Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) has published the final version of Supplement 2 to NUREG-0498, ``Final Environmental Statement, Related to the Operation of Watts Bar Nuclear Plant (WBN), Unit 2'' (SFES).

The Commission is proposing rules to enhance the formal complaint process in cases involving alleged violations of a law that prohibits the Postal Service from taking certain actions that might provide it with unfair competitive advantages. The proposal provides an optional accelerated procedure that allows for adjudication of this type of complaint within 90 days. The Commission invites public comment on the proposal.

In this document, the Wireline Competition Bureau (Bureau) provides guidance regarding the 2013 Lifeline recertification process. The Bureau clarifies that all active Lifeline subscribers enrolled or recertified in a calendar year must be recertified the next calendar year, and in every calendar year thereafter. The Bureau also describes the process by which ETCs can elect to have the Universal Service Administrative Company perform the recertification process.

The Commission hereby gives notice of the scheduling of the final phase of countervailing duty investigation Nos. 701-TA-491-497 (Final) under section 705(b) of the Tariff Act of 1930 (19 U.S.C. 1671d(b)) (the Act) to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of subsidized imports from China, Ecuador, India, Indonesia, Malaysia, Thailand, and Vietnam of frozen warmwater shrimp, provided for in subheadings 0306.17.00, 1605.21.10 and 1605.29.10 of the Harmonized Tariff Schedule of the United States, that are preliminarily found to be subsidized by the Governments of China, India, Malaysia, Thailand, and Vietnam and that are alleged to be subsidized by the Governments of Ecuador and Indonesia.1 2

In this document, the Commission seeks comment on the structural separation requirements of the Commission's rules, as they apply to rate-of-return carriers providing facilities-based in-region, interexchange, interstate long distance services. Specifically, the Commission seeks comment on the costs and benefits of continuing to apply requirements to rate-of-return carriers, and whether such carriers continue to have the ability and incentive to engage in anticompetitive behavior.
