On November 17, 2008, applicant transferred its assets to a corresponding series of DWS Value Series, Inc., based on net asset value. Expenses of $172,000 incurred in connection with the reorganization were paid by Deutsche Investment Management Americas, Inc., applicant's investment adviser.

The Federal Communications Commission is correcting a document that appeared in the Federal Register at 74 FR 56135, October 30, 2009. The date's section contained an incorrect Federal Register citation and date which should reflect the correct citation of a previously published document.

The Audio Division seeks comments on petitions filed by Munbilla Broadcasting Properties, Ltd. and Katherine Pyeatt, proposing the allotment of Channel 284A at Kingsland, Texas, as a first local service. The reference coordinates for Channel 284A at Kingsland are 30-40-03 NL and 98-28-29 WL.
Table of Allotment; Chester, GA
The Audio Division at the request of Georgia Eagle Broadcasting, Inc. proposes the allotment of Channel 244A at Chester, Georgia, as its first local service. A staff engineering analysis indicates that Channel 244A can be allotted to Chester consistent with the minimum distance separation requirements of the Rules with a site restriction 0.7 kilometers (0.4 miles) south of the community. The reference coordinates are 32-23-14 NL and 83-09-14 WL.
Freedom of Information Act Regulations
The Commission is adopting final rules related to the Freedom of Information Act. The final rules reflect several changes made in response to commenters' suggestions. They implement recent amendments clarifying the relationship of these rules to others, and make minor editorial and conforming changes.

The Federal Retirement Thrift Investment Board (Agency) corrects its statement regarding the Regulatory Flexibility Act in proposed rules that appeared in the Federal Register of October 22, 2009. The correction clarifies that the proposed rules will not have a significant economic impact on a substantial number of small entities because they will only affect Federal employees and members of the uniformed services.
Agency Information Collection Activities; Submission for OMB Review; Comment Request
The FTC is submitting the information collection requirements described below to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act (PRA). Pursuant to the OMB regulations that implement the PRA, the Commission is providing this second opportunity for public comment on proposed Orders that would seek information from depository institutions lacking federal deposit insurance. The Commission plans to use this information to help ensure that such institutions are complying with the disclosure requirements of the Federal Deposit Insurance Corporation Improvement Act (``FDICIA'').
Certain Ceramic Capacitors and Products Containing Same; Notice of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on October 1, 2009, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Murata Manufacturing Co., Ltd. of Japan and Murata Electronics North America, Inc. A supplement to the complaint was filed on October 28, 2009. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain ceramic capacitors and products containing same by reason of infringement of certain claims of U.S. Patent Nos. 6,266,229; 6,014,309; 6,377,439; and 6,243,254. The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337.

Staff Accounting Bulletin No. 113
This Staff Accounting Bulletin (SAB) revises or rescinds portions of the interpretive guidance included in the section of the Staff Accounting Bulletin Series titled ``Topic 12: Oil and Gas Producing Activities'' (Topic 12) and revises a technical reference in ``Topic 3: Senior Securities'' (Topic 3). This update is intended to make the relevant interpretive guidance consistent with current authoritative accounting and auditing guidance and Commission rules and regulations. The principal changes involve revision or removal of material due to recent Commission rulemaking. Specifically, the staff is updating the Series in order to bring existing guidance into conformity with the contents of Financial Reporting Release No. 78 (Release No. 33-8995), Modernization of Oil and Gas Reporting, issued December 31, 2008 (FR-78), and, in the case of the technical amendment to SAB Topic 3, Financial Reporting Release No. 79 (Release Nos. 33- 9026; 34-59775), Technical Amendments to Rules, Forms, Schedules and Codification of Financial Reporting Policies (FR-79), issued April 15, 2009. This SAB also updates related interpretive responses and examples in Topic 12. The staff expects registrants to apply the updated guidance in this SAB related to Topic 12 on a prospective basis in conjunction with the application of FR-78 and retroactively for the technical amendment to Topic 3 in conjunction with the effective date of FR-79. FR-78 is effective for registration statements filed on or after January 1, 2010, and for annual reports on Forms 10-K and 20-F for fiscal years ending on or after December 31, 2009. FR-79 is effective as of April 23, 2009.
FM Table of Allotment; Crandon, WI
The Audio Division, on its own motion, substitutes Channel 276A for vacant Channel 276C3 at Crandon, Wisconsin to enable Station WGLX-FM to increase it current service area and eliminate the substandard spacing to the Crandon, Wisconsin allotment. A staff engineering analysis indicates that Channel 276A can be allotted to Crandon consistent with the minimum distance separation requirements of the Commission's rules at reference coordinates 45-34-18 NL and 88-53- 54 WL.
Medicare Payment Advisory Commission Nomination Letters
The Balanced Budget Act of 1997 established the Medicare Payment Advisory Commission (MedPAC) and gave the Comptroller General responsibility for appointing its members. For appointments to MedPAC that will be effective May 1, 2010, I am announcing the following: Letters of nomination should be submitted between January 1 and March 1, 2010, to ensure adequate opportunity for review and consideration of nominees prior to the appointment of new members.
Office of the Chief Information Officer; Submission for OMB Review; Temporary Contractor Information Worksheet
In accordance with the Paperwork Reduction Act (44 U.S.C. 3501 et seq.), the General Services Administration invites the general public and Federal agencies to comment on the renewal of an information collection request for the collection of personal data to authorize and initiate investigation requests for GSA temporary contractors. GSA requires OMB approval for this collection to make determinations on granting unescorted physical access to GSA-controlled facilities. The approval is critical for GSA to meet the anticipated increase in number of temporary contractors as a result of the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-5). A request for public comments was published in the Federal Register at 74 FR 22930 on May 15, 2009.
Amendment of the Commission's Rules To Allocate Spectrum and Adopt Service Rules and Procedures To Govern the Use of Vehicle-Mounted Earth Stations in Certain Frequency Bands Allocated to the Fixed-Satellite Service
The Federal Communications Commission amends its rules to allocate spectrum and adopt service rules and procedures to govern the use of Vehicle-Mounted Earth Stations (VMES) in the Ku-band. These allocation, technical and licensing rules permit the domestic, U.S. licensing of VMES as a primary application of the Fixed-Satellite Service (FSS) in the relevant conventional and extended Ku-band frequencies.
Suitability
The U.S. Office of Personnel Management (OPM) is issuing proposed regulations to assist agencies in carrying out new requirements to reinvestigate individuals in public trust positions under Executive Order 13488, Granting Reciprocity on Excepted Service and Federal Contractor Employee Fitness and Reinvestigating Individuals in Positions of Public Trust, to ensure their continued employment is appropriate. This proposed rule would implement the suitability reinvestigation provisions of E.O. 13488.
Representation Election Procedure
As part of its ongoing efforts to further the statutory goals of the Railway Labor Act, the National Mediation Board (NMB or Board) is proposing to amend its Railway Labor Act rules to provide that, in representation disputes, a majority of valid ballots cast will determine the craft or class representative. The NMB believes that this change to its election procedures will provide a more reliable measure/ indicator of employee sentiment in representation disputes and provide employees with clear choices in representation matters.
Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Nebraska Avenue Complex Master Plan To House Components of the Department of Homeland Security
Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), GSA Order PBS P1095.1F (Environmental considerations in decisionmaking, dated October 19, 1999), and the GSA Public Buildings Service NEPA Desk Guide, GSA plans to prepare an Environmental Impact Statement (EIS) for the proposed Master Plan to guide future development of a campus for the Department of Homeland Security (DHS) at the Nebraska Avenue Complex (NAC). GSA will be initiating related consultation with the District of Columbia State Historic Preservation Officer and the Advisory Council on Historic Preservation under Sections 106 and 110 of the National Historic Preservation Act (16 U.S.C. 470(f) and 470(h-2)).
NASA Advisory Committee; Notice of Renewal
Pursuant to sections 14(b)(1) and 9(c) of the Federal Advisory Committee Act (Public Law 92-463), and after consultation with the Committee Management Secretariat, General Services Administration, the Administrator of the National Aeronautics and Space Administration (NASA) has determined that a renewal and amendment of the Charter for the Agency-established NASA Advisory Council is necessary and in the public interest in connection with the performance of duties imposed upon NASA by law. In connection with this renewal, a number of amendments have been made to the Charter as part of the overall restructuring of the NASA Advisory Council. The purpose of the NASA Advisory Council is to provide advice and make recommendations to the NASA Administrator on Agency programs, policies, plans, financial controls and other matters pertinent to the Agency's responsibilities.
