The National Aeronautics and Space Administration, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. 3506(c)(2)(A)).
National Contact Center; Information Collection; National Contact Center Customer Evaluation Survey
Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35), the General Services Administration will be submitting to the Office of Management and Budget (OMB) a request to review and approve a renewal of a previously approved information collection requirement regarding the National Contact Center customer evaluation survey. The clearance currently expires on December 31, 2009.

American Recovery and Reinvestment Act: Loan Program for Systemically Important SBA Secondary Market Broker-Dealers
This interim final rule implements certain provisions of the American Recovery and Reinvestment Act of 2009 (``Recovery Act''). This interim final rule implements Section 509 of the Recovery Act which establishes the Secondary Market Lending Authority within SBA to make loans to systemically important SBA Secondary Market broker-dealers to finance the purchase of the government guaranteed portion of loans originated, underwritten and closed under the Small Business Act and the purchase of pools of guaranteed portions of such loans.

The Federal Communications Commission, as part of its continuing effort to reduce paperwork burden invites the general public and other Federal agencies to take this opportunity to comment on the following information collection(s), as required by the Paperwork Reduction Act of 1995, 44 U.S.C. 3501-3520. An agency may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the Paperwork Reduction Act (PRA) that does not display a valid control number. Comments are requested concerning (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology.
Office of the Managing Director: Strategic Management Division; Fiscal Year 2010-2015 Strategic Plan
This notice is in accordance with OMB Circular A-11, Section 210.3 (b), Consultation and Outreach, which requires that the NTSB solicits comments on the proposed strategic plan to be published by December 2009. All interested parties are invited to submit comments regarding this proposed strategic plan. As background, NTSB's 2007-2012 strategic plan was published February 9, 2007. The proposed strategic plan updates the original plan, incorporating lessons learned from three years of performance management at the agency. The revised plan includes similar strategic goals as the original plan, plus 17 enhanced strategic objectives and 28 key performance indicators to measure overall success of agency objectives. In addition, the proposed strategic plan includes an updated analysis of environmental factors affecting the agency, and a discussion of data reliability and evaluation methodology. The staff grants a rulemaking petition filed by Appaoloosa Broadcasting, Company, Inc., the licensee of Station KIMX(FM), Channel 244C2, Laramie, Wyoming, by substituting FM Channel 286A for vacant Channel 247A at Wheatland, Wyoming. The reference coordinates for Channel 286A at Wheatland are 42-04-28 NL and 104-56-51 WL.

The Audio Division, at the request of Chochise Broadcasting LLC, substitutes Channel 293C2 for vacant FM Channel 255C2 at Leupp, Arizona. Channel 293C2 can be allotted at Leupp, Arizona. Privacy Act System of Records
Pursuant to subsection (e)(4) of the Privacy Act of 1974, as amended (5 U.S.C. 552a), the FCC proposes to add a new system of records, FCC/MB-1, ``Ownership Report for Commercial Broadcast Stations.'' The FCC's Media Bureau (MB) will use the information contained in FCC/MB-1 to administer the FCC's regulatory responsibilities that relate to ownership of commercial broadcast stations, including AM and FM radio and television, as well as to interests in daily newspapers that are subject to the Commission's media ownership rules. Patents and Other Intellectual Property Rights
NASA is amending its regulations by removing a subpart concerning authority and delegations to take certain actions relating to patents and other intellectual property rights. The NASA General Counsel establishes Agency-wide legal policies and procedures in conjunction and coordination with the various Center Chief Counsels and determines best methods and practices for providing legal advice, assistance, and functional guidance inherent in rendering legal services.
E911 Location Accuracy
In this document, the Federal Communications Commission seeks to refresh the record in the proceeding regarding service rules for wireless Enhanced 911 (E911) Phase II location accuracy and reliability. The Public Notice seeks comment on whether, since the most recent activity in the docket, subsequent developments in the industry and technology may have affected parties' positions on the issues raised. The intended effect of this document is to provide an updated record for the Commission to fully consider what service rules concerning location accuracy and reliability might be adopted.
Unpaid and Shortpaid Information-Based Indicia Postage Meters and PC Postage Products
The Postal Service is revising the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]), to implement revenue assurance procedures for information-based indicia (IBI) postage generated from postage evidencing systems. An automated process will be implemented to detect mailpieces with unpaid or shortpaid IBI postage. This automated process will supplement and enhance current procedures.

The National Aeronautics and Space Administration (NASA) announces a meeting of the Planetary Science Subcommittee of the NASA Advisory Council (NAC). This Subcommittee reports to the Science Committee of the NAC. Determination of Insufficient Assets To Satisfy Claims Against Financial Institution in Receivership
The FDIC, by its Board of Directors, has determined that insufficient assets exist in the receivership of IndyMac Bank, F.S.B., Pasadena, California and the receivership of IndyMac Federal Bank, FSB, Pasadena, California to make any distribution to general unsecured claims, and therefore such claims will recover nothing and have no value.
Prepaid Assessments
The FDIC is amending its regulations requiring insured institutions to prepay their estimated quarterly risk-based assessments for the fourth quarter of 2009, and for all of 2010, 2011, and 2012. The prepaid assessment for these periods will be collected on December 30, 2009, along with each institution's regular quarterly risk-based deposit insurance assessment for the third quarter of 2009. For purposes of estimating an institution's assessments for the fourth quarter of 2009, and for all of 2010, 2011, and 2012, and calculating the amount that an institution will prepay on December 30, 2009, the institution's assessment rate will be its total base assessment rate in effect on September 30, 2009.\1\ On September 29, 2009, the FDIC increased annual assessment rates uniformly by 3 basis points beginning in 2011.\2\ As a result, an institution's total base assessment rate for purposes of estimating an institution's assessment for 2011 and 2012 will be increased by an annualized 3 basis points beginning in 2011. Again for purposes of calculating the amount that an institution will prepay on December 30, 2009, an institution's third quarter 2009 assessment base will be increased quarterly at a 5 percent annual growth rate through the end of 2012. The FDIC will begin to draw down an institution's prepaid assessments on March 30, 2010, representing payment for the regular quarterly risk-based assessment for the fourth quarter of 2009.
Defining Safe Harbor Protection for Treatment by the Federal Deposit Insurance Corporation as Conservator or Receiver of Financial Assets Transferred by an Insured Depository Institution in Connection With a Securitization or Participation
The Federal Deposit Insurance Corporation (``FDIC'') is amending its regulations defining safe harbor protection for treatment by the Federal Deposit Insurance Corporation as conservator or receiver of financial assets transferred in connection with a securitization or participation. The amendment continues for a limited time the safe harbor provision for participations or securitizations that would be affected by recent changes to generally accepted accounting principles. In effect, the Interim Rule ``grandfathers'' all participations and securitizations for which financial assets were transferred or, for revolving securitization trusts, for which securities were issued prior to March 31, 2010 so long as those participations or securitizations complied with the preexisting provision under generally accepted accounting principles in effect prior to November 15, 2009. The transitional safe harbor will apply irrespective of whether or not the participation or securitization satisfies all of the conditions for sale accounting treatment under generally accepted accounting principles as effective for reporting periods after November 15, 2009. The FDIC is intending to publish in December 2009, a Notice of Proposed Rulemaking to amend its regulations further regarding the treatment of participations and securitizations issued after March 31, 2010.
USERRA Benefits Under Title IV of ERISA
The Uniformed Services Employment and Reemployment Rights Act of 1994 (``USERRA'') provides that an individual who leaves his or her job to serve in the uniformed services is generally entitled to reemployment by his or her previous employer and, upon reemployment, to receive credit for benefits, including employee pension plan benefits, that would have accrued but for the employee's absence due to the military service. Proposed Collection; Comment Request for an Unmodified OGE Form 201 Ethics Act Access Form
After this first round notice and public comment period, OGE plans to submit an unmodified OGE Form 201 to the Office of Management and Budget (OMB) for review and approval of a three-year extension under the Paperwork Reduction Act. The OGE Form 201 is used by persons for requesting access to executive branch public financial disclosure reports and other covered records. OGE is proposing no changes to the form at this time.
