Medicare Program; Meeting of the Medicare Evidence Development and Coverage Advisory Committee-September 22, 2010
This notice announces that a public meeting of the Medicare Evidence Development & Coverage Advisory Committee (MEDCAC) (``Committee'') will be held on Wednesday, September 22, 2010. The Committee generally provides advice and recommendations concerning the adequacy of scientific evidence needed to determine whether certain medical items and services can be covered under the Medicare statute. This meeting will focus on the currently available evidence regarding the clinical benefits and harms of on-label and off-label use of bone morphogenetic proteins (BMPs). This meeting is open to the public in accordance with the Federal Advisory Committee Act (5 U.S.C. App. 2, section 10(a)).

The Western Area Power Administration (Western), a Federal power marketing agency of the United States Department of Energy (DOE), is requesting SOIs from entities that are interested in purchasing transmission service. Western is evaluating a proposal which would create a new transmission path on the Parker-Davis Project (P-DP) that could facilitate the transmission of renewable generation, and is seeking interest from any entity or entities desiring to purchase Long- Term Firm Transmission Service to deliver such renewable generation over the P-DP transmission system.

Department of the Army: Intent to Prepare a Draft Environmental Impact Statement for the General Re-Evaluation Report for the Mamaroneck and Sheldrake Rivers Flood Damage Risk Reduction Project Village of Mamaroneck, Westchester County, NY
The U.S. Army Corps of Engineers, New York District (District), is preparing a Draft Environmental Impact Statement (DEIS) to ascertain compliance with and to lead to the production of a National Environmental Policy Act (NEPA) document in accordance with the President's Council of Environmental Quality (CEQ) Rules and Regulations, as defined and amended in 40 Code of Federal Regulations (CFR), Parts 1500-1508, Corps principles and guidelines as defined in Engineering Regulation (ER) 1105-2-100, and other applicable Federal and State environmental laws for the proposed Mamaroneck and Sheldrake Rivers Flood Damage Risk Reduction Project. The study area consists of the Mamaroneck and Sheldrake Rivers Basin, which lies entirely within Westchester County, New York and contains portions of the Village and Town of Mamaroneck, the Cities of New Rochelle and White Plains, the Towns of Harrison and North Castle, and the Village of Scarsdale. The EIS process will identify the potential social, economic, cultural, and environmental affects through the implementation of the alternative plans. The District will work as part of a team to include the New York State Department of Environmental Conservation and possibly the County of Westchester, and the Village and/or Town of Mamaroneck.
Proposed Flood Elevation Determinations
Comments are requested on the proposed Base (1% annual-chance) Flood Elevations (BFEs) and proposed BFE modifications for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the proposed regulatory flood elevations for the reach described by the downstream and upstream locations in the table below. The BFEs and modified BFEs are a part of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, these elevations, once finalized, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents in those buildings.
Final Flood Elevation Determinations

Notice of Final Federal Agency Actions on Proposed Highway in Washington
This notice announces actions taken by FHWA that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, the SR 502 Corridor Widening Project, in the State of Washington. Those actions grant approval for the project. The project will widen the existing two-lane roadway to four travel lanes with a median for a 5-mile segment of SR 502 between NE 15th Avenue and NE 102nd Avenue in Clark County, Washington. Specific actions include acquiring additional right-of-way, signalizing three intersections, upgrading one existing signalized intersection, constructing new travel lanes, constructing a median with a median treatment, constructing pedestrian and bicycle facilities, replacing four culverts, removing and placing fill, removing vegetation, and providing stormwater treatment for both new impervious surfaces and some existing surfaces. The project also includes extensive mitigation and restoration actions which are compatible with land use plans.

Agency Information Collection Activities: Permit To Transfer Containers to a Container Station
U.S. Customs and Border Protection (CBP) of the Department of Homeland Security will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act: Permit to Transfer Containers to a Container Station. This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with no change to the burden hours. This document is published to obtain comments from the public and affected agencies. This proposed information collection was previously published in the Federal Register (75 FR 26268) on May 11, 2010, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.
