The Environmental Protection Agency (EPA) is approving certain changes to the Michigan State Implementation Plan (SIP). This action relates to changes to the Permit to Install requirements for public participation of permitting actions. Additionally, the action contains changes to the rule which address permit emission limits that are enforceable as a practical matter.

The Environmental Protection Agency has submitted an information collection request (ICR), NESHAP for Publicly Owned Treatment Works (EPA ICR Number 1891.10, OMB Control Number 2060-0428), to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through March 31, 2019. Public comments were previously requested, via the Federal Register, on May 30, 2018 during a 60-day comment period. This notice allows for an additional 30 days for public comments. Pursuant to the Federal Clean Air Act (CAA or the Act), the Environmental Protection Agency (EPA) is proposing to approve revisions to the Arkansas State Implementation Plan (SIP) Permitting Programs submitted on October 24, 2002, July 26, 2010, November 6, 2012, and March 24, 2017. Most of the revisions are administrative in nature and make the SIP current with Federal rules. In addition, the revisions add permit flexibility provisions to the NSR program. This proposed action is consistent with the requirements of section 110 of the CAA.

The Environmental Protection Agency (EPA) is approving a state implementation plan (SIP) revision submitted by the Commonwealth of Pennsylvania (Pennsylvania). The revision updates Philadelphia County's portion of the Pennsylvania SIP, which includes regulations concerning sulfur content in fuel oil. Implementation of these provisions will reduce the amount of sulfur in fuel oils used in combustion units in Philadelphia County. EPA is approving these revisions to the Pennsylvania SIP in accordance with the requirements of the Clean Air Act (CAA).

EPA is hereby correcting information presented in a notice that published in the Federal Register of April 10, 2019. That notice provided information concerning submissions to EPA under TSCA Section 5, but inadvertently duplicated test submission information from the previous month. EPA is providing the test information received in January 2019, and providing an opportunity for public comment on this information.

The Environmental Protection Agency (EPA) is proposing to approve three state implementation plan (SIP) revisions submitted by the State of Delaware. One revision requests EPA remove from the Delaware SIP a state regulation governing emissions from Electric Arc Furnaces (EAF) because there are no such sources in Delaware and the State has already repealed this regulation. EPA is further proposing to approve minor revisions to two SIP approved regulations which reference the repealed EAF regulation in order to remove references to the EAF regulation. EPA is proposing approval of these SIP revisions in accordance the Clean Air Act (CAA).

The Clean Air Act (CAA), Act to Prevent Pollution from Ships (APPS) and regulations require that the United States Environmental Protection Agency (EPA) provide notice to interested parties before any contractor may be provided access to confidential business information (CBI). EPA is providing notice that several subcontractors of a previously identified contractor will be given access to CBI. This permits the CBI owners and any other interested parties to comment on the subcontractors' proposed access to CBI so that EPA's Office of Enforcement and Compliance Assurance can utilize the named subcontractors to provide compliance assistance and enforcement services without providing individualized notice to CBI owners.

In accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), EPA is issuing a notice of receipt of requests by registrants to voluntarily cancel certain pesticide registrations. EPA intends to grant these requests at the close of the comment period for this announcement unless the Agency receives substantive comments within the comment period that would merit its further review of the requests, or unless the registrants withdraw its requests. If these requests are granted, any sale, distribution, or use of the products listed in this notice will be permitted after the registrations have been cancelled only if such sale, distribution, or use is consistent with the terms as described in the final order.

The Environmental Protection Agency (EPA) is approving the State Implementation Plan (SIP) revision that the State of Louisiana submitted to EPA on November 9, 2017 with supplements provided on February 8, 2018, August 24, 2018 and October 9, 2018. The purpose of this revision is to provide for attainment of the 1-hour sulfur dioxide (SO2) primary national ambient air quality standard (NAAQS) in the St. Bernard Parish, Louisiana Nonattainment Area. This plan (herein called a ``nonattainment plan'') includes Louisiana's attainment demonstration and other elements required under the Clean Air Act (CAA). In addition to an attainment demonstration, the nonattainment plan addresses the requirements for meeting reasonable further progress (RFP) toward attainment of the NAAQS, implementation of reasonably available control measures and reasonably available control technology (RACM/RACT), base-year and projection-year emission inventories, enforceable emissions limitations and control measures, and contingency measures. EPA concludes that Louisiana has appropriately demonstrated that the nonattainment plan provisions provide for attainment of the 2010 1-hour primary SO2 NAAQS in the St. Bernard Parish, Louisiana Nonattainment Area by the applicable attainment date and that the nonattainment plan meets the other applicable requirements under the CAA. This action is being taken in accordance with the CAA.

The Environmental Protection Agency (EPA) is providing notice of the availability of data on emission allowance allocations to certain units under the Cross-State Air Pollution Rule (CSAPR) trading programs. EPA has completed preliminary calculations for the first round of allocations of allowances from the CSAPR new unit set-asides (NUSAs) for the 2019 control periods and has posted spreadsheets containing the calculations on EPA's website. EPA will consider timely objections to the preliminary calculations (including objections concerning the identification of units eligible for allocations) before determining the final amounts of the first-round allocations.

Notice is hereby given that the Environmental Protection Agency (EPA) has designated one new reference method for measuring concentrations of carbon monoxide (CO) in ambient air.

The Environmental Protection Agency's (EPA's) Office of Pesticide Programs is inviting nominations from a diverse range of qualified candidates to be considered for appointment to the Pesticide Program Dialogue Committee (PPDC). The PPDC is chartered to provide policy advice, information, and recommendations to the EPA on a wide variety of pesticide regulatory developments and reform initiatives, evolving public policy, and program implementation issues associated with evaluating and reducing risks from pesticide use. To maintain the representation outlined by the charter, nominees will be selected to represent: Environmental/public interest and animal rights groups; farm worker organizations; pesticide industry and trade associations; pesticide user, grower, and commodity groups; federal/state/local and tribal governments; academia; and public health organizations. Vacancies are expected to be filled by September 2019. Sources in addition to this Federal Register Notice may be utilized in the solicitation of nominees.

The Environmental Protection Agency (EPA) is approving changes to the Georgia State Implementation Plan (SIP) to revise Georgia's rules regarding emissions standards and open burning. EPA is approving portions of the SIP revision submitted by the State of Georgia, through the Georgia Department of Natural Resources Environmental Protection Division (GA EPD) on April 11, 2003. This action is being taken pursuant to the Clean Air Act (CAA or Act).

The Environmental Protection Agency (EPA) is reopening the public comment period on the proposed rule ``Air Plan Approval; ID: Infrastructure Requirements for the 2015 Ozone Standard'' published April 9, 2019. Whenever a new or revised National Ambient Air Quality Standard (NAAQS) is promulgated, the Clean Air Act requires each State to submit a plan for the implementation, maintenance, and enforcement of the standard, commonly referred to as infrastructure requirements. The EPA proposes to approve the Idaho State Implementation Plan (SIP), submitted on September 27, 2018, as meeting infrastructure requirements for the 2015 ozone NAAQS. Due to an administrative error, documents relevant to the proposed action were left out of the docket during the initial comment period from April 9, 2019 to May 9, 2019. Thus, the EPA is providing an additional 30 days for public comment on the proposed action.

Pursuant to the Federal Advisory Committee Act, Public Law 92- 463, notice is hereby given that the Mobile Sources Technical Review Subcommittee (MSTRS) will meet on September 17, 2019. The MSTRS is a subcommittee under the Clean Air Act Advisory Committee. This is an open meeting. The meeting will include discussion of current topics and presentations about activities being conducted by EPA's Office of Transportation and Air Quality. The Environmental Protection Agency (EPA) is approving assorted revisions to Ohio's particulate matter rules that the state requested EPA approve into the Ohio State Implementation Plan (SIP) under the Clean Air Act. One set of revisions addresses sources subject to a requirement for continuous opacity monitoring for which such monitoring is unreliable. The revisions add two alternatives: One alternative requires the source to conduct continuous emission monitoring, and the other alternative subjects the source to an alternative monitoring plan assessing compliance with limits specified for alternative parameters. Other revisions in the rules remove provisions for facilities that have shut down and make nonsubstantive revisions to the language of the rules.

The Environmental Protection Agency (EPA) is approving the Limited Maintenance Plan (LMP), submitted by the State of Montana to the EPA on August 3, 2016, for the Missoula moderate particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers (PM10) nonattainment area (Missoula NAA) and concurrently redesignating the Missoula NAA to attainment of the 24- hour PM10 National Ambient Air Quality Standard (NAAQS). In order to approve the LMP and redesignation, the EPA is determining that the Missoula NAA has attained the 1987 24-hour PM10 NAAQS of 150 [micro]g/m\3\. This determination is based upon monitored air quality data for the PM10 NAAQS during the years 2015-2017. The EPA is also approving the Missoula LMP as meeting the appropriate transportation conformity requirements. Lastly, the EPA is approving certain rule revisions the Missoula City-County Air Pollution Control Program submitted on August 3, 2016, and August 22, 2018.
