The U.S. Nuclear Regulatory Commission (NRC or the Commission) is issuing for public comment draft regulatory guide (DG), DG-1274, ``Design, Inspection, and Testing Criteria for Air Filtration and Adsorption Units of Postaccident Engineered-Safety-Feature Atmosphere Cleanup Systems in Light-Water-Cooled Nuclear Power Plants.'' This guide applies to the design, inspection, and testing of air filtration and iodine adsorption units of engineered-safety-feature (ESF) atmosphere cleanup systems in light-water-cooled nuclear power plants.
AP1000 Design Certification Amendment
The U.S. Nuclear Regulatory Commission (NRC or Commission) is amending its regulations to certify an amendment to the AP1000 standard plant design. The amendment replaces the combined license (COL) information items and design acceptance criteria (DAC) with specific design information, addresses the effects of the impact of a large commercial aircraft, incorporates design improvements, and increases standardization of the design. This action is necessary so that applicants or licensees intending to construct and operate an AP1000 design may do so by referencing this regulation (AP1000 design certification rule (DCR)), and need not demonstrate in their applications the safety of the certified design as amended. The applicant for this amendment to the AP1000 design is Westinghouse Electric Company, LLC (Westinghouse).

Entergy Operations, Inc.; Notice of Intent To Prepare an Environmental Impact Statement and Conduct the Scoping Process for Grand Gulf Nuclear Station, Unit 1
Entergy Operations, Inc. (Entergy) has submitted an application for renewal of Facility Operating License NPF-29 for an additional 20 years of operation at Grand Gulf Nuclear Station, Unit 1 (GGNS). GGNS is located in Claiborne County, Mississippi. The current operating license for GGNS expires on November 1, 2024. The application for renewal, dated October 28, 2011, was submitted pursuant to Title 10 of the Code of Federal Regulations (10 CFR) part 54, which included an environmental report (ER). A separate notice of receipt and availability of the application was published in the Federal Register on November 17, 2011 (76 FRN 71379). A notice of acceptance for docketing of the application and opportunity for hearing regarding renewal of the facility operating license is also being published in the Federal Register. The purpose of this notice is to inform the public that the U.S. Nuclear Regulatory Commission (NRC or the Commission) will be preparing an environmental impact statement (EIS) related to the review of the license renewal application and to provide the public an opportunity to participate in the environmental scoping process, as defined in 10 CFR 51.29. As outlined in 36 CFR 800.8, ``Coordination with the National Environmental Policy Act,'' the NRC plans to coordinate compliance with Section 106 of the National Historic Preservation Act (NHPA) in meeting the requirements of the National Environmental Policy Act of 1969 (NEPA). Pursuant to 36 CFR 800.8(c), the NRC intends to use its process and documentation for the preparation of the EIS on the proposed action to comply with Section 106 of the NHPA in lieu of the procedures set forth at 36 CFR 800.3 through 800.6. In accordance with 10 CFR 51.53(c) and 10 CFR 54.23, Entergy submitted the ER as part of the application.
Office of New Reactors; Notice of Availability of the Final Staff Guidance; Section 13.5.1.1, Revision 1 on Administrative Procedures-General
The U.S. Nuclear Regulatory Commission (NRC) is issuing its final Revision 1 to NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition,'' Section 13.5.1.1, Revision 1 on ``Administrative ProceduresGeneral'' (Agencywide Documents Access and Management System (ADAMS) Accession No. ML112730402). The NRC staff issues revisions to SRP sections to facilitate timely implementation of the current staff guidance and to facilitate reviews to amendments to licenses for operating reactors or for activities associated with review of applications for early site permits and combined licenses for the Office of New Reactors. The NRC staff will also incorporate Revision 1 of SRP Section 13.5.1.1 into the next revisions of the Regulatory Guide 1.206, ``Combined License Applications for Nuclear Power Plants (LWR Edition),'' and related guidance documents. Disposition: On February 9, 2011, the NRC staff issued the proposed Revision 1 on SRP Section 13.5.1.1 on ``Administrative Procedures General,'' ADAMS Accession No. ML110100193. There were no comments received on the proposed revision. Therefore, the guidance is issued as final without changes to the proposed notification as above.
Regulatory Changes To Implement the United States/Australian Agreement for Peaceful Nuclear Cooperation; Corrections
On November 8, 2011, the U.S. Nuclear Regulatory Commission (NRC or the Commission) published in the Federal Register a final rule (76 FR 69120) that amended the NRC's regulations to implement the 2010 ``Agreement between the Government of Australia and the Government of the United States of America Concerning Peaceful Uses of Nuclear Energy.'' The present NRC action is necessary to relocate a new section added by the final rule, and to make a related conforming change to the final rule.
Options for Developing the Regulatory Basis for Streamlining Non-Power Reactor License Renewal and Non-Power Reactor Emergency Preparedness
The U. S. Nuclear Regulatory Commission (NRC or the Commission) will conduct a public meeting with affected stakeholders to discuss the proposed options for developing the regulatory basis for streamlining non-power reactor license renewal and non-power reactor emergency preparedness. This meeting is a follow-up to the NRC's public meeting held September 13, 2011 in Idaho Falls, Idaho, to discuss establishing the technical basis for proposing rulemaking to streamline the non-power reactor license renewal process, options for reorganizing the structure of regulations that pertain to non-power reactors, and potential enhancements to emergency preparedness requirements. This meeting is open to the public.
U.S. Advanced Boiling Water Reactor Aircraft Impact Design Certification Amendment
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is amending its regulations to certify an amendment to the U.S. Advanced Boiling Water Reactor (U.S. ABWR) standard plant design to comply with the NRC's aircraft impact assessment (AIA) regulations. This action allows applicants or licensees intending to construct and operate a U.S. ABWR to comply with the NRC's AIA regulations by referencing the amended design certification rule (DCR). The applicant for certification of the amendment to the U.S. ABWR design is STP Nuclear Operating Company (STPNOC).
Criteria for Identifying Material Licensees for the U. S. Nuclear Regulatory Commission's Agency Action Review Meeting
The U.S. Nuclear Regulatory Commission (NRC) is announcing the completion and availability of the new criteria for identifying nuclear material licensees for discussion at the Agency Action Review Meeting (AARM). The criteria may be found in SECY-11-0132 (NRC's Agencywide Documents Access and Management System (ADAMS) Accession Number: ML112280111) or in the supplementary information below. The AARM is an agency meeting that allows senior NRC managers (1) to review the appropriateness of agency actions that have been taken for those nuclear power plants with significant performance problems as determined by the reactor oversight process (ROP) action matrix, (2) to review the appropriateness of agency actions for those nuclear material licensees, including fuel cycle facilities, with significant safety or security issues, (3) to ensure that coordinated courses of action have been developed and implemented for licensees of concern, (4) to review results of the staff's assessment of ROP effectiveness, including a review of approved deviations from the action matrix, and (5) to ensure that trends in industry and licensee performance are recognized and appropriately addressed.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG) DG-4014, ``Decommissioning Planning During Operations.'' This guide describes a method that the NRC staff considers acceptable for use in complying with the NRC's Decommissioning Planning Rule.
Agency Information Collection Activities: Submission for the Office of Management and Budget (OMB) Review; Comment Request
The U.S. Nuclear Regulatory Commission (NRC) has recently submitted to OMB for review the following proposal for the collection of information under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. The NRC published a Federal Register notice with a 60-day comment period on this information collection on August 23, 2011 (76 FR 52698). 1. Type of submission, new, revision, or extension: Extension. 2. The title of the information collection: NRC Form 483, Registration CertificateIn Vitro Testing with Byproduct Material Under General License. 3. Current OMB approval number: 3150-0038. 4. The form number if applicable: NRC Form 483. 5. How often the collection is required: There is a one-time submittal of information to receive a validated copy of NRC Form 483 with an assigned registration number. In addition, any changes in the information reported on NRC Form 483 must be reported in writing to the NRC within 30 days after the effective date of such change. 6. Who will be required or asked to report: Any physician, veterinarian in the practice of veterinary medicine, clinical laboratory or hospital which desires a general license to receive, acquire, possess, transfer, or use specified units of byproduct material in certain in vitro clinical or laboratory tests. 7. An estimate of the number of annual responses: 87 (7 NRC licensees + 80 Agreement State licensees). 8. The estimated number of annual respondents: 87 (7 NRC licensees + 80 Agreement State licensees). 9. An estimate of the total number of hours needed annually to complete the requirement or request: 12.87 hours (1 hour for NRC licensees + 10.7 hours for Agreement State licensees + 1.17 hours recordkeeping). 10. Abstract: Title 10 of the Code of Federal Regulations (10 CFR) 31.11 establishes a general license authorizing any physician, clinical laboratory, veterinarian in the practice of veterinary medicine, or hospital to possess certain small quantities of byproduct material for in vitro clinical or laboratory tests not involving the internal or external administration of the byproduct material or the radiation there from to human beings or animals. Possession of byproduct material under 10 CFR 31.11 is not authorized until the physician, clinical laboratory, veterinarian in the practice of veterinary medicine, or hospital has filed NRC Form 483 and received from the Commission a validated copy of NRC Form 483 with a registration number. The public may examine and have copied for a fee, publicly available documents, including the final supporting statement, at the NRC's Public Document Room, Room O1-F21, One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20874. Office of New Reactors; Notice of Availability of the Final Staff Guidance Section 1.0, Revision 2 on Introduction and Interfaces
The NRC is issuing its final Revision 2 to NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition,'' Section 1.0, Revision 2 on ``Introduction and Interfaces'' (Agencywide Documents Access and Management System (ADAMS) Accession No. ML112730393). The NRC staff issues revisions to SRP sections to facilitate timely implementation of the current staff guidance and to facilitate reviews to amendments to licenses for operating reactors or for activities associated with review of applications for early site permits and combined licenses for the Office of New Reactors. The NRC will incorporate similar post-COL commitment guidance developed specifically for COL applicants and included in ISG-015 in the next revision of RG 1.206, ``Combined License Applications for Nuclear Power Plants (LWR Edition),'' and related guidance documents. Disposition: On April 14, 2011, the NRC staff issued the proposed Revision 2 on SRP Section 1.0 on ``Introduction and Interfaces,'' ADAMS Accession No. ML110110573. There were no comments received on the proposed revision. Therefore, the guidance is issued as final without changes to the proposed notification. Congressional Act Review: In accordance with the Congressional Review Act, the NRC has determined that this action is not a major rule and has verified this determination with the Office of Information and Regulatory Affairs of the Office of Management and Budget.

Association of State and Territorial Solid Waste Management Officials; Denial of Petition for Rulemaking
The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM-32-6) submitted by the Association of State and Territorial Solid Waste Management Officials (ASTSWMO or the petitioner). The ASTSWMO requested that the NRC amend its regulations to improve the labeling and accountability of tritium exit signs. The ASTSWMO believes the majority of unaccounted tritium exit signs are disposed of in solid waste landfills where they become potential sources of groundwater and surface water contamination. The ASTSWMO requested that the NRC revise its regulations or guidance to require that: the labeling be in several locations on the sign and printed with larger font; an expiration date should be distinctly legible to a fire or building inspector without taking down the sign; and the radiation trefoil should be displayed on the front and back of advertisements. Although not a specific request for rulemaking, the petitioner recommended that a national collection effort with distinct milestones and goals be undertaken to consolidate all expired and disused tritium exit signs. The petitioner requested that the NRC organize a meeting with ASTSWMO and all interested stakeholders to set a new path forward on this issue. The NRC is denying PRM-32-6 for the reasons stated in this document.
Installation of Radiation Alarms for Rooms Housing Neutron Sources

Petition for Rulemaking Submitted by Sherwood Martinelli
The U.S. Nuclear Regulatory Commission (NRC or the Commission) is denying a petition for rulemaking (PRM) submitted by Mr. Sherwood Martinelli (the petitioner) (PRM-50-94). The petitioner requests that the NRC amend its regulations as they relate to decommissioning and decommissioning funding. Specifically, the petitioner requests that the NRC revise its reporting requirements, restrict funding mechanisms, require deposits within 90 days to cover shortfalls regardless of cause, amend the definition of the safe storage (SAFSTOR) decommissioning option, and eliminate the ENTOMB decommissioning option.
NRC Enforcement Policy
The U.S. Nuclear Regulatory Commission (NRC) is soliciting comments from interested parties, including public interest groups, States, members of the public, and the regulated industry (i.e., reactor, fuel cycle, and materials licensees, vendors, and contractors), on proposed revisions to the NRC's Enforcement Policy (the Policy) and the effectiveness of the September 30, 2010 (75 FR 60485), revisions to the Policy. The intent of this request for comment is to assist the NRC in revising its Enforcement Policy.
Emergency Planning Guidance for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing Supplement 3, ``Guidance for Protective Action Strategies,'' to NUREG- 0654/FEMA-REP-1, Revision 1, ``Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants;'' NSIR/DPR-ISG-01, ``Interim Staff Guidance Emergency Planning for Nuclear Power Plants;'' and NUREG/CR-7002, ``Criteria for Development of Evacuation Time Estimate Studies;'' all dated November, 2011. These documents update implementation guidance regarding, and support recent changes to, the NRC's emergency preparedness regulations.

On November 8, 2011 (76 FR 69292) the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register a request for public comment on Draft License Renewal Interim Staff Guidance (LR-ISG), LR- ISG-2011-01, ``Aging Management of Stainless Steel Structures and Components in Treated Borated Water.'' This LR-ISG revises the guidance in the Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants (SRP-LR) and Generic Aging Lessons Learned (GALL) Report for the aging management of stainless steel structures and components exposed to treated borated water. In response to a request from the Nuclear Energy Institute (NEI), the NRC is extending the public comment period until December 17, 2011.

Interim Staff Guidance on Aging Management Program for Steam Generators
The U.S. Nuclear Regulatory Commission (NRC) is issuing License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2011-02, ``Aging Management Program for Steam Generators.'' This LR-ISG provides the NRC staff's evaluation of the suitability of using Revision 3 of the Nuclear Energy Institute's (NEI) document, NEI 97-06, ``Steam Generator Program Guidelines,'' (NRC's Agencywide Documents Access and Management System (ADAMS) Accession No. ML111310712) to manage steam generator aging. The LR-ISG revises the NRC staff's aging management recommendations currently described in Chapter XI.M19 of NUREG-1801, ``Generic Aging Lessons Learned (GALL) Report,'' Revision 2, dated December 2010, which is available in ADAMS under Accession No. ML103490041; and NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants,'' which is available in ADAMS under Accession No. ML103490036.
Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
