This document corrects the DATES and ADDRESSES sections to a proposed rule published in the Federal Register on April 15, 2024, regarding Federal Motor Vehicle Safety Standard No. 305a Electric- Powered Vehicles: Electric Powertrain Integrity. The proposed rule included establishing new reporting and record retention requirements and, in compliance with the Paperwork Reduction Act of 1995 (PRA), NHTSA sought public comment on these new proposed information collections. The corrections add text under the DATES and ADDRESSES sections to include instructions for submitting comments regarding the new information collection requirements proposed in the NPRM.

The Rural Utilities Service (RUS or Agency), an agency in the United States Department of Agriculture (USDA) Rural Development Mission area, published a final rule with comment in the Federal Register on March 11, 2024, to provide more flexibility for the RUS Electric Program borrowers to complete emergency repairs while maintaining the ability to receive RUS financing, to delete unnecessary and outdated requirements imposed on electric borrowers and applicants, and to provide flexibility in selecting construction procurement methods that better support applicant needs in awarding construction contracts. Through this action, RUS is confirming the final rule as it was published.

As contemplated by the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (EGRPRA), the NCUA Board (Board) is voluntarily reviewing agency regulations to identify rules that are outdated, unnecessary, or unduly burdensome on federally insured credit unions. The NCUA is not statutorily required to undertake the EGRPRA review; however, the Board has elected to participate in the decennial review process. The NCUA divided its regulations into 10 categories outlined in the included chart. Over the next 2 years, the NCUA will publish four Federal Register documents each requesting comment on multiple categories of regulations. This first Federal Register document requests comment on regulations concerning the following two categories: "Applications and Reporting," and "Powers and Activities." The NCUA will address the remaining eight categories in the next three documents.

The FAA proposes to adopt a new airworthiness directive (AD) for all Dassault Aviation Model FALCON 7X airplanes. This proposed AD was prompted by reports of excessive thickness of the trailing edge of certain ailerons, which may affect the assembly of the rear spar with the lower and upper skins. This proposed AD would require a one-time ultrasonic or visual inspection of the aileron rear spar and trailing edge areas, and applicable corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

This final rule amends the Department of Veterans Affairs (VA) medical regulations and its regulations on per diem for nursing home care of veterans in State homes to conform with section 101 of the Joseph Maxwell Cleland and Robert Joseph Dole Memorial Veterans Benefits and Health Care Improvement (Cleland-Dole) Act of 2022, which expanded the provision of hospital care, medical services, and nursing home care to World War II (WWII) veterans. VA is also amending its medical regulations to remove existing references to Mexican border and World War I (WWI) veterans.

The U.S. Department of Energy (DOE or the Department) is correcting a final rule that was published in the Federal Register on April 30, 2024. The final rule revised National Environmental Policy Act (NEPA) implementing procedures (regulations). This document corrects an error in that final rule.

This rule establishes salable quantities and allotment percentages for Class 1 (Scotch) and Class 3 (Native) spearmint oil produced in Washington, Idaho, Oregon, and parts of Nevada and Utah (Far West) for the 2024-2025 marketing year. This rule also removes references to past volume regulations no longer in effect.

This action modifies the Class E airspace extending upward from 700 feet above the surface of the Hollister Municipal Airport, Hollister, CA due to the newly developed Area Navigation (RNAV) (Global Positioning System [GPS]) Runway (RWY) 13 approach. This action supports the safety and management of instrument flight rules (IFR) operations at the airport.

The Coast Guard is establishing a temporary safety zone for certain waters of the Thames River, Groton, CT. This action is necessary to provide for the safety of life on the navigable waters in the vicinity of Fort Trumbull. New London, CT to the south of the Pfizer Pier in Groton, CT during installation of submerged cable and the removal and replacement of a floating drydock. When enforced, entry of vessels or persons into this zone is prohibited unless specifically authorized Captain of the Port Long Island Sound.

The Coast Guard will enforce a safety zone for a fireworks display at "The Wharf DC," in Washington, DC, on June 29, 2024, to provide for the safety of life on navigable waterways during this event. Our regulations identify the precise location. During the enforcement period, vessels may not enter, remain in, or transit through the safety zone unless authorized to do so by the COTP or his representative, and vessels in the vicinity must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

The Coast Guard will enforce a Safety Zone for the Clayton Chamber of Commerce 4th of July Fireworks on July 3, 2024, to provide for the safety of life on navigable waterways during this event. Fireworks will be fired from a barge at 44[deg]14'54" N by 76[deg]05'26" W the Saint Lawernce River. Our regulation for marine events within the Ninth Coast Guard District identifies the regulated area for this event in Clayton, NY. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

Current FAA regulations require that foreign applicants for operating specifications must hold a valid air operator certificate issued by the State of the Operator. Some International Civil Aviation Organization Contracting States have joined together to form Regional Safety Oversight Organizations. These organizations may provide a uniform regulatory structure for safety oversight and provide technical assistance and the execution of safety oversight functions on behalf of their member States. Regional Safety Oversight Organizations have been established in many parts of the world. These organizations may be formed based on a variety of differing arrangements among member States. The institutional structures of these organizations range from highly formalized intergovernmental organizations established on the basis of formal legal agreements, to less formalized organizations established under the International Civil Aviation Organization Cooperative Development of Operational Safety and Continuing Airworthiness Program. States participating in Regional Safety Oversight Organizations may delegate various functions or tasks to these organizations based on the extent of delegated legal authority stipulated in the Regional Safety Oversight Organization's formation documentation. One of the functions member States may delegate to some of the highly formalized and more fully resourced Regional Safety Oversight Organizations is the issuance of air operator certificates on behalf of the State of the Operator. This regulation change would allow the FAA to review and, if acceptable to the Administrator, recognize as valid air operator certificates issued by the Regional Safety Oversight Organization to foreign air carriers on behalf of the State of the Operator for purposes of evaluating foreign applicants for operating specifications.

This document announces the Agency's receipt of an initial filing of a pesticide petition requesting the establishment or modification of regulations for residues of pesticide chemicals in or on various commodities.

The Food and Drug Administration (FDA or the Agency) is extending the comment period for the proposed rule entitled "Labeling Requirements for Approved or Conditionally Approved New Animal Drugs" published in the Federal Register of March 12, 2024, by 60 days. The Agency is taking this action in response to a request for an extension to allow interested persons additional time to submit comments.

The Commission is acknowledging a recent filing requesting the Commission initiate a rulemaking proceeding to consider changes to analytical principles relating to periodic reports (Proposal Two). This document informs the public of the filing, invites public comment, and takes other administrative steps.

This emergency rule implements 2024 specifications for the Atlantic spiny dogfish fishery. This action is necessary to establish allowable harvest levels for the spiny dogfish fishery to prevent overfishing while minimizing adverse economic impacts on fishing communities, using the best scientific information available.

The FAA proposes to supersede Airworthiness Directive (AD) 2009-25-13, which applies to certain Bombardier, Inc., Model BD-100- 1A10 (Challenger 300) airplanes. AD 2009-25-13 requires the deactivation of the left-hand (LH) baggage bay heater mat. Since the FAA issued AD 2009-25-13, Bombardier developed a new design solution for the potential uncontrolled heating of the baggage bay sidewall heater mat. This proposed AD would retain the requirements of AD 2009- 25-13, and would also require modifying the baggage bay sidewall interior panel, heater mat, and water tank heater installation, and doing functional testing. Upon the completion of the new actions, the retained requirements of AD 2009-25-13 would terminate. This proposed AD would also revise the applicability and prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.

These special conditions are issued for the Textron Aviation, Inc. (Textron) 550 (Bravo), 560 (Ultra Encore), and 560XL (Excel) series airplane as modified by Aerospace Design & Compliance, LLC (ADC). These airplanes will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is the installation of a digital system that contains a wireless and hardwired network with hosted application functionality that allows access, from sources internal to the airplane, to the airplane's internal electronic components. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

In accordance with the regulations implementing the Marine Mammal Protection Act (MMPA), as amended, NMFS hereby promulgates regulations to govern the incidental taking of marine mammals incidental to Sunrise Wind, LLC (Sunrise Wind), a 50/50 joint venture between [Oslash]rsted North America, Inc. ([Oslash]rsted) and Eversource Investment, LLC, construction of the Sunrise Wind Offshore Wind Farm Project (hereafter known as the "Project") in Federal and State waters offshore New York, specifically within the Bureau of Ocean Energy Management (BOEM) Commercial Lease of Submerged Lands for Renewable Energy Development on the Outer Continental Shelf (OCS) Lease Area OCS-A-0487 (Lease Area) and along one export cable route to sea- to-shore transition points in Shirley, New York (collectively referred to as the "Project Area"), over the course of 5 years (June 21, 2024June 20, 2029). These regulations, which allow for the issuance of a Letter of Authorization (LOA) for the incidental take of marine mammals during construction-related activities within the Project Area during the effective dates of the regulations, prescribe the permissible methods of taking and other means of effecting the least practicable adverse impact on marine mammal species or stocks and their habitat as well as requirements pertaining to the monitoring and reporting of such taking.

The FAA is adopting a new airworthiness directive (AD) for all ATRGIE Avions de Transport R[eacute]gional Model ATR42-500 and Model ATR72 airplanes. This AD was prompted by reports of heavy corrosion on one of the two lugs of the travel limiting unit (TLU) lever assembly. This AD requires repetitive inspections of the TLU lever assembly for corrosion and, depending on findings, a conductivity test and applicable corrective actions, and prohibits the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

On February 14, 2020, U.S. Customs and Border Protection (CBP) published a final rule in the Federal Register (CBP Dec. 20-03) imposing import restrictions on certain archaeological and ethnological material from Ecuador, pursuant to a memorandum of understanding between the United States and Ecuador. This document corrects the expiration date of the import restrictions to February 11, 2025, to correspond with the date the import restrictions entered into force. The CBP regulations are being amended to reflect this correction. The Designated List of materials to which the restrictions apply remains unchanged.

The Department of Justice ("DOJ") proposes to transfer marijuana from schedule I of the Controlled Substances Act ("CSA") to schedule III of the CSA, consistent with the view of the Department of Health and Human Services ("HHS") that marijuana has a currently accepted medical use as well as HHS's views about marijuana's abuse potential and level of physical or psychological dependence. The CSA requires that such actions be made through formal rulemaking on the record after opportunity for a hearing. If the transfer to schedule III is finalized, the regulatory controls applicable to schedule III controlled substances would apply, as appropriate, along with existing marijuana-specific requirements and any additional controls that might be implemented, including those that might be implemented to meet U.S. treaty obligations. If marijuana is transferred into schedule III, the manufacture, distribution, dispensing, and possession of marijuana would remain subject to the applicable criminal prohibitions of the CSA. Any drugs containing a substance within the CSA's definition of "marijuana" would also remain subject to the applicable prohibitions in the Federal Food, Drug, and Cosmetic Act ("FDCA"). DOJ is soliciting comments on this proposal.

On January 23, 2024, the U.S. Agency for International Development (USAID) issued a direct final rule revising the Agency for International Development Acquisition Regulation (AIDAR) to maintain consistency with Federal and agency regulations, remove obsolete material and internal agency procedures, and make editorial amendments to clarify the regulation. This document makes two corrections to the rule.

On May 2, 2024, the Coast Guard published a temporary interim rule and request for comments extending the effective period for the 63 temporary 500-meter safety zones around the construction of each facility during the development of the Vineyard Wind 1 Wind Farm project area. That rule contained an incorrect phone number for the First Coast Guard District Command Center. This document corrects the phone number in the regulatory text of the rule. This document also withdraws a correction that we issued on May 14, 2024, that proceeded to fix the wrong phone number in the temporary interim rule.

The Department of the Treasury and the SEC are jointly issuing a proposed rulemaking implementing the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 with regard to certain investment advisers. If, as proposed in a separate rulemaking, certain investment advisers are included in the definition of "financial institution" under the Bank Secrecy Act, the Secretary of the Treasury and the SEC will be required to jointly prescribe a regulation that, among other things, requires investment advisers to implement reasonable procedures to verify the identities of their customers.
