less-than-fair-value imports from China of Certain Polyester Staple Fiber, provided for in subheading 5503.20.00 of the Harmonized Tariff Schedule of the United States.\1\

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') of the presiding administrative law judge (``ALJ'') terminating the above-captioned investigation under section 337 of the Tariff Act of 1930 (19 U.S.C. 1337). The Commission has terminated the investigation based on settlement and licensing agreements.
Ethyl Alcohol for Fuel Use: Determination of the Base Quantity of Imports
Section 7 of the Steel Trade Liberalization Program Implementation Act of 1989 (``the Act''), as amended (19 U.S.C. 2703 note), which concerns local feedstock requirements for fuel ethyl alcohol imported by the United States from CBERA-beneficiary countries, requires the Commission to determine annually the U.S. domestic market for fuel ethyl alcohol during the 12-month period ending on the preceding September 30. The domestic market determination made by the Commission is to be used to establish the ``base quantity'' of imports that can be imported with a zero percent local feedstock requirement. The base quantity to be used by the U.S. Customs Service in the administration of the law is the greater of 60 million gallons or 7 percent of U.S. consumption as determined by the Commission. Beyond the base quantity of imports, progressively higher local feedstock requirements are placed on imports of fuel ethyl alcohol and mixtures from the CBERA-beneficiary countries. For the 12-month period ending September 30, 2006, the Commission has determined the level of U.S. consumption of fuel ethyl alcohol to be 5.03 billion gallons. Seven percent of this amount is 351.8 million gallons (these figures have been rounded). Therefore, the base quantity for 2007 should be 351.8 million gallons.

The U.S. International Trade Commission (Commission) is withdrawing the notice of determination in Investigation Nos. AA1921- 197 (Second Review); 701-TA-319, 320, 325-327, 348, and 350 (Second Review); and 731-TA-573, 574, 576, 578, 582-587, 612, and 614-618 (Second Review). This action is being taken because the notice was released in error.
