The U.S. Nuclear Regulatory Commission (NRC) invites public comment on the renewal of the Office of Management and Budget (OMB) approval for an existing collection of information. The information collection is titled, ``Specific Domestic Licenses to Manufacture or Transfer Certain Items Containing Byproduct Material.'' The NRC regulations that are the subject of this information collection establish procedures and criteria for the issuance of licenses to manufacture or transfer certain items containing byproduct material. Information concerning the annual estimated burdens associated with the recordkeeping, reporting, and third party notification requirements imposed by these regulations is provided in the Supporting Statement for 10 CFR part 32, Specific Domestic Licenses to Manufacture or Transfer Certain Items Containing Byproduct Material, and NRC Form 653, 653A and 653B, ``Transfers of Industrial Devices Report.''

The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of September 8, 2015, for the direct final rule that was published in the Federal Register on June 23, 2015. This direct final rule amended the NRC's spent fuel storage regulations by revising the Holtec International, Inc. (Holtec), HI-STORM (Holtec International Storage Module) Underground Maximum Capacity (UMAX) Canister Storage System listing within the ``List of approved spent fuel storage casks'' to add Amendment No. 1 to Certificate of Compliance (CoC) No. 1040. Amendment No. 1 provides a seismically enhanced version of the HI-STORM UMAX Canister Storage System, identified as the ``Most Severe Earthquake (MSE)'' version that could be used in areas with higher seismic demands than those analyzed previously. Amendment No. 1 also includes minor physical design changes to help ensure structural integrity of the amended system. These are the addition of a hold-down system to the closure lid; replacing the fill material in the interstitial spaces between the cavity enclosure containers (CECs) surrounding the casks with 3000 psi concrete; strengthening the multi- purpose canister (MPC) guides, and engineering the guides' nominal gap with the MPC to be tighter than the original HI-STORM UMAX Canister Storage System design.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft NUREG-1530, ``Reassessment of NRC's Dollar Per Person-Rem Conversion Factor Policy, Revision 1.'' This proposed revision to NUREG-1530 would revise the dollar per person-rem conversion factor. The NRC uses the dollar per person-rem conversion factor in cost-benefit analyses to determine the monetary valuation of the consequences associated with radiological exposure and establishes this factor by multiplying a value of a statistical life (VSL) coefficient by a nominal risk coefficient.

The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM), PRM-51-29, submitted by the Commonwealth of Massachusetts (the Commonwealth or the petitioner). The petitioner requested that, in light of information gained from the Fukushima Dai- ichi accident, the NRC rescind its regulations that make a generic determination that spent fuel pool storage does not have a significant environmental impact for nuclear power plant license renewal actions. The NRC is denying the petition because the NRC finds no basis to consider a rulemaking to revise such regulations.

The exemption permits ZionSolutions to deviate from the requirements in Certificate of Compliance No. 1031, Amendment No. 3, Appendix A, Technical Specifications and Design Features for the Modular Advanced Generation Nuclear All-purpose STORage (MAGNASTOR[supreg]) System, Section 5.7, Training Program. ZionSolutions is currently loading MAGNASTOR[supreg] storage casks and maintains that relief from certain training requirements will reduce costs associated with applying a more complex and labor intensive training process than required by regulation.

The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person.
