Proposed Settlement Agreement, Clean Air Act Citizen Suit
In accordance with section 113(g) of the Clean Air Act, as amended (``Act''), 42 U.S.C. 7413(g), notice is hereby given of a proposed settlement agreement, to address a lawsuit filed by Environmental Defense, Natural Resources Defense Council, and Sierra Club (hereinafter ``Petitioners''): Environmental Defense et al. v. Environmental Protection Agency, No. 06-1164 (DC Cir.). On or about May 9, 2006, Petitioners filed a complaint challenging EPA's Transportation Conformity Hot-Spot Final Rule, alleging that the rule failed to satisfy the Clean Air Act's transportation conformity criteria, that it permitted EPA to issue particulate matter (PM) hot-spot guidance without following required procedures, and that it withdrew a motor vehicle emissions factor model for use in PM hot-spot analysis without following required procedures. Under the terms of the proposed settlement agreement, Petitioners agree to dismiss the claim relating to issuance of PM hot-spot guidance once EPA provides public notice of and an opportunity to comment on such guidance.
Procedures for Participation in the 2010 Decennial Census Local Update of Census Addresses (LUCA) Program
The Bureau of the Census (Census Bureau) is requesting public comment on the proposed procedures for developing the specific components of an address list review program, known as the Local Update of Census Addresses (LUCA) program. The Census Bureau will use the LUCA program to help develop the housing unit and group quarters (e.g., college dormitory, nursing home, correctional facility, etc.) address information that it will need to conduct the 2010 Decennial Census. The program will be available to tribal, state, and local governments, and the District of Columbia and Puerto Rico (or their designated representatives), in areas for which the Census Bureau performs a precensus address canvassing operation (excluded are sparsely settled areas in the states of Alaska and Maine). The LUCA program includes federally recognized American Indian tribes with reservations and/or off-reservation trust lands, states, and general-purpose local governments, such as cities and townships, for which the Census Bureau reports data. This notice provides information about the three proposed options available to participants for reviewing and annotating the 2010 Census LUCA materials, as well as a description of the feedback materials that will be provided to participants following their participation. A future notice will announce the establishment outside the Department of Commerce (DOC) of the Census Address List Appeals process that will be established by the Office of Management and Budget (OMB) for the 2010 Census LUCA Operation. The Census Bureau and the OMB will publish a separate Federal Register Notice seeking comments on this Appeal process at a later date.
National Advisory Council for Environmental Policy and Technology
Under the Federal Advisory Committee Act, Pub. L. 92463, EPA gives notice of a meeting of the National Advisory Council for Environmental Policy and Technology (NACEPT). NACEPT provides advice to the EPA Administrator on a broad range of environmental policy, technology, and management issues. The Council is a panel of individuals who represent diverse interests from academia, industry, non-governmental organizations, and local, State, and tribal governments. The purpose of this teleconference is to discuss and approve the draft NACEPT Sustainable Water Infrastructure Workgroup recommendations and the draft NACEPT Energy and Environment Workgroup recommendations on a strategic framework for EPA's biofuels efforts. Review of National Dredging Policy
On behalf of the National Dredging Team, the U.S. Environmental Protection Agency (EPA) is requesting comment on the National Dredging Policy and the National Dredging Team's 2003 Action Agenda for Dredged Material Management. The National Dredging Policy was developed by a Federal Interagency Working Group, which was convened by the U.S. Department of Transportation in the early 1990s to investigate and recommend methods to improve the dredging review process. The Group identified the need for a unified national dredging policy to guide in the development of recommendations and to focus Federal agency commitments. The findings and principles described in the National Dredging Policy have been embraced by the Group's participating agencies. The National Dredging Team (NDT), a Federal interagency group co-chaired by the EPA and the U.S. Army Corps of Engineers (USACE), published its Dredged Material Management: Action Agenda for the Next Decade in 2003. This Action Agenda lays out 22 recommended actions to guide the National Dredging Team and support implementation of the National Dredging Policy. At the request of the Cabinet-level Committee on the Marine Transportation System, the NDT is currently reviewing the National Dredging Policy, as well as the NDT's Action Agenda, to reaffirm their adequacy in support of the U.S. Marine Transportation System.
Environmental Assessment; City of Wilber Flood Control, Lower Big Blue Watershed, Saline County, NE
The Natural Resources Conservation Service (NRCS) has prepared an Environmental Assessment in compliance with the National Environmental Policy Act (NEPA), as amended. Pursuant to the implementing regulations for NEPA (40 CFR parts 1500-1508); the USDA Departmental Policy for the NEPA (7 CFR part 1b); the Natural Resources Conservation Service Regulations (7 CFR part 650); and the Natural Resources Conservation Service policy (General Manual Title 190, Part 410); the Natural Resources Conservation Service gives notice that an environmental impact statement is not being prepared for constructing a single floodwater retarding dam in the Lower Big Blue Watershed, Saline County, Nebraska. The Environmental Assessment was developed in coordination with the sponsoring local organization (Lower Big Blue Natural Resources District) for a proposed floodwater retarding dam in the Lower Big Blue Watershed to reduce flood damages downstream of the site, including the city of Wilber, Nebraska. Upon consideration of the affected environment, alternatives, environmental consequences, and comments and coordination with concerned public and agencies, the State Conservationist for NRCS, Nebraska found that based on the significance and context and intensity that the proposed action is not a major federal action significantly affecting the quality of the human environment. Thus, a Finding of No Significant Impact (FONSI) was made.
USDA Forest Service Open Space Conservation Strategy
The Forest Service is inviting all interested members of the public to provide comments on the Draft Forest Service Open Space Conservation Strategy, which will help shape the Agency's strategic role in its national effort to conserve open space. The Forest Service is interested in addressing the effects of the loss of open space on private forests; on the National Forests and Grasslands and surrounding landscape; and on forests in cities, suburbs, and towns. The Draft Strategy provides a framework to focus existing and new Forest Service actions for open space conservation. Accordingly, comments on the Draft Strategy should focus broadly on the strategic objectives and actions described in the document. See SUPPLEMENTARY INFORMATION section for more background on the loss of open space and the Strategy.
Burmese Sanctions Regulations
The Office of Foreign Assets Control of the U.S. Department of the Treasury (``OFAC'') is amending the Burmese Sanctions Regulations, 31 CFR 537, to add new Sec. 537.527, which sets forth a statement of OFAC licensing policy with respect to the issuance of specific licenses for the importation of Burmese origin animals and specimens, in sample quantities only, for bona fide scientific research and analysis purposes.

As a result of the determination by the International Trade Commission (``ITC'') that revocation of the antidumping duty orders on oil country tubular goods (``OCTG'') from Argentina, Italy, Japan, Korea, and Mexico would not be likely to lead to a continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time, the Department of Commerce (``the Department'') is publishing this notice of revocation of these antidumping duty orders pursuant to sections 751(c) and (d)(2) of the Tariff Act of 1930, as amended (``the Act'').

The public comment period originally closed on July 16, 2007. This document extends the comment period to July 31, 2007.
Centers for Independent Living Program-Training and Technical Assistance
The Assistant Secretary for the Office of Special Education and Rehabilitative Services (OSERS) announces two priorities under the Centers for Independent Living (CIL) ProgramTraining and Technical Assistance. The Assistant Secretary may use one or more of these priorities for competitions in fiscal year (FY) 2007 and in later years. Certain Off-The-Road Tires From China
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase countervailing duty and antidumping investigations Nos. 701-TA-448 and 731-TA-1117 (Preliminary) under sections 703(a) and 733(a) of the Tariff Act of 1930 (19 U.S.C. 1671b(a) and 1673b(a)) (the Act) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of certain off-the-road tires imports from China,\1\ that are alleged to be subsidized by the government of China and sold in the United States at less than fair value. Unless the Department of Commerce extends the time for initiation pursuant to sections 701(c)(1)(B) and 732(c)(1)(B) of the Act (19 U.S.C. Sec. 1671a(c)(1)(B) Sec. 1673a(c)(1)(B)), the Commission must reach a preliminary determination in antidumping investigations in 45 days, or in this case by Wednesday, August 1, 2007. The Commission's views are due at Commerce within five business days thereafter, or by August 9, 2007.

Patriot Express Pilot Loan Initiative
To support the entrepreneurial sector of the Nation's military community that are being significantly affected by what is expected to be a protracted war on terror, SBA is introducing a 7(a) pilot loan initiative to provide needed financial assistance to these entrepreneurs. SemBioSys Genetics, Inc.; Availability of an Environmental Assessment for a Field Release of Safflower Genetically Engineered To Produce Human Proinsulin
We are advising the public that we have prepared an environmental assessment for a proposed field release involving a transgenic safflower line that has been genetically engineered to express, within the seeds, human proinsulin fused to an Arabidopsis oleosin molecule. The purpose of this field release is to obtain seed material for development of downstream insulin purification techniques. The environmental assessment is available to the public for review and comment.
Locality Pay Areas
On behalf of the President's Pay Agent, the Office of Personnel Management is issuing interim regulations on the locality pay program for General Schedule and certain other employees. The interim regulations add Whatcom County, WA, to the Seattle locality pay area, remove the reference to a January effective date for changes made by the President's Pay Agent in locality pay area boundaries, and make a number of changes in the official names of locality pay areas to correspond to revised names of Metropolitan Statistical Areas and Combined Statistical Areas as established by the Office of Management and Budget.
