The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Provisional Operating License No. CSF-1 for provisional operation of the Irradiated Nuclear Fuel Processing Plant located at the Western New York Nuclear Service Center (WNYNSC), in Cattaraugus and Erie Counties, New York. The proposed amendment would amend the Radiation Protection Plan for the ``retained premises of the licensed area'' for modernization. In addition, the New York State Energy Research and Development Authority (NYSERDA), the licensee, requested that the license be amended to clarify NYSERDA's health and safety and other responsibilities under the license. NYSERDA defines the ``retained premises of the licensed area'' as the area consisting of the WNYNSC, not including the U.S. Department of Energy (DOE) West Valley Demonstration Project (WVDP) premises and the State Licensed Disposal Area (SDA).

In this document, the Commission announces that the Office of Management and Budget has approved the information collection requirements associated with the rules adopted in the Federal Communications Commission's 3.7 GHz Report and Order, FCC 20-22, 3.7 GHz requiring service licensees to comply with certain technical rules and coordination practices designed to reduce the risk of interference to incumbent operations. This document is consistent with the 3.7 GHz Report and Order, FCC 20-22, which states that the Commission will publish a document in the Federal Register announcing a compliance date for the new rule sections.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a January 19, 2021, request from ADP CR3, LLC (ADP CR3) for the Crystal River Unit 3 Nuclear Plant, from the requirement to investigate and report to the NRC when ADP CR3 does not receive notification of receipt of a shipment, or part of a shipment, of low-level radioactive waste within 20 days after transfer from the Crystal River facility. ADP CR3 requested that the time period for it to receive acknowledgement that the shipment has been received by the intended recipient be extended from 20 to 45 days to avoid an excessive administrative burden as operational experience indicates that rail or mixed mode shipments may take more than 20 days to reach their destination.

This regulatory guide (RG) describes an approach that the staff of the U.S. Nuclear Regulatory Commission (NRC) considers acceptable to demonstrate that NRC regulatory requirements are met for subcriticality of fuel assemblies stored in fresh fuel vaults and spent fuel pools at light-water reactor (LWR) power plants. It endorses, with clarifications and exceptions, the Nuclear Energy Institute (NEI) guidance document NEI 12 16, ``Guidance for Performing Criticality Analyses of Fuel Storage at Light Water Reactor Power Plants,'' Revision 4.

In accordance with the requirements of the Federal Advisory Committee Act, the Millennium Challenge Corporation (MCC) Economic Advisory Council was established as a discretionary advisory committee on October 5, 2018. Its charter was renewed for a second term on October 1, 2020. The MCC Economic Advisory Council serves MCC solely in an advisory capacity and provides advice and guidance to MCC economists, evaluators, leadership of the Department of Policy and Evaluation, and senior MCC leadership regarding relevant trends in development economics, applied economic and evaluation methods, poverty analytics, as well as modeling, measuring, and evaluating development interventions. In doing so, the MCC Economic Advisory Council helps sharpen MCC's analytical methods and capacity in support of the agency's economic development goals. Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 4, 2021, under section 337 of the Tariff Act of 1930, as amended, on behalf of Samsung Electronics Co., Ltd. of Korea and Samsung Austin Semiconductor, LLC of Austin, Texas. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain semiconductor devices, wireless infrastructure equipment containing the same, and components thereof by reason of infringement of certain claims of U.S. Patent No. 9,748,243 (``the '243 patent''); U.S. Patent No. 9,018,697 (``the '697 patent''); U.S. Patent No. 9,048,219 (``the '219 patent''); and U.S. Patent No. 9,761,719 (``the '719 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The Commission has before it a petition for rulemaking filed by KTUL Licensee, LLC, (Licensee), licensee of KTUL, channel 10, Tulsa, Oklahoma, requesting the substitution of channel 14 for channel 10 at Tulsa in the DTV Table of Allotments. The Licensee states that the Commission has recognized that VHF channels have certain propagation characteristics which may cause reception issues for some viewers, and also that reception of VHF signals require larger antennas that are generally not well suited to the mobile applications expected under flexible use, relative to UHF channels. KTUL has received numerous complaints from viewers unable to receive the Station's over-the-air signal, despite being able to receive signals from other stations. Licensee further states that with respect to operations on channel 14 and nearby land mobile services, it has determined that it can install the appropriate mask filter and antenna needed to avoid interference to land mobile operations. In addition, operation on channel 14 will not result in any predicted loss of service and would result in a substantial increase in signal receivability for KTUL viewers.

The Federal Communications Commission (FCC or Commission or Agency) proposes to add a new system of records, FCC/WCB-4, Consumer Challenge Process, to its inventory of records systems subject to the Privacy Act of 1974, as amended. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the Agency. The FCC maintains programs that require telecommunication providers and carriers (Participants) to report service coverage or locations eligible for support to the FCC, such as the FCC's Digital Opportunity Data Collection (DODC) and the Universal Service Fund (USF) Eligible Location Adjustment Process (ELAP). Under these programs, consumers and third parties (collectively, Stakeholders) may challenge the service coverage or number of locations eligible for support (eligible locations) reported by Participants. The Consumer Challenge Process system of records contains personally identifiable information (PII) submitted by individuals, or third parties on behalf of individuals, needed to establish eligibility to challenge the accuracy of Participants' submissions, provide sufficient information for Participants to respond to a challenge, and create accurate maps of Participant coverage or eligible locations. To establish eligibility, prospective Stakeholders who are individuals must submit certain PII that will be used to verify their identities and their interest in receiving services from a Participant in the relevant geographic area, i.e., the coverage area for DODC, or the Participant's supported areas for ELAP. In certain programs, the PII will also be used to establish that the Stakeholders do not hold a controlling interest in a competitor. Once verified, Stakeholders may submit additional PII to establish that specific geolocations are eligible locations, such as evidence verifying ownership or occupancy of a location. Participation in any Consumer Challenge Process is voluntary.
