These include changes to premium rates for Option A (most age bands), Option B (most age bands), Option C (most age bands), and Post-Retirement Basic Insurance. These rates will be effective the first pay period beginning on or after January 1, 2016. The FEGLI Open Season will be held from September 1, 2016 through September 30, 2016.

The Danny Keysar Child Product Safety Notification Act, section 104 of the Consumer Product Safety Improvement Act of 2008 (``CPSIA''), requires the United States Consumer Product Safety Commission (``Commission'' or ``CPSC'') to promulgate consumer product safety standards for durable infant or toddler products. These standards are to be ``substantially the same as'' applicable voluntary standards or more stringent than the voluntary standard if the Commission concludes that more stringent requirements would further reduce the risk of injury associated with the product. The Commission is proposing a safety standard for portable hook-on chairs (``hook-on chairs'') in response to the direction under section 104(b) of the CPSIA. In addition, the Commission is proposing an amendment to include an additional CFR part in the list of notice of requirements (``NORs'') issued by the Commission.

The Summit will specifically highlight the science of healthy aging and preventive services and identify policy gaps that can be pursued to improve the quality of life for older adults. CPSC's focus in the Summit will be to solicit information on better ways that the CPSC and other stakeholders, including state and local governments and non-governmental organizations, can protect the senior population from consumer products that pose risks. The Summit will be held at the Omni Shoreham Hotel in Washington, DC, on July 27-28, 2015. We invite interested parties to participate in or attend the Summit. Interested parties are invited to submit written comments to the CPSC related to the Summit. The comments submitted in writing can be in lieu of, or in addition to, participating in person at the Summit.

Children's Gasoline Burn Prevention Act Regulation

The Children's Gasoline Burn Prevention Act (CGBPA or the Act) adopted the child-resistance requirements for closures on portable gasoline containersfound in the 2005 version of the applicable ASTM rule, F2517-05as a consumer product safety rule. The 2005 ASTM standard was recently revised. Under the Act, the consumer product standard for portable gasoline containers will, by operation of law, incorporate the 2015 revisions to the child-resistance requirements unless the Commission finds that the revisions do not carry out the purposes of the CGBPA's requirements. The Commission has not found that the revisions fail to carry out the purposes of the CGBPA's requirements. As a result, the 2015 revisions to the child-resistance requirements will be automatically incorporated and apply as the statutorily-mandated standard for closures on portable gasoline containers. This direct final rule is to codify certain sections of the 2015 standard to eliminate potential confusion as to the applicable standard.

The Danny Keysar Child Product Safety Notification Act, section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), requires the United States Consumer Product Safety Commission (Commission or CPSC) to promulgate consumer product safety standards for durable infant or toddler products. These standards are to be ``substantially the same as'' applicable voluntary standards or more stringent than the voluntary standards if the Commission determines that more stringent requirements would further reduce the risk of injury associated with the products. The Commission is issuing a safety standard for frame child carriers in response to the direction under section 104(b) of the CPSIA. In addition, the Commission is amending its regulations regarding third party conformity assessment bodies to include the mandatory standard for frame child carriers in the list of Notices of Requirements (NOR) issued by the Commission.

The Consumer Product Safety Commission (CPSC or Commission) is proposing a rule to specify that extension cords (both indoor and outdoor use extension cords) that do not contain one or more readily observable characteristics set forth in the proposed rule constitute a substantial product hazard under the Consumer Product Safety Act (CPSA). The rule would amend 16 CFR part 1120, which lists products that the Commission has determined present a substantial product hazard if the products have or lack specified characteristics that are readily observable, have been addressed by a voluntary standard, such standard has been effective in reducing the risk of injury associated with the product, and there is substantial compliance with the standard.

Notice of Determination Under the Drywall Safety Act of 2012

The Consumer Product Safety Commission (CPSC, or Commission) is announcing that, pursuant to the requirements of the Drywall Safety Act of 2012 (DSA), the Commission has determined that: ASTM C1396-14a, ``Standard Specification for Gypsum Board,'' is a voluntary standard for drywall manufactured or imported for use in the United States that limits sulfur content to a level not associated with elevated rates of corrosion in the home; ASTM C1396-14a became effective less than two years after the enactment of the DSA; and ASTM C1396-14a was developed by Subcommittee C11.01 on Specifications and Test Methods for Gypsum Products of ASTM International. Based on these determinations, the sulfur content limit in ASTM C1396-14a shall be treated as a consumer product safety rule promulgated under the Consumer Product Safety Act (CPSA). Drywall manufactured or imported for use in the United States shall be subject to the general conformity certification (GCC) requirements of the CPSA.

This advance notice of proposed rulemaking (ANPR) initiates a rulemaking proceeding under the Consumer Product Safety Act (CPSA). We invite comments concerning the risk of injury associated with corded window coverings, the regulatory alternatives discussed in this notice, the costs to achieve each regulatory alternative, the effect of each alternative on the safety, cost, utility, and availability of window coverings, and other possible ways to address the risk of strangulation posed to young children by window covering cords. We also invite interested persons to submit an existing standard or a statement of intent to modify or develop a voluntary standard to address the risk of injury described in this notice.

Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates

Section 108 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), requires the United States Consumer Product Safety Commission (Commission or CPSC) to convene a Chronic Hazard Advisory Panel (CHAP) to study the effects on children's health of all phthalates and phthalate alternatives as used in children's toys and child care articles and to provide recommendations to the Commission regarding whether any phthalates or phthalate alternatives other than those already permanently prohibited should be prohibited. The CPSIA requires the Commission to promulgate a final rule after receiving the final CHAP report. The Commission is proposing this rule pursuant to section 108(b) of the CPSIA.
