On July 22, 2011, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department's'') results of redetermination as applied to Atar, S.r.L. (``Atar'') pursuant to the CIT's order granting the Department's voluntary remand request in Atar, S.r.L. v. United States, 08-00004, (November 10, 2009) (``Remand Order''). See Final Remand Determination, Court No. 08-00004, filed May 6, 2010 (``Remand Results''), and Atar, S.r.L. v. United States, Court No. 08-00004, Slip Op. 11-87 (July 22, 2011). The Department is notifying the public that the final CIT judgment in this case is not in harmony with the Department's final determination and is amending the final results of the administrative review of the antidumping duty order on certain pasta from Italy covering the period of review (``POR'') of July 1, 2005, through June 30, 2006, with respect to Atar.

On April 7, 2011, the Department of Commerce (the ``Department'') published in the Federal Register its preliminary results of the administrative review of the antidumping duty order on 1-hydroxyethylidene-1, 1-diphosphonic acid (``HEDP'') from the People's Republic of China (``PRC''), covering the period April 23, 2009 through March 31, 2010.\1\ The Department gave interested parties an opportunity to comment on the Preliminary Results. After reviewing the interested parties' comments, the Department has not made changes to the margin for the final results. The final dumping margin for this review is listed in the ``Final Results of Review'' section below.

On April 1, 2011, the Department of Commerce (``Department'') initiated the second sunset reviews of the antidumping duty orders on certain large diameter carbon and alloy seamless standard, line and pressure pipe (``large diameter pipe'') from Japan and certain small diameter carbon and alloy seamless standard, line and pressure pipe (``small diameter pipe'') from Japan and Romania. The Department has conducted expedited sunset reviews of these orders. As a result of these reviews, the Department finds that revocation of the antidumping duty orders would likely lead to a continuation or recurrence of dumping at the margins identified in the ``Final Results of Review'' section of this notice.

The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets From the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003). On September 22, 2010, the Department initiated the August 1, 2009, through July 31, 2010, antidumping duty administrative review on certain frozen fish fillets from Vietnam. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation, 75 FR 60076, (September 29, 2010). Based upon requests for review from various parties, the Department initiated this review with respect to 26 companies.\1\ On December 27, 2010, Agifish withdrew its request for an administrative review. On December 28, 2010, SAMEFICO withdrew its request for an administrative review. On December 28, 2010, Petitioners \2\ partially withdrew their August 31, 2010, request for an administrative review for four companies. These companies include: (1) Agifish; (2) Nam Viet; (3) Nam Viet Corporation; and (4) SAMEFICO. On March 11, 2011, Cadovimex II withdrew its request for an administrative review. On March 14, 2011, Petitioners withdrew their review request for Cadovimex II. The preliminary results of this administrative review are currently due no later than August 31, 2011.\3\

On February 19, 2009, the Department of Commerce (the ``Department'') published in the Federal Register the antidumping duty order on uncovered innerspring units (``innersprings'') from the People's Republic of China (``PRC'').\1\ The Department is conducting a new shipper review (``NSR'') of the Order, covering the period of review (``POR'') of February 1, 2010-July 31, 2010. As discussed below, we preliminarily determine that Foshan Nanhai Jiujiang Quan Li Spring Hardware Factory's (``Quan Li'') sale under review is not bona fide. As such, we are preliminarily rescinding the NSR for Quan Li.

On December 28, 2010, the U.S. Department of Commerce (``the Department'') published a notice of initiation of an administrative review of the antidumping duty order on pure magnesium in granular form from the People's Republic of China (``PRC'').\1\ The review covers one manufacturer/exporter of subject merchandise from the PRC: China Minmetals Non-Ferrous Metals Co., Ltd. (``CMN''). The period of review (``POR'') is November 1, 2009, through October 31, 2010. Following the receipt of a certification of no shipments from CMN and supporting evidence, we notified all interested parties of the Department's intent to rescind this review and provided an opportunity to comment on the rescission.\2\ We received no comments. Therefore, we are rescinding this administrative review.

The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Wood Machinery Manufacturers of America on July 18, 2011. The Certificate has been amended twelve times. The previous amendment was issued to WMMA on August 16, 2010, and a notice of its issuance was published in the Federal Register on August 20, 2010 (75 FR 51439). The original Export Trade Certificate of Review No. 88-00016 was issued on February 3, 1989, and published in the Federal Register on February 9, 1989 (54 FR 6312).
Certain Preserved Mushrooms From the People's Republic of China: Preliminary Results of Antidumping Duty New Shipper Reviews

The Department of Commerce (the Department) is currently conducting two new shipper reviews (NSRs) of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC).\1\ We preliminarily determine that the sales made by Guangxi Hengyong Industrial & Commercial Dev., Ltd (Hengyong) were not made below normal value (NV), and that sales made by Zhangzhou Hongda Import & Export Trading Co., Ltd (Hongda), were made below NV. As described below, the period of review (POR) of the NSR for Hengyong is February 1, 2010, through August 31, 2010, and the POR for Hongda is February 1, 2010, through July 31, 2010. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries of subject merchandise during the POR.
Petroleum Wax Candles From the People's Republic of China: Final Results of Request for Comments on the Scope of the Antidumping Duty Order

On August 13, 2010, the Department of Commerce (``Department'') published in the Federal Register the Preliminary Results \1\ regarding its request for comments on the scope of antidumping duty order on petroleum wax candles from the People's Republic of China (``PRC''),\2\ in which we preliminarily determined a new interpretation for analyzing candle scope ruling requests and applied this interpretation to pending scope requests. We gave interested parties an opportunity to present comments and rebuttals on the Preliminary Results. Based upon our analysis of the comments and information received, we have changed our interpretation of the scope of the Order from the Preliminary Results. As discussed in more detail below, the Department intends to apply the interpretation articulated in these final results to all pending and future scope determinations involving the Order.

On April 1, 2011, the Department of Commerce (``the Department'') initiated the third sunset reviews of the antidumping duty orders on sulfanilic acid from India and the People's Republic of China (``the PRC''), pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of domestic interested parties, as well as lack of response from respondent interested parties, the Department conducted expedited (120- day) sunset reviews. As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Reviews section of this notice.

On January 3, 2011, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty (AD) order on fresh and chilled Atlantic salmon from Norway pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). See Initiation of Five-Year (``Sunset'') Review, 76 FR 89 (January 3, 2011) (Sunset Initiation). On the basis of adequate substantive responses submitted by domestic and respondent interested parties, the Department determined to conduct a full sunset review of this AD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). On November 3, 2010, the Department of Commerce (Department) published its Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review: Carbon and Certain Alloy Steel Wire Rod from Mexico, 75 FR 67685 (November 3, 2010) (Initiation and Preliminary Results Notice) and preliminarily determined that ArcelorMittal las Truchas, S.A. de C.V. (AMLT) operated as the same business entity as Siderurgica lazaro Cardenas las Truchas S.A. de C.V. (Sicartsa) for purposes of determining antidumping duty liability. On April 19, 2011, the United States Court of Appeals for the Federal Circuit (``CAFC''), in Canadian Wheat Board v. United States, 2010-1083 (Fed. Cir. 2011) (``Wheat Board (CAFC)''), held that the Department of Commerce (``the Department'') was required by law to instruct U.S. Customs and Border Protection (``CBP'') to liquidate all unliquidated entries of hard red spring wheat from Canada without regard to antidumping and countervailing duties. The CAFC's holding is now final and conclusive. Consistent with that holding, we are amending the revocation of these orders and instructing CBP to liquidate all unliquidated entries pursuant to the CAFC decision in Wheat Board (CAFC).
