The Commodity Futures Trading Commission (``Commission'') is amending its regulations regarding investment of customer funds and related recordkeeping requirements. The amendments address standards for investing in instruments with certain features, requirements for adjustable rate securities, concentration limits on reverse repurchase agreements (``reverse repos''), transactions by futures commission merchants (``FCMs'') that are also registered as securities broker- dealers (``FCM/BDs''), rating standards and registration requirement for money market mutual funds (``MMMFs''), the auditability standard for investment records, and certain technical changes. Among those technical changes is an amendment to the Commission's recordkeeping rules in connection with repurchase agreements (``repos'') and proposed transactions by FCM/BDs.

NSF is re-forwarding the proposed renewal submission to the Office of Management and Budget (OMB) for clearance simultaneously with the publication of this second notice. The Institute of Museum and Library Services (IMLS) is requesting proposals leading to one (1) award of a Cooperative Agreement to develop and host the 2006 and 2007 Web-Wise Conferences on Libraries and Museums in the Digital World in cooperation and with the support of IMLS. The Web-Wise Conference highlights exemplary projects that have used federal funding to improve library and museum programs using technology, and brings together library and museum professionals and national technology experts to discuss issues of mutual concern. Organizations eligible for the award include public and not-for-profit institutions of higher education, all types of libraries, library consortia, all types of public and not-for-profit museums and museum consortia. Federally operated and for-profit museums and libraries are not eligible for IMLS funds. Professional associations serving the museum or library field are eligible. The Cooperative Agreement will be for up to two years; however, funds for the 2007 conference will be released upon successful completion of the 2006 conference, availability of federal funds, and approval of the IMLS Director. In accordance with the Paperwork Reduction Act, this notice invites the public to comment on the collection of information in the Peace Corps Crime Incident Reporting Forms, and gives notice of the Peace Corps' intention to request Office of Management and Budget (OMB) approval of the information collection. The Peace Corps Crime Incident Reporting Forms (PCOIG-958, PCSS-953-2, PCMS-954-1, PCSS-953-A, PCSS- 953, PCMS-954 and the Peace Corps Crime Incident Tracking Form (PCSS- 953-1) collect information related to crimes perpetrated against Peace Corps Volunteers living and working in 72 countries in the developing world. This information is critical for crime prevention programs to keep Peace Corps Volunteers safe, and is used to assist in the investigation of crimes against Peace Corps Volunteers and for the related medical treatment of Peace Corps Volunteers who have been victims of crimes. There is no statutory or regulatory requirement for this information. The information will be initially collected by the Peace Corps Country Director, the Peace Corps Medical Officer, or other staff person designated by the Country Director, and will be electronically submitted to Peace Corps' Office of Safety and Security, Office of the Inspector General, and the Office of Medical Services. The Peace Corps uses this information for programmatic reasons, to evaluate the circumstance of crimes committed against Peace Corps Volunteers, and to make necessary changes in policy and/or programs. The information is submitted, as appropriate, to three Peace Corps offices. Information is submitted to the Office of Safety and Security that is used to evaluate the circumstances of crimes committed against Peace Corps Volunteers and to recommend changes in training, site selection, and/or policy, as related to the safety of the Volunteer. Information is submitted to the Office of Inspector General that is used for the investigation, prosecution, and tracking of perpetrators who commit crimes against Peace Corps Volunteers. Information is submitted to the Office of Medical Services that is used for trend analysis and the education of medical treatment personnel on health- related issues that affect Volunteers who are the victims of crimes. The forms are designed to be submitted electronically in a manner that secures the information and provides specific information only to the office that requires it. These forms are a consolidation of two existing collections with a new collection, and are designed to reduce the reporting burden on staff. These proposed forms do not require input from U.S. citizens who are not employees of the Peace Corps.

Proposed Generic Communication; Clarification of Post-Fire Safe-Shutdown Circuit Regulatory Requirements

The U.S. Nuclear Regulatory Commission (NRC) is proposing to issue a regulatory information summary (RIS) to clarify regulatory requirement issues associated with post-fire safe-shutdown circuit analyses and protection, particularly the requirements of Title 10 of the Code of Federal Regulations, Part 50 (10 CFR 50), Appendix R, which have been interpreted by licensees in a manner that is not consistent with regulatory expectations. The industry and NRC regional inspectors have requested clarification of regulatory expectations with respect to post-fire safe-shutdown circuits. In addition, clarification of these requirements will assist licensees in evaluating the transition to a risk-informed, performance-based fire protection program. Three terms are to be addressed in this RIS: ``any-and-all'' (with respect to spurious actuations), ``associated circuits,'' and ``emergency control station.'' Clarification of the term ``one-at-a- time'' (with respect to spurious actuations) will be provided in a separate generic communication. For each term addressed, this RIS identifies the applicable NRC regulatory requirement, provides the regulatory expectation with respect to the requirement, and specifies one acceptable approach to achieving regulatory compliance. Attachment 1 to this RIS provides additional discussion that explains the basis for the regulatory expectations, including a discussion of the various ways in which each term or phrase has been interpreted by stakeholders. This RIS also gives the staff's views on the use of Nuclear Energy Institute (NEI) guidance document NEI 00-01, ``Guidance for Post-Fire Safe Shutdown Circuit Analysis,'' Revision 1 (ML050310295), in complying with Appendix R. The deterministic methodology presented in NEI 00-01, in conjunction with the guidance in this RIS, is one acceptable approach to achieving regulatory compliance with post-fire safe-shutdown circuit protection requirements. Note that RIS 2004-03, Revision 1, ``Risk-Informed Approach for Post-Fire Safe-Shutdown Circuit Inspections'' (ML042440791) provides guidance on conducting risk-informed circuit inspections, whereas this RIS clarifies the regulatory requirements for compliance with Appendix R.
