Public Meetings of the Public Buildings Reform Board
As provided in section 5 of the Federal Assets Sale and Transfer Act of 2016 (FASTA), the Public Buildings Reform Board (PBRB) gives notice of three upcoming public meetings. At the public meeting in Washington, DC, the PBRB will receive input regarding proposed methodologies and criteria for selecting Federal properties for disposal with an emphasis on High Value Properties. The PBRB will also hear from commercial real estate representatives to gain their perspective on private sector valuation practices as they apply to Federal property proposed for disposal and other relevant private sector practices. At the public meetings in Los Angeles, California and Denver, Colorado the Board will consider a number of Federal properties located in the western United States.

Notice of Intent To Prepare an Environmental Impact Statement for Land Ports of Entry
The Federal Motor Carrier Safety Administration (FMCSA) and the GSA have partnered to develop a program of projects at a number of Land Ports of Entry (LPOEs) so that FMCSA agents can safely and effectively inspect both commercial truck and bus traffic. GSA intends to prepare an Environmental Impact Statement (EIS) to analyze the potential impacts from the proposed construction of six (6) inspection facilities at five (5) different LPOEs in both California and Arizona. A NOI was published concerning the EIS and scoping meetings on May 23, 2019. The revised Notice of Intent is to notify interested parties that dates for the scoping meetings have changed for the two (2) Arizona Sites. Meetings for the California scoping meetings have not changed.

FMR Bulletin B-48 provides guidance to agencies on the use of the exchange/sale authority as authorized by Title 40 United States Code (U.S.C.) Section 503 and governed by regulations at FMR 102-39, Replacement of Personal Property Pursuant to the Exchange/Sale Authority (41 Code of Federal Regulations 102-39). Federal Travel Regulation (FTR); Clarification of Payment in Kind for Speakers at Meetings and Similar Functions
The GSA is proposing to amend the FTR to change the definition of ``payment in kind''. As proposed, a waived or discounted registration fee provided by the non-Federal sponsor of a meeting or similar function would not be a payment in kind to the agency for the day(s) an employee speaks, participates in a panel, or presents at the event. This proposed rule also makes miscellaneous related corrections.
