Banned Hazardous Substances: Aerosol Duster Products Containing More Than 18 mg in Any Combination of HFC-152a and/or HFC-134a
The U.S. Consumer Product Safety Commission (Commission or CPSC) is proposing to declare that any aerosol duster products that contain more than 18 mg in any combination of HFC-152a and/or HFC-134a are banned hazardous substances under the Federal Hazardous Substances Act (FHSA). For the ten-year period from 2012 to 2021, CPSC is aware of more than 1,000 deaths, and estimates 21,700 treated injuries involving the inhalation of aerosol duster products. The proposed rule addresses deaths and injuries associated with the propellants HFC- 152a and HFC-134a used in aerosol duster products. The Commission is providing an opportunity for interested parties to submit written comments on this notice of proposed rulemaking (NPR).

This regulation establishes tolerances for residues of pendimethalin in or on fig and fig, dried. BASF Corporation has requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).
Plan-Specific Substitute Mortality Tables for Determining Present Value
This document sets forth final regulations that update the requirements that a plan sponsor of a single-employer defined benefit plan must meet to obtain IRS approval to use mortality tables specific to the plan in calculating present value for minimum funding purposes (as a substitute for the generally applicable mortality tables). These regulations affect participants in, and beneficiaries of, certain retirement plans and employers maintaining those plans.
Homeland Security Acquisition Regulation, Rescinding Reserve Officer Training Corps and Military Recruiting on Campus Clause (HSAR Case 2024-001)
DHS is proposing to amend the Homeland Security Acquisition Regulation (HSAR). Specifically, DHS proposes to remove and reserve a HSAR clause and subpart. These provisions contain regulatory requirements, which prohibits the award of certain Federal contracts to institutions of higher education that prohibit Reserve Officer Training Corps units or military recruiting on campus. DHS believes these HSAR provisions are no longer needed in light of amendments made in the Federal Acquisition Regulation (FAR), which DHS has adhered to since December 2020.
Endangered and Threatened Wildlife and Plants; Removal of Northeastern Bulrush From the Federal List of Endangered and Threatened Plants
We, the U.S. Fish and Wildlife Service (Service), propose to remove the northeastern bulrush (Scirpus ancistrochaetus) from the Federal List of Endangered and Threatened Plants. After a review of the best available scientific and commercial information, we find that delisting the species is warranted. Our review indicates that the threats to the northeastern bulrush have been eliminated or reduced to the point that the species no longer meets the definition of an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). Accordingly, we propose to delist the northeastern bulrush. If we finalize this rule as proposed, the prohibitions and conservation measures provided by the Act, particularly through Sections 7 and 9 would no longer apply to the northeastern bulrush.

Foreign Endangered Species; Receipt of Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on applications to conduct certain activities with foreign species that are listed as endangered under the Endangered Species Act (ESA). With some exceptions, the ESA prohibits activities with listed species unless Federal authorization is issued that allows such activities. The ESA also requires that we invite public comment before issuing permits for any activity otherwise prohibited by the ESA with respect to any endangered species.

Public Land Order No. 7944; Extension of Public Land Order No. 7614 for Halliday Fen Research Natural Area, Washington
This order extends the duration of the withdrawal created by Public Land Order (PLO) No. 7614 for an additional 20-year period. PLO No. 7614 withdrew 646.40 acres of National Forest System lands in the Colville National Forest near Metaline, Washington from location and entry under the United States mining laws to protect the Halliday Fen Research Natural Area (RNA). A Federal Register notice published on September 29, 2023, revised the legal land description and acreage written in PLO No. 7614 to reflect the Bureau of Land Management (BLM) Cadastral Survey's current standards for Specifications for Descriptions of Land.
