Laminated Woven Sacks From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
In response to a request from the Laminated Woven Sacks Committee (``Petitioner''), the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty Order on laminated woven sacks from the People's Republic of China (``PRC'').\1\ The administrative review covers nine \2\ companies for the period of review (``POR'') August 1, 2013, through July 31, 2014. We invite interested parties to comment on these preliminary results.
Lightweight Thermal Paper From Germany: Notice of Court Decision Not in Harmony With Final Results and Notice of Amended Final Results of Antidumping Duty Administrative Review
On December 31, 2014, the United States Court of International Trade (CIT) entered its final judgment in Papierfabrik August Koehler AG v. United States, Court No. 11-00147, affirming the Department of Commerce's (the Department) final results of redetermination pursuant to remand of the 2008-2009 antidumping duty administrative review of lightweight thermal paper from Germany (Remand Redetermination).\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the administrative review of the antidumping duty order on lightweight thermal paper from Germany covering the period of review (POR) November 20, 2008, through October 31, 2009,\2\ and is amending the Final Results with respect to the weighted-average dumping margin assigned to Papierfabrik August Koehler AG (Koehler).
Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value; Preliminary Affirmative Determination of Critical Circumstances; In Part and Postponement of Final Determination
The Department of Commerce (Department) preliminarily determines that certain Passenger Vehicle and Light Truck Tires (passenger tires) from the People's Republic of China (PRC) are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). The period of investigation (POI) is October 1, 2013, through March 31, 2014. The estimated weighted-average dumping margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.
Drawn Stainless Steel Sinks From the People's Republic of China: Final Rescission of Antidumping Duty New Shipper Review; 2012-2013
On September 30, 2014, the Department of Commerce (``Department'') published its preliminary intent to rescind the new shipper review (``NSR'') of the antidumping duty order on drawn stainless steel sinks (``drawn sinks'') from the People's Republic of China (``PRC'') covering the period of review (``POR'') of October 4, 2012 through October 14, 2013 for Hubei Foshan Success Imp. & Exp. Co. Ltd. (``Foshan Success'').\1\ Based on our analysis of comments received subsequent to the Preliminary Rescission, the Department continues to find that Foshan Success' sale was not bona fide. As a result, the Department is rescinding this NSR.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Final Results of the Antidumping Duty Administrative Review and Final Results of the New Shipper Review; 2012-2013
On July 23, 2014, the Department of Commerce (the Department) published the preliminary results and partial rescission of the 26th administrative review and the preliminary results of one new shipper review (NSR) of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (TRBs), from the People's Republic of China (PRC).\1\ The period of review (POR) is June 1, 2012, through May 31, 2013. Based on our analysis of the comments received, we have made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted- average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Reviews.''
Ball Bearings and Parts Thereof From Japan and the United Kingdom: Final Results of Antidumping Duty Administrative Reviews; 2010-2011
On September 23, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative reviews of the antidumping duty orders on ball bearings and parts thereof from Japan and the United Kingdom.\1 2\ The period of review (POR) is May 1, 2010, through April 30, 2011. For these final results, we continue to find that sales of the subject merchandise have been made at prices below normal value.
Renewable Energy and Energy Efficiency Business Directory Survey
The U.S. Departments of State, Commerce, and Energy (the ``Interagency Team'') announce an opportunity for U.S.-based suppliers and providers of clean energy, smart grid, and energy efficiency solutions to participate in the pilot phase of an interactive directory of renewable energy and energy efficiency solutions. The Interagency Team is currently developing an interactive app to serve as a mobile business directory for U.S. clean energy exporters. The app will highlight sustainability improvements at U.S. diplomatic missions and provide potential business partners globally with a searchable interface to find information on potential U.S. technology and service providers. The app will showcase a diverse array of clean energy goods and services, including renewable energy equipment (solar, wind, geothermal), biofuels, fuel cell power, smart grid technologies, and energy efficiency solutions, as well as U.S.-based services critical to the deployment of clean energy supplies. U.S. clean energy exporters interested in registering to be part of the pilot phase of the interactive directory and providing information on their company's solutions to be included in the app are requested to send an email to reee@trade.gov by no later than February 20, 2015.

On December 24, 2014, the United States Court of International Trade (CIT or Court) issued final judgment in JTEKT Corp. v. United States, Consol. Court No. 07-377 (JTEKT Corp.), affirming the Department of Commerce's (the Department) final results of redetermination pursuant to remand.\1\
Certain Preserved Mushrooms From the People's Republic of China: Preliminary Results of Antidumping Duty New Shipper Review; 2013-2014
The Department of Commerce (the Department) is conducting a new shipper review of Dezhou Kaihang Agricultural Science Technology Co., Ltd. (Dezhou Kaihang) regarding the antidumping duty order on certain preserved mushrooms from the People's Republic of China (the PRC). The period of review (POR) is February 1, 2013, through February 28, 2014.\1\ We preliminarily find that Dezhou Kaihang made a sale of subject merchandise at less than normal value. Interested parties are invited to comment on these preliminary results.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Final Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``the Department'') published the Preliminary Results of the tenth administrative review of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'') on July 11, 2014.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for these final results. The final dumping margins are listed below in the ``Final Results of the Administrative Review'' section of this notice. The period of review (``POR'') is August 1, 2012, through July 31, 2013.
Multilayered Wood Flooring From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``PRC''). The period of review (``POR'') is December 1, 2012, through November 30, 2013. We have preliminarily found that respondent Jiangsu Senmao Bamboo and Wood Industry Co., Ltd. (``Jiangsu Senmao'') made sales of subject merchandise at less than normal value (``NV''). We have preliminarily found that respondent Dalian Dajen Wood Co., Ltd. (``Dalian Dajen'') has not made sales of subject merchandise at less than NV.

The Department of Commerce (``the Department'') is conducting a new shipper review of the antidumping duty order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``PRC''). The review covers one exporter of subject merchandise, Linyi Anying Wood Co., Ltd., (``Anying''). We preliminarily find that Anying has not made sales of subject merchandise at less than normal value. The period of review (``POR'') for Anying is December 1, 2012, through November 30, 2013.\1\
Electrolytic Manganese Dioxide From the People's Republic of China and Australia: Continuation of the Antidumping Duty Order on the People's Republic of China, Revocation of the Antidumping Duty Order on Australia
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') in their five year (sunset) reviews that revocation of the antidumping duty (``AD'') order on electrolytic manganese dioxide (``EMD'') from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the AD order on EMD from the PRC. In addition, as a result of the ITC's determination that revocation of the AD order on EMD from Australia is not likely to lead to continuation or recurrence of dumping and material injury to an industry in the United States within a reasonably foreseeable time, the Department is revoking the AD order on EMD from Australia.
Non-Malleable Cast Iron Pipe Fittings From the People's Republic of China: Preliminary Results of Antidumping Administrative Review; 2013-2014
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on non-malleable cast iron pipe fittings (``NMPF'') from the People's Republic of China (``PRC'') for the period of review (``POR'') April 1, 2013, through March 31, 2014. This review covers one PRC company, Overseas Industrial Corporation (``OIC'').\1\ The Department preliminarily finds that OIC is part of the PRC-wide entity. Interested parties are invited to comment on these preliminary results.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Preliminary Results of Countervailing Duty Administrative Review; 2012; and Partial Rescission of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on crystalline silicon photovoltaic cells, whether or not assembled into modules (Solar Cells), from the People's Republic of China (PRC). The period of review (POR) is March 26, 2012, through December 31, 2012. This review covers multiple exporters/producers, two of which are being individually reviewed as mandatory respondents. We preliminarily determine that Lightway Green New Energy Co., Ltd. (Lightway), Shanghai BYD Co. Ltd. (Shanghai BYD) and its cross-owned affiliates received countervailable subsidies during the POR. Interested parties are invited to comment on these preliminary results.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2012-2013
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC''). The period of review (``POR'') is May 25, 2012, through November 30, 2013. The administrative review covers two mandatory respondents, Yingli Energy (China) Company Limited and Wuxi Suntech Power Co., Ltd. The Department preliminarily finds that the mandatory respondent Yingli Energy (China) Company Limited sold subject merchandise in the United States at prices below normal value (``NV'') during the POR and that Wuxi Suntech Power Co., Ltd., is not eligible for a separate rate. Interested parties are invited to comment on these preliminary results.

Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (the ITC), the Department is issuing an antidumping duty order on carbon and certain alloy steel wire rod (steel wire rod) from the People's Republic of China (PRC).

Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC), the Department is issuing a countervailing duty (CVD) order on carbon and certain alloy steel wire rod (steel wire rod) from the People's Republic of China (PRC). Also, as explained in this notice, the Department is amending its final determination to correct an error with respect to the identification of an affiliate of one of the respondents.
Multilayered Wood Flooring From the People's Republic of China: Preliminary Results of Countervailing Duty Administrative Review and Intent To Rescind the Review in Part; 2012
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on multilayered wood flooring (wood flooring) from the People's Republic of China (PRC). The period of review (POR) is January 1, 2012, through December 31, 2012. We preliminarily find that the mandatory respondents Fine Furniture (Shanghai) Limited (Fine Furniture) and The Lizhong Wood Industry Limited Company of Shanghai (Lizhong) (also known as ``Shanghai Lizhong Wood Products Co., Ltd.'') received countervailable subsidies during the POR. We also intend to rescind the review of one company, Changzhou Hawd Flooring Co., Ltd. (Changzhou), which timely certified that it had no shipments of subject merchandise to the United States during the POR. Interested parties are invited to comment on these preliminary results.
Honey From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
In response to requests from interested parties, the Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on honey from the People's Republic of China (``PRC''). The period of review (``POR'') is December 1, 2012, through November 30, 2013. As discussed below, during the review, because the single mandatory respondent, Kunshan Xinlong Food Co., Ltd. (``Kunshan Xinlong''), did not cooperate, the Department preliminarily determines to treat this company as part of the PRC-wide entity. If these preliminary results are adopted in the final results of review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR.
Certain Pasta From Turkey: Preliminary Results of Antidumping Duty New Shipper Review; 2013-2014
In response to a request from respondent Be[scedil]san Makarna Gida San. Ve Tic. A.S. (Be[scedil]san), the Department of Commerce (the Department) is conducting a new shipper review of the antidumping duty order on certain pasta (pasta) from Turkey. The period of review (POR) is July 1, 2013, through January 31, 2014. We preliminarily find that Be[scedil]san did not sell subject merchandise at prices below normal value (NV) during the POR. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to liquidate entries of merchandise produced by Be[scedil]san without regard to antidumping duties. We invite interested parties to comment on these preliminary results.
Monosodium Glutamate From the People's Republic of China: Second Amended Final Determination of Sales at Less Than Fair Value and Amended Antidumping Duty Order
On November 26, 2014, the Department of Commerce (``the Department'') published the First Amended Final Determination in the Federal Register. We are amending our First Amended Final Determination to correct a ministerial error and amending the order to reflect the rates in the second amended final determination.\1\

D/B/A Thanh Hung Frozen Seafood Processing Import Export Co., Ltd. (``Thanh Hung'').\1\ The period of review (``POR'') is August 1, 2012, through July 31, 2013.
