A. Solicitation of Public Comment
Written comments and suggestions
from the public should address one or
more of the following four points:
(1) Evaluate whether the collection of
information is necessary for the proper
performance of the functions of the
agency, including whether the
information will have practical utility;
(2) Evaluate the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used;
(3) Enhance the quality, utility, and
clarity of the information to be
collected; and
(4) Minimize the burden of the
collection of information on those who
are to respond, including through the
use of appropriate automated,
electronic, mechanical, or other
technological collection techniques or
other forms of information technology,
e.g., permitting electronic submission of
responses.

B. Purpose
FAR subpart 9.2 and the associated
clause at FAR 52.209–1, implement the
statutory requirements of 10 U.S.C. 2319
and 41 U.S.C. 3311, which allow an
agency to establish a qualification
requirement for testing or other quality
assurance demonstration that must be
completed by an offeror before award of
a contract. Under the qualification
requirements, an end item, or a
component thereof, may be required to
be prequalified.
The clause at FAR 52.209–1,
Qualification Requirements, requires
offerors who have met the qualification
requirements to identify the offeror’s
name, the manufacturer’s name,
source’s name, the item name, service
identification, and test number (to the
extent known). This eliminates the need
for an offeror to provide new
information when the offeror,
manufacturer, source, product or service
covered by qualification requirement
has already met the standards specified
by an agency in a solicitation.
The contracting officer uses the
information to determine eligibility for
award when the clause at 52.209–1 is
included in the solicitation.
Alternatively, items not yet listed may
be considered for award upon the
submission of evidence of qualification
with the offer.

The Agency for Healthcare
Research and Quality (AHRQ) is seeking
scientific information submissions from
the public. Scientific information is
being solicited to inform our review on
Skin Substitutes for Treating Chronic
Wounds, which is currently being
conducted by the AHRQ’s Evidencebased Practice Centers (EPC) Program.
Access to published and unpublished
pertinent scientific information will
improve the quality of this review.

SUPPLEMENTARY INFORMATION: The
Agency for Healthcare Research and
Quality has commissioned the
Evidence-based Practice Centers (EPC)
Program to complete a review of the
evidence for Skin Substitutes for
Treating Chronic Wounds. AHRQ is
conducting this systematic review
pursuant to Section 902(a) of the Public
Health Service Act, 42 U.S.C. 299a(a).
The EPC Program is dedicated to
identifying as many studies as possible
that are relevant to the questions for
each of its reviews. In order to do so, we
are supplementing the usual manual
and electronic database searches of the
literature by requesting information
from the public (e.g., details of studies
conducted). We are looking for studies
that report on Skin Substitutes for

indication. In the list, please indicate
whether results are available on
ClinicalTrials.gov along with the
ClinicalTrials.gov trial number.

have results on ClinicalTrials.gov,
please provide a summary, including
the following elements: Study number,
study period, design, methodology,
indication and diagnosis, proper use
instructions, inclusion and exclusion
criteria, primary and secondary
outcomes, baseline characteristics,
number of patients screened/eligible/
enrolled/lost to follow-up/withdrawn/
analyzed, effectiveness/efficacy, and
safety results.
