Advisory Committee on the Medical Uses of Isotopes; Meeting Notice

Policy Regarding Submittal of Amendments for Processing of Equivalent Feed at Licensed Uranium Recovery Facilities
The U.S. Nuclear Regulatory Commission (NRC) is proposing to issue a regulatory issue summary (RIS) to inform addressees of the NRC's policy regarding receipt and processing, without a license amendment, of equivalent feed at an NRC and Agreement State-licensed uranium recovery site, either conventional, heap leach, or in situ recovery.
Metal Fatigue Analysis Performed by Computer Software
The U.S. Nuclear Regulatory Commission (NRC) is proposing to issue a regulatory issue summary (RIS) to remind its addressees of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code) requirements in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.55a, ``Codes and Standards,'' and of the quality assurance (QA) requirements for design control in accordance with Appendix B, ``Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants,'' to 10 CFR Part 50. Specifically, this RIS informs addressees of the NRC's findings from license renewal and new reactor audits on applicants' analyses and methodologies using the computer software package, WESTEMSTM, to demonstrate compliance with Section III, ``Rules for Construction of Nuclear Facility Components,'' of the ASME Code.
Draft License Renewal Interim Staff Guidance LR-ISG-2011-02; Aging Management Program for Steam Generators
The U.S. Nuclear Regulatory Commission (NRC) is issuing the Draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2011-02, ``Aging Management Program for Steam Generators,'' for public comment. This Draft LR-ISG provides the staff's evaluation of the suitability of using Revision 3 of NEI 97-06 to manage steam generator aging. The Draft LR-ISG revises the NRC staff's aging management recommendations currently described in Chapter XI.M19 of NUREG-1801, ``Generic Aging Lessons Learned (GALL) Report,'' Revision 2, dated December 2010, which is available in the NRC's Agencywide Documents Access and Management System (ADAMS) under Accession No. ML103490041 and NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR), available under Accession No. ML103490036. Closure of the U.S. Nuclear Regulatory Commission's Two White Flint North Building Entrance
The U.S. Nuclear Regulatory Commission (NRC) is providing notice that beginning Monday, October 3, 2011, all visitors to the NRC White Flint Complex headquarters shall be required to enter through the recently renovated One White Flint North (OWFN) building entrance lobby. Only NRC badged employees and contractors shall be permitted to use the Two White Flint North (TWFN) building entrance. NRC staff shall meet visitors in the OWFN lobby waiting area and escort them to their destination.

The subparts cover specific requirements for obtaining a license or license exemption, design and performance criteria for irradiators; and radiation safety requirements for operating irradiators, including requirements for operator training, written operating and emergency procedures, personnel monitoring, radiation surveys, inspection, and maintenance. Part 36 also contains the recordkeeping and reporting requirements that are necessary to ensure that the irradiator is being safely operated so that it does not pose any danger to the health and safety of the general public and the irradiator employees. Draft Regulatory Guide; Issuance, Availability
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-8050, ``Applications of Bioassay for Radioiodine.'' This regulatory guide provides criteria and methods acceptable to the staff of the NRC for the development and implementation of personnel monitoring and bioassay programs for any licensee handling or processing unsealed materials containing iodine-125 (\125\I), iodine- 131 (\131\I), or a combination of the two. It also provides guidance on the selection of workers who should participate in such a bioassay program to detect and measure possible exposure. The guide does not address measurement techniques and procedures.
Standard Format and Content of License Applications for Conventional Uranium Mills
On May 30, 2008 (73 FR 31152), the U.S. Nuclear Regulatory Commission (NRC) published for public comment a notice of issuance and availability of Draft Regulatory Guide (DG)-3024, ``Standard Format and Content of License Applications for Conventional Uranium Mills.'' DG- 3024 was a proposed Revision 2 of Regulatory Guide (RG) 3.5. However, upon further consideration the NRC has decided not to revise RG 3.5 at this time. For this reason, DG-3024 will be withdrawn. The comment period closed on August 4, 2008, and 6 comments were received. The comments received will be considered and incorporated as appropriate if the NRC decides to revise RG 3.5 in the future.
Final Interim Staff Guidance: Review of Evaluation To Address Gas Accumulation Issues in Safety Related Systems
The U.S. Nuclear Regulatory Commission (NRC) staff is issuing its Final Interim Staff Guidance (ISG) DC/COL-ISG-019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML111110572). The purpose of this ISG is to clarify the NRC staff guidance to address issues of gas accumulation in safety related systems. This ISG revises and updates the guidance provided to the staff in Standard Review Plan (SRP) Section 5.4.7, ``Residual Heat Removal System,'' Section 6.3, ``Emergency Core Cooling System,'' and Section 6.5.2, ``Containment Spray System'' of NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants,'' March 2007. The NRC staff issues DC/COL-ISGs to facilitate timely implementation of current staff guidance and to facilitate activities associated with review of applications for design certifications and combined licenses by the Office of New Reactors. The NRC staff intends to incorporate the final approved DC/COL-ISG-019 into the next revision of the SRP and related guidance documents. Disposition: On November 12, 2009 (74 FR 58323), the NRC staff issued proposed DC/COL-ISG-019 on ``Review of Evaluation to Address Gas Accumulation Issues in Safety Related Systems,'' ADAMS Accession No. ML092360375. The staff received comments (ADAMS Accession No. ML093500086) on the proposed guidance on December 14, 2009. These comments were further discussed in a public meeting held at the NRC on January 20, 2010, and in a conference call on July 9, 2010. This final issuance incorporates changes from the majority of the comments. Draft Policy Statement on Volume Reduction and Low-Level Radioactive Waste Management
On August 15, 2011 (76 FR 50500), the U.S. Nuclear Regulatory Commission (NRC) published for public comment a draft Policy Statement on Volume Reduction and Low-Level Radioactive Waste Management that updates the 1981 Policy Statement on Low-Level Waste Volume Reduction. The revised Policy Statement acknowledges that volume reduction continues to be important, but that risk-informed, performance-based approaches to managing waste are also needed to safely manage Low-Level Radioactive Waste. The public comment period closed on September 14, 2011. The NRC has decided to reopen the comment period until October 14, 2011, in response to a request from advocacy groups.

Licensees transmit PIs electronically to reduce burden on themselves and the NRC. Abstract: Any Agreement State licensee who engages in the use of radioactive material in non-Agreement States, areas of exclusive Federal jurisdiction, or offshore waters, under the general license in Section 150.20, is required to file, with the NRC regional administrator for the region in which the Agreement State that issues the license is located, a copy of NRC Form 241 (``Report of Proposed Activities in Non-Agreement States, Areas of Exclusive Federal Jurisdiction, or Offshore Waters''), a copy of its Agreement State specific license, and the appropriate fee as prescribed in Section 170.31 at least 3 days before engaging in such activity. This mandatory notification permits NRC to schedule inspections of the activities to determine whether the activities are being conducted in accordance with requirements for protection of the public health and safety. Abstract: Title 10 of the Code of Federal Regulations (10 CFR) part 54, establishes license renewal requirements for commercial nuclear power plants and describes the information that licensees must submit to the NRC when applying for a license renewal. The application must contain information on how the licensee will manage the detrimental effects of age-related degradation on certain plant systems, structures, and components so as to continue the plant's safe operation during the renewal term. Petitions for Rulemaking Submitted by the Natural Resources Defense Council, Inc.
The U.S. Nuclear Regulatory Commission (NRC or the Commission) has received six petitions for rulemaking (PRM), dated July 26, 2011, from the Natural Resources Defense Council, Inc. (NRDC or the petitioner). The petitioner requests that the NRC amend its regulations to require emergency preparedness (EP) enhancements for prolonged station blackouts; EP enhancements for multiunit events; licensees to confirm seismic hazards and flooding hazards every 10 years and address any new and significant information; licensees to improve spent nuclear fuel pool safety; each operating and new reactor licensee to establish station blackout mitigation strategies and resources; and more realistic, hands-on training and exercises on Severe Accident Mitigation [sic] Guidelines and Extreme Damage Mitigation Guidelines for specified licensee staff. The NRC is not instituting a public comment period for these PRMs at this time.
Draft License Renewal Interim Staff Guidance LR-ISG-2011-05; Ongoing Review of Operating Experience
On August 24, 2011, in the Federal Register (76 FR 52995), the U.S. Nuclear Regulatory Commission (NRC) requested public comments on Draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2011-05, ``Ongoing Review of Operating Experience.'' This LR-ISG provides guidance and clarification concerning ongoing review of plant-specific and industry-wide operating experience as an attribute of aging management programs used at nuclear power plants. In response to a request from the Nuclear Energy Institute (NEI), the NRC is extending the public comment period until October 23, 2011, and holding a public meeting on October 12, 2011, to discuss the draft LR-ISG.
Proposed Generic Communication; Draft NRC Generic Letter 2011-XX: Seismic Risk Evaluations for Operating Reactors
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice appearing in the Federal Register on September 1, 2011 (76 FR 54507), that requested public comment on Draft NRC Generic Letter 2011- XX: Seismic Risk Evaluations for Operating Reactors. This action is necessary to correct the Docket ID information for submitting comments and accessing publicly available documents related to the draft generic letter in the ADDRESSES section and the SUPPLEMENTARY INFORMATION section. Due to this error, the NRC is extending the comment period from October 31, 2011, to November 15, 2011.
Proposed Generic Communications; Draft NRC Regulatory Issue Summary 2011-XX; NRC Regulation of Military Operational Radium-226; Reopening of Comment Period
On July 8, 2011, the U.S. Nuclear Regulatory Commission (NRC) published a draft Regulatory Issue Summary (RIS) pertaining to NRC regulation of military operational Radium-226 for a 60-day public comment period that ended on September 6, 2011. The NRC has decided to reopen the comment period for an additional 75 days.
Licenses, Certifications, and Approvals for Materials Licensees
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is amending its regulations by revising the provisions applicable to the licensing and approval processes for byproduct, source and special nuclear materials licenses, and irradiators. The changes will clarify the definitions of ``construction'' and ``commencement of construction'' with respect to materials licensing actions conducted under the NRC's regulations. The NRC is adopting these changes to further improve the effectiveness and efficiency of the licensing and approval processes for future materials license applications, as well as to eliminate certain inconsistencies that currently exist within the NRC's regulations with respect to the use and definition of the terms ``construction'' or ``commencement of construction'' for certain materials licensees for purposes of its environmental reviews.
Impacts of Compatibility Changes in General License Regulations
The U.S. Nuclear Regulatory Commission (NRC or the Commission) plans to hold public meetings on September 20, 2011, in Lisle, Illinois, and on September 22, 2011, in Mansfield, Massachusetts, to solicit information on impacts to manufacturers and distributors and end-users of generally licensed devices from revising the compatibility categories of Title 10 of the Code of Federal Regulations (10 CFR) 31.5 and 31.6 from ``B'' to ``C.'' In addition to providing information on impacts at the public meetings, information on the issues raised in this document may be submitted to the NRC at any time through the end of the comment period.
