GSA proposes to modify a system of records subject to the Privacy Act of 1974, as amended. GSA is updating the outdated following systems: Policies and Practices for Storage of Records, Policies and Practices for Retrieval of records, and documented the Policies and Practice for Retention and Disposal of records.

The General Services Administration is issuing this final rule as a technical amendment to remove clause 552.232-77 Payment by Government Charge Card in the General Services Administration Acquisition Regulation.

GSA issued a Record of Decision (ROD) for the Food and Drug Administration (FDA) Muirkirk Road Campus (MRC) Master Plan, in Laurel, Maryland, on June 16, 2023. As stipulated by the Federal Advisory Committee Act (FACA), GSA is hereby giving notice of an open public meeting of the Federal Secure Cloud Advisory Committee (FSCAC). Information on attending and providing public comment is under the SUPPLEMENTARY INFORMATION section.

DoD, GSA, and NASA invite comments on: whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through January 31, 2024. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), GSA intends to prepare an EIS to analyze potential impacts from the proposed acquisition of a site in Hartford, CT, and the subsequent design and construction of a new Federal Courthouse. Federal Management Regulation (FMR) Bulletin B-2023-55 cancels and replaces Bulletin FMR B-15 to provide updated guidance for Executive Agencies' fleet management information systems (FMIS). This bulletin also incorporates requirements for asset level data and telematics. GSA expects that, following this guidance, the data accuracy contained in agencies' FMIS will improve.

GSA is issuing a final rule amending our Privacy Act Rules to implement the Social Security Number Fraud Prevention Act of 2017. The revisions would clarify and update the language of procedural requirements pertaining to the inclusion of Social Security account numbers (SSNs) on documents that GSA sends by mail.
