Defense Health Board; DoD Task Force on the Prevention of Suicide by Members of the Armed Forces; Meeting
Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, and in accordance with section 10(a)(2) of Public Law, the DoD Task Force on the Prevention of Suicide by Members of the Armed Forces (hereafter, Task Force) will meet on February 11, 2010, to gather information pertaining to suicide and suicide prevention programs for members of the Armed Services. Subject to the availability of space, the meeting is open to the public.

Federal Advisory Committee; Defense Science Board; Closed Meeting
The Defense Science Board will meet in closed session on February 24-25, 2010; at the Pentagon, Arlington, VA. At this meeting, the Board will discuss interim findings and recommendations resulting from ongoing Task Force activities. The Board will also discuss plans for future consideration of scientific and technical aspects of specific strategies, tactics, and policies as they may affect the U.S. national defense posture and homeland security.
2009 HHS Poverty Guidelines Extended Until March 1, 2010
This notice advises that, pursuant to section 1012 of the Department of Defense Appropriations Act, 2010, the 2009 Department of Health and Human Services (HHS) poverty guidelines will remain in effect until updated 2010 poverty guidelines are published, which shall not take place before March 1, 2010.

Notice of Funding Availability for the Small Business Transportation Resource Center Program
The Department of Transportation (DOT), Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU) announces the opportunity for; (1) Business centered community- based organizations; (2) transportation-related trade associations; (3) colleges and universities; (4) community colleges or; (5) chambers of commerce, registered with the Internal Revenue Service as 501C(6) or 501C(3) tax-exempt organizations, to compete for participation in OSDBU's Small Business Transportation Resource Center (SBTRC) program in the Southwest Region, the South Atlantic Region, and the Mid-South Atlantic Region. The Central, Great Lakes, Gulf, Mid Atlantic, Northeast, Northwest, and Southeast Regions will be competed at a later date as their cooperative agreements expire. A new West Central Region will also be competed at that time.
Federal Advisory Committee; Military Leadership Diversity Commission
Under the provisions of section 596 of Public Law 110-417, the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102- 3.65, the Department of Defense established the Military Leadership Diversity Commission (hereafter referred to as the Commission) on January 15, 2009. The requirement for the Commission remains; however, section 594 of Public Law 111-84 modified the Commission's membership by adding six additional members.
Request for OMB Clearance of an Information Collection Renewal
The Office of the Secretary, Office of Small and Disadvantaged Business Utilization (OSDBU), invites public comments regarding the Department of Transportation's intention to request the Office of Management and Budget's (OMB) approval to renew an information collection. On November 19, 2009, OSDBU published a Federal Register Notice with a 60-day comment period, (74 FR 60012) Docket DOT-OST-2009-0294. The collection is in regards to the Disadvantaged Business Enterprise American Recovery and Reinvestment Act Bonding Assistance Reimbursable Fee Program (DBE ARRA BAP) application form. The notice was to inform the public of OSDBU's intention to extend the approved information collection. The continuation of the collection is necessary to determine the applicant's eligibility to approve or deny a bond fee reimbursement. As of January 12, 2010, OSDBU has not received any comments in response to the 60-day notice. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.

Manual for Courts-Martial; Proposed Amendments
The JSC is forwarding final proposed amendments to the MCM to the Department of Defense. The proposed changes constitute the 2009 annual review required by the MCM and DoD Directive 5500.17, ``Role and Responsibilities of the Joint Service Committee (JSC) on Military Justice,'' May 3, 2003. The proposed changes concern the rules of procedure and evidence and the punitive articles applicable in trials by courts-martial. These proposed changes have not been coordinated within the Department of Defense under DoD Directive 5500.1, ``Preparation, Processing and Coordinating Legislation, Executive Orders, Proclamations, Views Letters Testimony,'' June 15, 2007, and do not constitute the official position of the Department of Defense, the Military Departments, or any other Government agency.
TRICARE, Formerly Known as the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS); Fiscal Year 2010 Mental Health Rate Updates
This notice provides the updated regional per diem rates for low volume mental health providers; the update factor for hospital- specific per-diems; the updated cap per diem for high-volume providers; the beneficiary per-diem cost-share amount for low-volume providers; and the updated per- diem rates for both full-day and half-day TRICARE Partial Hospitalization Programs for Fiscal Year 2010.

Proposed Collection; Comment Request
In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Assistant Secretary of Defense for Health Affairs announces the proposed extension of a public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
Office of the Special Inspector General for the Troubled Asset Relief Program; Privacy Act of 1974; Proposed Implementation
In accordance with the requirements of the Privacy Act of 1974, 5 U.S.C. 552a, the Department of the Treasury gives notice of a proposed amendment to this part to exempt several systems of records maintained by the Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) from certain provisions of the Privacy Act.
Health Information Technology: Initial Set of Standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology
The Department of Health and Human Services (HHS) is issuing this interim final rule with a request for comments to adopt an initial set of standards, implementation specifications, and certification criteria, as required by section 3004(b)(1) of the Public Health Service Act. This interim final rule represents the first step in an incremental approach to adopting standards, implementation specifications, and certification criteria to enhance the interoperability, functionality, utility, and security of health information technology and to support its meaningful use. The certification criteria adopted in this initial set establish the capabilities and related standards that certified electronic health record (EHR) technology will need to include in order to, at a minimum, support the achievement of the proposed meaningful use Stage 1 (beginning in 2011) by eligible professionals and eligible hospitals under the Medicare and Medicaid EHR Incentive Programs.

Freedom of Information Act, Privacy Act of 1974; Implementation
This document amends the Department of the Treasury's regulations on the disclosure of records under the Freedom of Information Act (FOIA) and its regulations concerning the Privacy Act of 1974 (Privacy Act). It also amends the appendices to these subparts setting forth the administrative procedures by which the Special Inspector General for the Troubled Asset Relief Program (``SIGTARP'') will process requests for records made under the FOIA, and setting forth the administrative procedures by which SIGTARP will implement the Privacy Act. In addition, the document revises the list of Treasury offices and bureaus found in this part.
Privacy Act of 1974; Department of Homeland Security U.S. Immigration and Customs Enforcement-009 External Investigations System of Records
In accordance with the Privacy Act of 1974 the Department of Homeland Security is updating and reissuing a system of records notice titled, ``Department of Homeland Security U.S. Immigration and Customs Enforcement009 External Investigations System of Records.'' Categories of individuals, purpose, and routine uses of the system of records have been updated to clarify the nature of the law enforcement investigatory records maintained by U.S. Immigration and Customs Enforcement. Specifically, the amended system of records will include certain investigatory records that are generated prior to the creation of an official case file, certain records pertaining to immigration status inquiries that do not constitute an official criminal investigation, and certain records pertaining to immigration and criminal background checks that are conducted on behalf of the legislative and executive branches of the U.S. Government. The Privacy Act exemptions for this system go unchanged and the Final Rule remains in place. This updated system will continue to be included the Department's inventory of record systems.
Privacy Act of 1974; Department of Homeland Security U.S. Immigration and Customs Enforcement-001 Student and Exchange Visitor Information System (SEVIS) System of Records
The Department of Homeland Security U.S. Immigration and Customs Enforcement is modifying an existing system of records titled Student and Exchange Visitor Information System (Mar. 22, 2005), to reflect proposed changes in the personal information that will be collected and maintained on individuals. In conjunction with its development and launch of the next generation Student and Exchange Visitor Information System application, called Student and Exchange Visitor Information System II, U.S. Immigration and Customs Enforcement is modifying the Student and Exchange Visitor Information System system of records notice to propose the collection of additional information on students, exchange visitors, and their dependents who are in the U.S. on F, M, or J classes of admission (F/M/J nonimmigrants), and officials of approved schools for and designated sponsors of F/M/J nonimmigrants. Like its predecessor, Student and Exchange Visitor Information System II is an information system that tracks and monitors F/M/J nonimmigrants throughout the duration of approved participation within the U.S. education system or designated exchange visitor program. This Student and Exchange Visitor Information System II system of records notice updates categories of individuals; categories of records; purpose of the system; routine uses; policies and practices for storing, retrieving, accessing, retaining, and disposing of records in the system; and record access procedures. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. A Privacy Impact Assessment on Student and Exchange Visitor Information System II that describes the new system in detail is being published concurrently with this notice.
Privacy Act of 1974; United States Citizenship and Immigration Services-010 Asylum Information and Pre-Screening System of Records
In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to add a new system of records to the Department of Homeland Security's inventory, entitled Unites States Citizenship and Immigration Services-010 Asylum Information and Pre- Screening System of Records. This new system of records is composed of two existing legacy IT systems: The Refugees, Asylum, and Parole System and the Asylum Pre-Screening System. Refugees, Asylum, and Parole System and Asylum Pre-Screening System have been in operation prior to the publication of this system of records notice as both systems were deemed to contain active records for only non-United States citizens and non-legal permanent residents. Refugees, Asylum, and Parole System and Asylum Pre-Screening System are used to capture information pertaining to asylum applications, credible fear and reasonable fear screening processes, and applications for benefits provided by Section 203 of the Nicaraguan Adjustment and Central American Relief Act. This newly established system will be included in the Department of Homeland Security's inventory of record systems.
Office of the Assistant Secretary for Administration; Statement of Organization, Functions, and Delegations of Authority
The Department of Health and Human Services (HHS) is reorganizing the Office of the Assistant Secretary for Administration (ASA) located within the Office of the Secretary (OS). The reorganization is designed to increase the efficiency and effectiveness of the office by consolidating the administrative functions under ASA. The Office of the Secretary Executive Office will also be dissolved, and the administrative functions will be consolidated with similar functions already performed by existing offices within OS.
Department of Defense Wage Committee Meetings
Pursuant to the provisions of section 10 of Public Law 92-463, the Federal Advisory Committee Act, notice is hereby given that the Department of Defense Wage Committee will meet in closed session on January 12 and 26, February 23, and March 9 and 23, 2010. During those meetings the Committee will receive, review, and consider wage survey specifications, wage survey data, local wage survey committee reports and recommendations, and wage schedules derived therefrom.
