Federal Reserve Bank Services Private Sector Adjustment Factor

The Board requests comment on potential modifications to the method for calculating the target return on equity (ROE) in the private-sector adjustment factor (PSAF). The PSAF imputes the costs that would have been incurred and profits that would have been earned had the Federal Reserve Banks' priced services been provided by a private firm. The Monetary Control Act of 1980 (MCA) requires that the Federal Reserve set fees for its services to recover, over the long run, its actual costs of providing the services, as well as the imputed costs and profits. The Board reviews its method for calculating the PSAF periodically to assess whether it is still appropriate in light of the changing business and regulatory environment, industry practices, and accounting standards. Specifically, the Board requests comment on possible changes to the current method to compute a target rate of return on equity capital, including changes to the analytical models and peer group institutions used. The Board's method for setting its overall level of equity capital would continue to be based on the Federal Deposit Insurance Corporation (FDIC) guidelines for a well-capitalized institution for insurance premium purposes.

The subject five-year reviews were initiated in February 2005 to determine whether revocation of the antidumping duty orders on sodium thiosulfate from China, Germany, and the United Kingdom would be likely to lead to continuation or recurrence of material injury to a domestic industry. On May 9, 2005, the Department of Commerce published notice that it was revoking the orders effective March 7, 2005, because ``the domestic interested parties did not participate in these sunset reviews'' (70 FR 24393). Accordingly, pursuant to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)), the subject reviews are terminated.

The Institute of Museum and Library Services (IMLS) is requesting proposals leading to one (1) award of a Cooperative Agreement to Study User Satisfaction with Access to Government Information and Services at Public Libraries and Public Access Computing Centers. This study will explore how the part of the population with limited access to Internet resources (individuals who do not have broadband access from home, work, or school; who choose to access government services and information from locations other than home, work, or school; or who do so through traditional means of access) accesses services and information from the Federal, State, and local governments and whether such users are satisfied with the information and services they are able to access. The study will also examine the ways that public libraries and public access computing centers provide assistance (e.g., reference services, tutorials, classes, training) to users seeking information and services from the Federal, State, and local governments. Eligible organizations include all types of libraries except Federal and for-profit libraries. Eligible libraries include public, school, academic, special, private (not-for-profit), archives, library agencies, and library consortia. In addition, research libraries that give the public access to services and materials suitable for scholarly research not otherwise available to the public and that are not part of a university or college are eligible. Institutions of higher education, including public and not- for-profit universities and colleges, are also eligible. Graduate schools of library and information science may apply as part of an institution of higher education. The Cooperative Agreement will be for up to 2 years. These final rules amend our regulations to conform to the ``Senior Citizens' Freedom to Work Act of 2000.'' This legislation was enacted on April 7, 2000, and became retroactively effective on January 1, 2000. It eliminates the Social Security annual earnings test for retirement beneficiaries, starting from the month in which they reach full retirement age. Before the passage of this legislation, persons reaching full retirement age were subject to an earnings test until the month in which they attained age 70.

The Office of Personnel Management (OPM) is issuing final regulations modifying the Presidential Management Intern (PMI) Program. The regulations implement Executive Order 13318, which renames the PMI Program as the Presidential Management Fellows (PMF) Program, with two components: Presidential Management Fellows (Fellows) and Senior Presidential Management Fellows (Senior Fellows). The regulations prescribe OPM and agency responsibilities with respect to administration of the PMF Program and amend other regulations to reflect the changes established by the Executive Order. In addition, the regulations allow the OPM Director to provide guidance for an orderly transition from the PMI Program to the PMF Program.

Pursuant to the Prison Rape Elimination Act of 2003 (Pub. L. 108-79) [42 U.S.C Section 15601, et seq.], the National Prison Rape Elimination Commission intends to hold a public meeting. The meeting shall address several issue related to the impact prison sexual assaults have on the individual, the family, and the community. There will be survivor testimony related to having been sexually assaulted while incarcerated. There will also be testimony of a survivor's relative about the impact of prison rape on the survivor's family. Finally, expert witnesses will discuss the social, moral, mental, and medical consequences of prison sexual assault.
