Low Enriched Uranium From France; Termination of Five-Year Review
The Commission instituted the subject five-year review in November 2018 to determine whether revocation of the antidumping duty order on low enriched uranium from France would be likely to lead to continuation or recurrence of material injury. On March 15, 2019, the Department of Commerce published notice that it was revoking the order effective December 24, 2018, because it did not receive a Notice of Intent to Participate from domestic interested parties. Accordingly, the subject review is terminated.
Notice of Receipt of Requests To Voluntarily Cancel Certain Pesticide Registrations and Amend Registrations To Terminate Certain Uses
In accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), EPA is issuing a notice of receipt of requests by the registrants to voluntarily cancel certain pesticide product registrations and to amend certain product registrations to terminate uses. EPA intends to grant these requests at the close of the comment period for this announcement unless the Agency receives substantive comments within the comment period that would merit its further review of the requests, or unless the registrants withdraw their requests. If these requests are granted, any sale, distribution, or use of products listed in this notice will be permitted after the registrations have been cancelled and uses terminated only if such sale, distribution, or use is consistent with the terms as described in the final order.
Improving the Implementation of Risk-Based Monitoring Approaches of Clinical Investigations; Public Workshop
The Food and Drug Administration (FDA, we) is announcing the following pubic workshop entitled ``Improving the Implementation of Risk-Based Monitoring Approaches of Clinical Investigations.'' This public workshop is convened by Duke University's Robert J. Margolis, MD, Center for Health Policy and supported by a cooperative agreement with FDA. The purpose of the public workshop is to capture stakeholder experiences with risk-based approaches to monitoring of clinical investigations and gather stakeholder input on opportunities to further the implementation of risk-based approaches to monitoring.
Safety Zone; Belvedere Island Birthday Fireworks; Richardson Bay, Belvedere, CA
The Coast Guard is establishing a temporary safety zone in the navigable waters of Richardson Bay 500 feet west of Belvedere Island in support of the Belvedere Island Birthday Fireworks on June 1, 2019. This safety zone is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or a designated representative.
Air Plan Approval; Michigan; Permit To Install Public Hearing Provisions
The Environmental Protection Agency (EPA) is approving certain changes to the Michigan State Implementation Plan (SIP). This action relates to changes to the Permit to Install requirements for public participation of permitting actions. Additionally, the action contains changes to the rule which address permit emission limits that are enforceable as a practical matter.
Extension of Start Date for Revised Photochemical Assessment Monitoring Stations
The EPA is proposing to revise the start date for the revised Photochemical Assessment Monitoring Stations (PAMS) monitoring site network established in 40 CFR part 58, Appendix D. This proposed revision would extend the start date from June 1, 2019, to June 1, 2021. The proposed revision would give states two additional years to acquire the necessary equipment and expertise needed to successfully make the required PAMS measurements by the start of the 2021 PAMS season.

Fisheries Off West Coast States; Coastal Pelagic Species Fisheries; Multi-Year Harvest Specifications for the Central Subpopulation of Northern Anchovy
NMFS is implementing this final rule to establish the overfishing limit (OFL), acceptable biological catch (ABC) and annual catch limit (ACL), for the central subpopulation of northern anchovy in the U.S. exclusive economic zone (EEZ) off the Pacific coast under the Coastal Pelagic Species Fishery Management Plan. NMFS prepared this rulemaking in response to a January 2018 court decision (Oceana, Inc. v. Ross) that vacated the OFL, ABC, and ACL for the central subpopulation of northern anchovy, followed by subsequent orders requiring NMFS to establish a new OFL, ABC, and ACL through a notice and comment rulemaking. NMFS is implementing an OFL of 94,290 metric tons (mt), an ABC of 23,573 mt, and an ACL of 23,573 mt. If the ACL for this stock is reached or projected to be reached, then fishing will be closed until it reopens at the start of the next fishing season. This rule is intended to conserve and manage the central subpopulation of northern anchovy off the U.S. West Coast.

The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on welded stainless pressure pipe from India for the period November 1, 2017, through October 31, 2018.
Advance Notification of Sunset Review; Correction
On May 1, 2019, the Department of Commerce (Commerce) published the notice Antidumping or Countervailing Duty Order, Finding, or Suspended Investigation; Advance Notification of Sunset Reviews, (May 1, 2019) (June 2019 Advance Sunset Reviews Notice), in which Commerce inadvertently listed Carbon And Certain Alloy Steel Wire Rod from Brazil (A-351-832) twice and omitted Carbon And Certain Alloy Steel Wire Rod from Mexico (A-201-830). Commerce has also advanced the initiation date of the antidumping and countervailing duty orders on Oil Country Tubular Goods from India (A-533-857; C-533-858), Turkey (A- 489-816; C-489-817), Vietnam (A-552-817) and Republic of Korea (A-580- 870). This notice serves to correct the June 2019 Advance Sunset Reviews Notice for the aforementioned items.

The Department of Commerce (Commerce) is notifying the public that the Court of International Trade's (CIT) final judgment in this case is not in harmony with Commerce's final scope ruling. Commerce, therefore, finds that certain zinc anchors imported by OMG, Inc. (OMG), are not within the scope of the antidumping and countervailing duty orders on certain steel nails from the Socialist Republic of Vietnam (Vietnam).

Final Environmental Impact Statement and Final Habitat Conservation Plan for the Skookumchuck Wind Energy Project, Lewis and Thurston Counties, Washington
We, the U.S. Fish and Wildlife Service, announce the availability of a final environmental impact statement (EIS) and a final habitat conservation plan (HCP) addressing the Skookumchuck Wind Energy Project (project) in Lewis and Thurston Counties, Washington. The Skookumchuck Wind Energy Project LLC (applicant) is requesting an incidental take permit (ITP) covering the take of one threatened species listed under the Endangered Species Act, and two non-listed federally protected species (collectively referred to as covered species) likely to be caused by the operation of the project over a 30- year period. The HCP describes the steps the applicant will take to minimize, mitigate, and monitor incidental take of the covered species. The final EIS has been prepared in response to the ITP application in accordance with the requirements of the National Environmental Policy Act.
