Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning Transportation Requirements.

The Civilian Board of Contract Appeals (Board) proposes to amend its rules of procedure for cases arising under the Contract Disputes Act, and for disputes between insurance companies and the Department of Agriculture's Risk Management Agency in which decisions of the Federal Crop Insurance Corporation are brought before the Board under the Federal Crop Insurance Act. The Board's current rules were issued in 2008 and were last amended in 2011.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division (MVCB) announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. The Office of Management and Budget (OMB) has approved this information collection requirement for use through April 30, 2018. OMB will be requested to extend its approval for three additional years.

We are advising the public that GSA has prepared a Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the construction of the proposed U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Plant Inspection Station (PIS), adjacent to the existing Otay Mesa Land Port of Entry (LPOE) in Otay Mesa, San Diego County, California. Based on its finding of no significant impacts, GSA has determined that an Environmental Impact Statement need not be prepared.

As the lead agency in this undertaking, GSA is acting on behalf of its major tenant at this facility, the Department of Homeland Security's (DHS) Customs and Border Protection (CBP).

GSA is required by statute to set the mileage reimbursement rate for privately owned automobiles (POA) as the single standard mileage rate established by the Internal Revenue Service (IRS). In addition, the IRS mileage rate for medical or moving purposes is used to determine the POA rate when a Government-furnished automobile is authorized. This notice of subject bulletin is the only notification to agencies of revisions to the POV mileage rates for official travel, and relocation, other than the changes posted on GSA's website.

GSA is initiating its high-performance building certification systems review, required every five years by the Energy Independence and Security Act (EISA) of 2007. GSA will identify a system(s) and certification level that ``will be most likely to encourage a comprehensive and environmentally sound approach'' to the certification of high-performance Federal buildings.

The title of the approved information collection is Central Contractor Registration Requirements for Prime Grant Recipients. The updated information collection title, based on the migration of the Central Contractor Registration system to the System for Award Management in late July 2012, is System for Award Management Registration Requirements for Prime Grant Recipients. A notice was published in the Federal Register at 82 FR 43021 on September 13, 2017. No comments were received.

Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality Regulations, and the GSA Public Buildings Service NEPA Desk Guide, GSA is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for the San Luis I LPOE. The action to be evaluated by this EIS is the modernization of the existing San Luis I LPOE, located in San Luis, Arizona, to improve its functionality, capacity, and security.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement a public law that disapproved the final rule, Fair Pay and Safe Workplaces (FAR Case 2014-025), and an Executive Order (E.O.) dated March 27, 2017, that rescinded the prior Executive orders authorizing that rule.
