In accordance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on a revision and renewal concerning Anti-Kickback procedures. DoD, GSA, and NASA invite comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through October 31, 2019. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

This notice announces the availability of the Final Environmental Assessment (EA) for the proposed structural enhancement improvements to the existing Edward J. Schwartz Federal Building and United States Courthouse located at 880 Front Street in San Diego, California (Project). The Final EA describes the reason the Project is being proposed; the alternatives that were evaluated; the potential impacts of each of the alternatives on the existing environment; and the proposed avoidance, minimization, and/or mitigation measures related to those alternatives. Based on its finding of no significant impacts, GSA has determined that an Environmental Impact Statement need not be prepared.

The data collection previously approved under OMB Control Number 3090-0307, GSA 3729 Wireless Telecommunications Company Application (GSA 3729) is no longer active and has been removed from GSA's website. The SF-299, Application for Transportation and Utility Systems and Facilities on Federal Lands, will be modified to incorporate the information contained in the GSA 3729 and should be used in its current format, until the revised form is approved for use.

The General Services Administration (GSA) is issuing this direct final rule to amend the General Services Administration Acquisition Regulation (GSAR) to remove internal agency guidance regarding deviations from the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Manual (GSAM) and move it to GSA's non-regulatory acquisition policy.
