Federal Acquisition Regulation: Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk
DoD, GSA, and NASA issued a proposed rule on November 14, 2022, proposing to amend the Federal Acquisition Regulation (FAR) to implement a requirement to ensure certain Federal contractors disclose their greenhouse gas emissions and climate-related financial risk and set science-based targets to reduce their greenhouse gas emissions. The deadline for submitting comments is being extended from January 13, 2023, to February 13, 2023, to provide additional time for interested parties to provide comments on the proposed rule.

The General Services Administration (GSA) is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to clarify and streamline the clauses contracting officers should reference in GSA acquisitions for commercial products and commercial services. The rulemaking proposes to update several clauses and other related parts by eliminating out of date references and any requirements that are not necessary by law.

In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on an extension concerning examination of records by Comptroller General and contract audit. Privacy Act of 1974; Notice of a Modified System of Records
GSA proposes to modify a system of records subject to the Privacy Act of 1974, as amended. Login.gov is a secure sign-in service with the capability to authenticate and identity proof users before the user is granted access to participating government websites or applications. GSA is modifying the categories of records in the system, the policies and practices for retrieval and routine uses of records, and removing outdated references to National Institute of Standards and Technology (NIST) technical standards. This modification is intended to revise and replace all notices previously describing this system of records.

The General Services Administration (GSA) intends to prepare an Environmental Impact Statement (EIS) and conduct the Section 106 Process of the National Historic Preservation Act (NHPA) to address the future of buildings 202, 208-212, 214 and 220 South State Street between Adams Street and Jackson Boulevard, adjacent to the Dirksen Federal Courthouse in Chicago's South Loop, downtown Chicago, Illinois. All four properties, for which Congress has appropriated funds for demolition, reside in the Loop Retail Historic District listed in the National Register of Historic Places. Two of the four buildings, the Century Building (202 State Street) and the Consumers Building (220 South State Street) are identified as contributing structures to the historic district.

FMR Bulletin 2022-F1. This bulletin clarifies, highlights, and reminds agencies of the importance of accurately reporting the cost of federal advisory committees to Congress and the public. It also adds the requirement to include financial reporting instructions in agency administrative procedures. This requirement will result in greater assurance that data reported in the FACA database is consistent with agencies' actual costs, and Congress will have greater assurance that it can rely on these data to inform decisions about funding for FACA committees.
Federal Travel Regulation (FTR); Marking, Redacting, and Segregating Information When Reporting Travel Data
GSA Bulletin FTR 23-02 clarifies the Freedom of Information Act (FOIA) requirement of Federal agencies to reasonably segregate (i.e., withhold) and release (i.e., disclose) only non-exempt information when reporting on the use of first class and business class transportation accommodations. Further, this bulletin advises that GSA posts first class and business class data reported to it to GSA's FOIA electronic reading room. Therefore, agencies along with their legal counsel must review their data for proper release determinations prior to reporting required data to GSA so as to ensure that protected information is not posted publicly.
