This notice announces the availability of the Draft Environmental Impact Statement (EIS), which examines potential environmental impacts from the modernization and expansion of the Grand Portage Land Port of Entry (LPOE), which is located within the Grand Portage Reservation of the Grand Portage Band of Lake Superior Chippewa (herein referred to as the Grand Portage Band). Federal Travel Regulation (FTR); Relocation Allowances-Waiver of Certain Provisions for Official Relocation Travel to Locations in Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia Impacted by Hurricane/Tropical Storm/Post-Tropical Cyclone Helene, Hurricane Milton, or Both
GSA Bulletin FTR 25-02 informs Federal agencies that certain provisions of the FTR governing official relocation travel are temporarily waived for Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia locations impacted by Hurricane/ Tropical Storm/Post-tropical Cyclone Helene, Hurricane Milton, or both. As a result of the storm damage caused by Hurricane/Tropical Storm/ Post-tropical Cyclone Helene and Hurricane Milton, agencies should consider delaying all non-essential relocations to the affected areas for a period of at least 30 days because the ability to secure lodgings may have been compromised due to the storm. In addition, the statutory 120-day maximum for payment of temporary quarters subsistence expenses (TQSE) remains in effect. Due to the lasting effects of the storm damage to these affected areas, finding a permanent residence may be difficult, which might also affect household goods temporary storage time requirements, along with the completion of all aspects of relocation within one year of reporting to the new duty station.

On September 4, 2024, The U.S. General Services Administration (GSA), in cooperation with the U.S. Federal Protective Service, issued a Record of Decision (ROD) on the Final Environmental Impact Statement (EIS) for the future of three vacant federally owned buildings located at 202, 214, and 220 South State Street in downtown Chicago, Illinois. These properties are adjacent to the Dirksen U.S. Courthouse. GSA selects the Viable Adaptive Reuse Alternative, and the agency will pursue reuse under the National Historic Preservation Act (NHPA) section 111 outlease authority. The Viable Adaptive Reuse Alternative meets the purpose and need for the Proposed Action upon satisfying the security needs of the Dirksen Courthouse. GSA will issue a Request for Lease Proposals (RLP) in Fall 2024. The ROD was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the Council on Environmental Quality Regulations, and the GSA Public Buildings Service NEPA Desk Guide. It documents the agency's decision based on the Final EIS; associated technical reports; comments from Federal and State agencies, stakeholders, members of the public, and elected officials; and other resources contained in the administrative record.

Submission for OMB Review; Data Collection for a National Evaluation of the American Rescue Plan
Under the provisions of the Paperwork Reduction Act, OES is proposing new data collection activities conducted for the National Evaluation of the American Rescue Plan (ARP). The objective of this project is to provide a systematic look at the contributions of selected ARP-funded programs toward achieving equitable outcomes to inform program design and delivery across the Federal Government. The project will include in-depth, cross-cutting evaluations and data analysis of selected ARP programs, especially those with shared outcomes, common approaches, or overlapping recipient communities; and targeted, program-specific analyses to fill critical gaps in evidence needs. This information collection request is for three mixed or multi-method evaluations under the American Rescue Plan National Evaluation Generic Clearance (OMB #: 3090-0332, expires May 31, 2027).

DoD, GSA, and NASA invite comments on: whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through March 31, 2025. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

Federal Management Regulation; Updating the FMR With Diversity, Equity, Inclusion, and Accessibility Language
GSA is issuing a final rule that makes technical amendments to the Federal Management Regulation (FMR) regarding gender neutrality. These technical amendments result in more inclusive language by replacing gender-specific pronouns (e.g., he, she, his, her) with non- gendered pronouns. GSA is also correcting minor grammatical and administrative errors in FMR parts 102-5 and 102-42. These changes are grammatical and technical in nature and do not result in added costs or associated policy changes.
Maximum Per Diem Reimbursement Rates for the Continental United States (CONUS)
The GSA FY 2025 per diem reimbursement rates review has resulted in lodging and meal allowance changes for certain locations within CONUS to provide for reimbursement of Federal employees' subsistence expenses while on official travel.
