The FDIC, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on the renewal of an existing information collection, as required by the PRA. On December 3, 2010 (75 FR 75468), the FDIC solicited public comment for a 60-day period on renewal of the following information collection: Community Reinvestment Act (OMB No. 3064-0092). No comments were received. Therefore, the FDIC hereby gives notice of submission of its requests for renewal to OMB for review.

DoD, GSA, and NASA are issuing this document to summarize and respond to the comments received in response to the advance notice of proposed rulemaking published in the Federal Register at 75 FR 26916, May 13, 2010. This information was used to determine if the FAR should be amended to provide for further transparency in Government contracts. DoD, GSA, and NASA acknowledge the comments and solutions provided and will take this information into account, at a later date, in determining if the FAR should be amended to further enhance transparency in Government contracting. At this time, DoD, GSA, and NASA do not plan to amend the FAR because some of the existing acquisition systems at https:// www.acquisition.gov provide certain information on Government contracts that is readily available to the public, and most of the content of a contract solicitation or contract action not already available on one of the acquisition systems at https://www.acquisition.gov is either standard FAR terms and conditions available at https:// www.acquisition.gov/far/, agency specific terms and conditions available from the contracting agency Web site, or sensitive information that may be releasable under FOIA.

The NRC is soliciting public comment on NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants,'' on a proposed Revision 1 to Standard Review Plan (SRP), Section 13.5.1.1 on ``Administrative ProceduresGeneral,'' (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110100193). The previous version of this SRP section was published in July 19, 2010, as proposed revision 1 (ADAMS Accession No. ML101340264). Since then, the NRC staff has made substantial changes to that guidance and it is being re-noticed for comments (Enclosure 1, ADAMS Accession No. ML110100212). A redline document comparing the version of the previous SRP Section 13.5.1.1, Revision 1 that was issued for public comments and the current version can be found under ADAMS Accession No. ML101340165. The NRC staff issues notices to facilitate timely implementation of the current staff guidance and to facilitate activities associated with the review of amendment applications and review of design certification and combined license applications for the Office of New Reactors. The NRC staff intends to incorporate the final approved guidance into the next revision of NUREG-0800, SRP Section 13.5.1.1, Revision 1 and Regulatory Guide 1.206, ``Combined License Applications for Nuclear Power Plants (LWR Edition),'' June 2007.

Individuals employed by a depository institution, a subsidiary owned and controlled by a depository institution and regulated by a Federal banking agency, or an institution regulated by the Farm Credit Administration (FCA), who act as residential mortgage loan originators are required by the Secure and Fair Enforcement for Mortgage Licensing Act (S.A.F.E. Act) to register in the Nationwide Mortgage Licensing System and Registry (NMLSR), to obtain unique identifiers, and to maintain their registrations. NMLSR is a Web-based system developed and maintained by a non- Federal third party, as discussed below, to satisfy the requirements of the S.A.F.E. Act. NMLSR will allow a number of Federal agencies, including the FCA, to retrieve the registration information by identifying particulars. However, the FCA and the other Federal agencies referenced above will be able to retrieve the registration information by identifying particulars only with respect to employees of the institutions each agency regulates. To ensure full compliance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended, the FCA is providing notice of the existence and character of records maintained by the NMLSR. While employees of the financial institutions that the FCA regulates can submit registration information as of January 31, 2011, the FCA has blocked its own retrieval access to the registration information. Thus, there will not be a Privacy Act system of records until this notice becomes effective.

SBA is introducing a new Dealer Floor Plan Pilot Program to make available 7(a) loan guaranties for lines of credit that provide floor plan financing. This new Dealer Floor Plan Pilot Program was created in the Small Business Jobs Act of 2010. Under the new Dealer Floor Plan Pilot Program, which will be available through September 30, 2013, SBA will guarantee 75 percent of a floor plan line of credit between $500,000 and $5,000,000 to eligible dealers of new and used titleable inventory, including but not limited to automobiles, motorcycles, boats (including boat trailers), recreational vehicles and manufactured housing (mobile homes).
