On August 26, 2014, DLA published an NOA in the Federal Register (79 FR 50895) announcing the publication of the EA Addressing Implementation of the Real Property Master Plan (RPMP) at Defense Distribution Center, Susquehanna, Pennsylvania. The EA was available for a 30-day public comment period that ended September 25, 2014. The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969. In addition, the EA complied with DLA Regulation (DLAR) 1000.22. No comments were received during the public comment period. This FONSI documents the decision of DLA to implement the RPMP and its component plans at Defense Distribution Center, Susquehanna, Pennsylvania. DLA has determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment within the context of NEPA and that no significant impacts on the human environment are associated with this decision.

The law as originally passed by Congress applied to dwellings with monthly rents of $2,400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation and to publish the new amount in the Federal Register.

This proposed rule requests public comment on proposed implementation for Long Term Care Hospitals (LTCHs) the statutory provision at title 10, United States Code (U.S.C.), section 1079(j)(2) that TRICARE payment methods for institutional care be determined, to the extent practicable, in accordance with the same reimbursement rules as those that apply to payments to providers of services of the same type under Medicare. This proposed rule sets forth the proposed regulation modifications necessary to implement a TRICARE reimbursement methodology similar to that applicable to Medicare beneficiaries for inpatient services provided by LTCHs.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/Federal Emergency Management Agency-011 Training and Exercise Program Records System of Records.'' This system of records allows the Department of Homeland Security/Federal Emergency Management Agency to collect and maintain records on its training and exercise programs. This system of records includes personally identifiable information of current and former Federal Emergency Management Agency employees and contractors, current and former members of the first responder and emergency management communities, and other individuals who have applied or registered to participate in training and exercise programs or who have assisted with Federal Emergency Management Agency's training and exercise programs. Notice is hereby given that the Office of Research Integrity (ORI) has taken final action in the following case: Bin Kang, Ph.D., Oklahoma Medical Research Foundation: Based on the Respondent's admission, an assessment conducted by the Oklahoma Medical Research Foundation (OMRF), and additional analysis conducted by ORI in its oversight review, ORI found that Dr. Bin Kang, Postdoctoral Fellow, Immunobiology and Cancer Research Program, OMRF, engaged in research misconduct in research supported by National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), grants AI056129 and AI104057. ORI and OMRF found that Respondent engaged in research misconduct by reporting falsified data in: ``Asb2 regulates the activity of SCF E3 ubiquitin ligases by antagonizing CAND1-mediated exchange of F-box proteins,'' submitted to Molecular Cell on June 26, 2014; hereafter referred to as the ``original Molecular Cell manuscript'' the revised version of ``Asb2 regulates the activity of SCF E3 ubiquitin ligases by antagonizing CAND1-mediated exchange of F- box proteins,'' submitted to Molecular Cell on September 29, 2014; hereafter referred to as the ``revised Molecular Cell manuscript grant application CA189216-01 submitted to the National Cancer Institute (NCI), NIH; hereafter referred to as the ``original NCI grant application'' grant application CA189216-01A1 submitted to NCI, NIH; hereafter referred to as the ``revised NCI grant application'' ORI found that Respondent knowingly falsified and/or fabricated Western blot gel images by duplication, reuse and relabeling, and/or alteration through contrast, rotation, and/or scale of the images. Specifically, Respondent included falsified images in all of the figures (Figures 1-6 and S1-5) in the original Molecular Cell manuscript, all of the figures (Figures 1-6 and S1-7) in the revised Molecular Cell manuscript, Figures 2-4, 9, and 11 in the original NCI grant application, and Figures 3-5, 10, and 11 in the revised NCI grant application. Dr. Kang has entered into a Voluntary Settlement Agreement (Agreement) and has voluntarily agreed for a period of three (3) years, beginning on December 23, 2014: (1) To have his research supervised; Respondent agreed to ensure that prior to the submission of an application for U.S. Public Health Service (PHS) support for a research project on which the Respondent's participation is proposed and prior to Respondent's participation in any capacity on PHS-supported research, the institution employing him must submit a plan for supervision of his duties to ORI for approval; the plan for supervision must be designed to ensure the scientific integrity of Respondent's research contribution; Respondent agreed that he will not participate in any PHS-supported research until such a supervision plan is submitted to and approved by ORI; Respondent agreed to maintain responsibility for compliance with the agreed upon plan for supervision; (2) that any institution employing him must submit, in conjunction with each application for PHS funds, or report, manuscript, or abstract involving PHS- supported research in which Respondent is involved, a certification to ORI that the data provided by Respondent are based on actual experiments or are otherwise legitimately derived and that the data, procedures, and methodology are accurately reported in the application, report, manuscript, or abstract; and (3) to exclude himself voluntarily from serving in any advisory capacity to PHS including, but not limited to, service on any PHS advisory committee, board, and/or peer review committee, or as a consultant.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to amend the Office of the Special Trustee for American Indians Privacy Act system of records, ``Individual Indian Money (IIM) Trust Funds-Interior, OS-02,'' to combine the existing system of records with the OST Privacy Act system of records, ``Accounting Reconciliation Tool (ART)Interior, OS-11'' into one system of records for efficiency purposes and to promote the overall streamlining and management of Department of the Interior Privacy Act systems of records. The Defense Commissary Agency proposes to alter a system of records, Z0035-01, entitled ``Commissary Retail Sales Transaction Data'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. The Commissary Retail Sales Transaction Data System of Records enables the Defense Commissary Agency to carry out its mission to enhance the quality of life of members of the uniformed services, retired members, and dependents of such members, and to support military readiness, recruitment and retention, by providing a world- wide system of commissaries similar to commercial grocery stores and selling merchandise and household goods similar to that sold in commercial grocery stores by, among other things, enable the authentication of authorized patrons, record purchases and purchases prices, calculate the total amount owed by the customer, and accept payment by various media; enable the collection of debts due the United States in the event a patron's medium of payment is declined or returned unpaid; enable the monitoring of purchases of restricted items outside the United States, its territories and possession and to comply with age restrictions applicable to certain purchases by minors or those under allowable ages; and to obtain aggregate demographic data concerning patron satisfaction with the delivery of the commissary benefit, and in determining appropriate product availability meeting the commissary customers' current and future needs and wants; and to facilitate implementation of various e-commerce initiatives.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/Transportation Security AdministrationDHS/TSA-019 Secure Flight Records System of Records.'' This system of records allows the Department of Homeland Security/Transportation Security Administration to collect and maintain records on aviation passengers and certain non- travelers to screen such individuals before they access airport sterile areas or board aircraft, in order to identify and prevent a threat to aviation security or to the lives of passengers and others. TSA is reissuing this system of records to update the categories of records to include records containing risk-based assessments generated by aircraft operators using data in their Computer-Assisted Passenger Prescreening Systems (CAPPS). These CAPPS assessments are used in risk- based analysis of Secure Flight and other prescreening data that produces a boarding pass printing result for each passenger. This change identifies additional passengers who may be eligible for expedited screening at airport security checkpoints. This updated system will continue to be included in the Department of Homeland Security's inventory of record systems. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and rename a Department of Homeland Security/U.S. Immigration and Customs Enforcement system of records notice now titled, ``Department of Homeland Security/U.S. Immigration and Customs Enforcement013 Alien Health Records System of Records.'' This system maintains records that document the health screening, examination, and treatment of aliens arrested by the Department of Homeland Security and detained by U.S. Immigration and Customs Enforcement for civil immigration purposes in facilities where care is provided by the ICE Health Service Corps. With the publication of this updated system of records, several changes are being made: (1) New categories of records have been added; (2) new routine uses have been added to allow the Department of Homeland Security to share information from the system; and (3) additional information has been added to clarify the process regarding notification of and access to records. This updated system will be included in the Department of Homeland Security's inventory of record systems.

The Department of Defense (DoD) announces its intent to prepare an Environmental Impact Statement (EIS) as part of the environmental planning process for the East Campus Integration Program at Fort George G. Meade, Maryland (hereafter referred to as Fort Meade). The DoD proposes to develop operational complex and headquarters space at the National Security Agency's (NSA) East Campus on Fort Meade for use by NSA and the Intelligence Community. The purpose of the Proposed Action is to provide facilities that are fully supportive of the Intelligence Community's function and to continue to integrate the East Campus site with the NSA Main Campus. The need for the action is to meet mission requirements, both internally at the NSA and within the Intelligence Community. Publication of this notice begins a scoping process that identifies and determines the scope of environmental issues to be addressed in the EIS. This notice requests public participation in the scoping process and provides information on how to participate.
