Notice is hereby given of the following hearing of the U.S.- China Economic and Security Review Commission. Name: William A. Reinsch, Chairman of the U.S.-China Economic and Security Review Commission. The Commission is mandated by Congress to investigate, assess, and report to Congress annually on ``the national security implications of the economic relationship between the United States and the People's Republic of China.'' Pursuant to this mandate, the Commission will hold a public hearing in Washington, DC on January 27, 2011, to address ``China's Active Defense Strategy and its Regional Impact.'' Background: This is the first public hearing the Commission will hold during its 2011 report cycle to collect input from leading academic, industry, and government experts on national security implications of the U.S. bilateral trade and economic relationship with China. The January 27 hearing will examine China's current defense strategies and their impact on U.S. and regional interests. The January 27 hearing will be co-chaired by Commissioners Carolyn Bartholomew and Larry M. Wortzel. Any interested party may file a written statement by January 27, 2011, by mailing to the contact below. On January 27, the hearing will be held in two sessions, one in the morning and one in the afternoon. A portion of each panel will include a question and answer period between the Commissioners and the witnesses. Notice is hereby given that the U.S. International Trade Commission has issued a general exclusion order and a cease and desist order in the above-captioned investigation under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337 (``section 337''), and has terminated the investigation.

This document announces the establishment and appointment of members of the Video Programming and Emergency Access Advisory Committee (``Committee'' or ``VPEAAC'') of the Federal Communications Commission (``Commission''). This document also announces the change of the Committee's popular name to the Video Programming Accessibility Advisory Committee (``VPAAC''). The Commission further announces the date of the Committee's first meeting.

The Wireless Telecommunications Bureau (Bureau) seeks comments on the operation and effectiveness of the Commission's rules relating to hearing aid compatibility of wireless handsets. On the basis of the evaluation, the Bureau will consider whether to recommend to the Commission both rule revisions and non-regulatory measures to ensure that persons with hearing loss will continue to have broad access to evolving modes of wireless communication.

This final rule amends Pension Benefit Guaranty Corporation's regulation on Benefits Payable in Terminated Single-Employer Plans to prescribe interest assumptions under the regulation for valuation dates in February 2011. Interest assumptions are also published on PBGC's Web site (https://www.pbgc.gov).

The Committee is proposing to add services to the Procurement List that will be provided by nonprofit agencies employing persons who are blind or have other severe disabilities and to delete products previously furnished by such agency. Comments Must Be Received on or Before: 2/14/2011.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 9) of the presiding administrative law judge (``ALJ'') terminating the investigation based on withdrawal of the complaint.

The subject five-year reviews were initiated in October 2010 to determine whether revocation of the antidumping duty order on imports of porcelain-on-steel cooking ware from Taiwan and the antidumping and countervailing duty orders on imports of top-of-the- stove stainless steel cooking ware from Korea would be likely to lead to continuation or recurrence of material injury. On December 29, 2010, the Department of Commerce published notice that it was revoking the orders ``[b]ecause no domestic interested party responded to the sunset review notice of initiation by the applicable deadline * * *'' The effective date of the revocation of the antidumping duty order on imports of top-of-the-stove stainless steel cooking ware from Korea is November 17, 2010. The effective date of the revocation of the antidumping duty order on imports of porcelain-on-steel cooking ware from Taiwan and the countervailing duty order on imports of top-of-the- stove stainless steel cooking ware from Korea is November 22, 2010. Accordingly, pursuant to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)), the subject reviews are terminated.

The U.S. Small Business Administration (SBA) is issuing this final rule to implement the authority provided by the Small Business Disaster Response and Loan Improvements Act of 2008, for issuing surety bond guarantees for contracts and orders related to a major disaster. The rule also clarifies that the SBA does not cover any costs related to any insurance or indemnification requirements in the bonded contract.

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is proposing to amend its spent fuel storage cask regulations by revising the Transnuclear, Inc. (TN) NUHOMS[supreg] HD System listing within the ``List of Approved Spent Fuel Storage Casks'' to include Amendment No. 1 to Certificate of Compliance (CoC) Number 1030. Amendment No. 1 would revise the definitions for Damaged Fuel Assembly and Transfer Operations; add definitions for Fuel Class and Reconstituted Fuel Assembly; add Combustion Engineering 16x16 class fuel assemblies as authorized contents; reduce the minimum off-normal ambient temperature from -20 [deg]F to -21 [deg]F; expand the authorized contents of the NUHOMS[supreg] HD System to include pressurized water reactor fuel assemblies with control components; reduce the minimum initial enrichment of fuel assemblies from 1.5 weight percent uranium-235 to 0.2 weight percent uranium-235; clarify the requirements of reconstituted fuel assemblies; add requirements to qualify metal matrix composite neutron absorbers with integral aluminum cladding; clarify the requirements for neutron absorber tests; delete use of nitrogen for draining the water from the dry shielded canister (DSC), and allow only helium as a cover gas during DSC cavity water removal operations; and make corresponding changes to the technical specifications (TS).
