Notice of Intent To Prepare an Environmental Impact Statement for a New Federal Courthouse in Hartford, Connecticut
Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), GSA intends to prepare an EIS to analyze potential impacts from the proposed acquisition of a site in Hartford, CT, and the subsequent design and construction of a new Federal Courthouse. The building would be owned and managed by GSA and occupied by various Federal agency tenants, with the United States District Court for the District of Connecticut (the Court) serving as the largest tenant.

The General Services Administration published GSAR-TA-2023-02, Technical Amendment in the Federal Register on May 19, 2023. There was an error in the amendatory instruction 2, and the amendment couldn't be incorporated. GSA is publishing this new document to correct the error.
Fleet Management Information Systems
Federal Management Regulation (FMR) Bulletin B-2023-55 cancels and replaces Bulletin FMR B-15 to provide updated guidance for Executive Agencies' fleet management information systems (FMIS). This bulletin also incorporates requirements for asset level data and telematics. GSA expects that, following this guidance, the data accuracy contained in agencies' FMIS will improve.
Federal Travel Regulation (FTR); Relocation Allowance-Temporary Quarters Subsistence Expenses (TQSE)
The United States (U.S.) General Services Administration (GSA) is proposing to amend the Federal Travel Regulation (FTR) by implementing a third methodology for reimbursing temporary quarters subsistence expenses (TQSE) allowance and redefining the current methods of reimbursing TQSE to include, among others, lowering the percentage multipliers for calculating TQSE maximum daily amounts. The proposed rule would clarify that TQSE percentage multipliers cannot be adjusted for househunting days. The proposed rule also lists an exception to the ``reasonable proximity'' requirement for temporary quarters (TQ) located in a Presidentially-Declared Disaster area and allows agencies to authorize TQSE at the applicable locality per diem allowance or authorize actual expenses on an individual basis for TQ located in a Presidentially-Declared Disaster area. Instead of authorizing actual expenses on an individual basis, agencies can issue a blanket actual expense authorization for employees authorized to occupy TQ in Presidentially-Declared Disaster areas. The proposed rule would also update and clarify some TQSE sections and rearrange them into a more sequential order.
Enterprise Data & Privacy Management Office (IDE); Social Security Number Fraud Prevention
GSA is issuing a final rule amending our Privacy Act Rules to implement the Social Security Number Fraud Prevention Act of 2017. The revisions would clarify and update the language of procedural requirements pertaining to the inclusion of Social Security account numbers (SSNs) on documents that GSA sends by mail.

Use of Federal Real Property To Assist the Homeless: Revisions to Regulations
The Department of Housing and Urban Development (HUD), the General Services Administration (GSA), and the Department of Health and Human Services (HHS) (the Agencies) each have distinct responsibilities in the administration of the Title V program, authorized by the McKinney-Vento Homeless Assistance Act. The program makes suitable Federal real properties categorized as underutilized, unutilized, excess, or surplus available to States, local government agencies, and 501(c)(3) tax-exempt non-profit organizations for use to assist the homeless. In 2016, the Federal Assets Sales and Transfer Act amended Title V of the McKinney-Vento Homeless Assistance Act. This proposed rule would incorporate required statutory changes and current practices; update references and terminology that are now outdated; and revise procedures for more efficient program administration in the Agencies' regulations.
Tribal Consultation Meeting
Pursuant to the Presidential Memorandum on Tribal Consultation and Strengthening Nation-to-Nation Relationships, dated January 26, 2021, a notice is hereby given for a Government-to-Government consultation to discuss Tribal interests and concerns surrounding GSA's support of Tribes. Revision to Foreign Gift Minimal Value
GSA, in consultation with the U.S. Department of State, must redefine the minimal value of foreign gift items to reflect changes in the Consumer Price Index (CPI) for the preceding 3-year period, as specified under the law concerning the Receipt and Disposition of Foreign Gifts and Decorations. The minimal value was last defined effective January 1, 2020, and must be redefined effective as of January 1, 2023. This bulletin cancels FMR Bulletin B-50, ``Foreign Gift and Decoration Minimal Value,'' issued March 10, 2020, as this bulletin provides updated information on the same topic.
