Certain Frozen Warmwater Shrimp from the Socialist Republic of Vietnam: Preliminary Results, Preliminary Partial Rescission and Request for Revocation, In Part, of the Third Administrative Review
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam''), covering the period of review (``POR'') of February 1, 2007, through January 31, 2008. As discussed below, we preliminarily determine that sales have been made below normal value (``NV''). If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.
Certain Hot-Rolled Flat-Rolled Carbon Quality Steel Products From Japan: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain hot- rolled flat-rolled carbon quality steel products (hot-rolled steel) from Japan. The United States Steel Corporation (Petitioner) requested administrative reviews of JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), and Kobe Steel, Ltd. (Kobe). This review covers exports of subject merchandise to the United States during the period June 1, 2007 through May 31, 2008. We preliminarily determine that, in accordance with sections 776(a) and (b) of the Tariff Act of 1930, as amended (the Act), adverse facts available (AFA) should be applied to JFE, Nippon, and Kobe for not cooperating with the Department in this administrative review. The antidumping margins assigned to these companies are listed in the Preliminary Results of Review section of this notice. Interested parties are invited to comment on these preliminary results.
Stainless Steel Bar From Brazil: Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain stainless steel bar from Brazil. This review covers one producer/ exporter of the subject merchandise, Villares Metals S.A. (VMSA). The period of review (POR) is February 1, 2007, through January 31, 2008. The Department has preliminarily determined that VMSA made U.S. sales at prices less than normal value. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results of review. We intend to issue the final results of review no later than 120 days from the publication date of this notice.
Third Administrative Review of Frozen Warmwater Shrimp from the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review

Office of Insular Affairs; Allocation of Duty Exemptions for Calendar Year 2009 for Watch Producers Located in the United States Virgin Islands
This action allocates calendar year 2009 duty exemptions for watch assembly producers (``program producers'') located in the United States Virgin Islands (``USVI'') pursuant to Public Law 97-446, as amended by Public Law 103-465, Public Law 106-36 and Public Law 108-429 (``the Act'').
Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
We preliminarily determine that certain kitchen appliance shelving and racks from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Interested parties are invited to comment on this preliminary determination.
Wooden Bedroom Furniture from the People's Republic of China: Amended Final Results of the January 1, 2007, through July 31, 2007, New Shipper Reviews
On October 31, 2008, the Department of Commerce (``Department'') published in the Federal Register the final results of the fourth new shipper reviews of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Final Results of Fourth New Shipper Reviews, 73 FR 64916 (October 31, 2008) (``Final Results'') and accompanying Issues and Decision Memorandum. The period of review is January 1, 2007, through July 31, 2007. We are amending our Final Results to correct ministerial errors made in the calculation of the antidumping duty margin for Dongguan Mu Si Furniture Co., Ltd. (``Mu Si''), pursuant to section 751(h) of the Tariff Act of 1930, as amended (``the Act'').
Export Trade Certificate of Review
Export Trading Company Affairs (``ETCA''), International Trade Administration, Department of Commerce, has received an application to amend an Export Trade Certificate of Review (``Certificate''). A notice summarizing the proposed amendment was published in the Federal Register on December 15, 2008 (73 FR 75999), requesting comments relevant to whether the amended Certificate should be issued. The Federal Register notice published on December 15, 2008, contained errors. This correction notice supersedes the notice dated December 15, 2008.
Stainless Steel Sheet and Strip in Coils from Mexico; Extension of Time Limit for Preliminary Results of Antidumping Duty Administrative Review
Due to the fact that the Department of Commerce (the Department) requires additional information from the respondent, ThyssenKrupp Mexinox S.A. de C.V. and Mexinox USA, Inc. (collectively, Mexinox), in order to complete our analysis, the Department finds that it is not practicable to complete the preliminary results of this review within the original time frame. Accordingly, the Department is extending fully the time limit for completion of the preliminary results of this administrative review until no later than July 31, 2009, which is 365 days from the last day of the anniversary month.
Certain Steel Threaded Rod from the People's Republic of China: Final Determination of Sales at Less Than Fair Value
The Department of Commerce (``Department'') has determined that certain steel threaded rod (``STR'') from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV'') as provided in section 735 of the Tariff Act of 1930, as amended (``Act''). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below.
Certain Carbon Steel Butt-Weld Pipe Fittings From Thailand: Final Results of Changed-Circumstances Antidumping Duty Review
The Department of Commerce (the Department) has determined, pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), that Awaji Materia (Thailand) Co., Ltd. is the successor-in- interest to Awaji Sangyo (Thailand) Co., Ltd. (AST) and, as a result, should be accorded the same treatment previously accorded to AST with respect to the antidumping duty order on certain carbon steel butt-weld pipe fittings from Thailand.

Initiation of Antidumping Duty Administrative Review
The Department of Commerce (the Department) has received requests to conduct an administrative review of one antidumping duty order with a January anniversary date, the antidumping duty order on wooden bedroom furniture from the People's Republic of China (PRC). The Department received no other requests to conduct administrative reviews of antidumping or countervailing duty orders or findings with a January anniversary date. In accordance with the Department's regulations, we are initiating this administrative review.
Antidumping Duty Order: Small Diameter Graphite Electrodes from the People's Republic of China
Based on affirmative final determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on small diameter graphite electrodes from the People's Republic of China (``PRC'').
Wooden Bedroom Furniture from the People's Republic of China: Final Results of Changed Circumstances Review and Determination to Revoke Order in Part
On January 9, 2009, the Department of Commerce (the ``Department'') published a notice of initiation and preliminary results of antidumping duty (``AD'') changed circumstances review with intent to revoke, in part, the AD order on wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Order in Part, 74 FR 886 (January 9, 2009) (``Initiation and Preliminary Results''). We are now revoking this order in part, with regard to the following product: toy boxes, as described in the relevant footnote (footnote 15 in this document) of the ``Scope of the Order'' section of this notice, based on the fact that domestic parties have expressed no further interest in the relief provided by the order with respect to the imports of these toy boxes, as so described. In its November 25, 2008, submission, the American Furniture Manufacturers Committee for Legal Trade and its individual members (the ``AFMC'' or ``petitioners'') stated that they no longer have any interest in seeking antidumping relief from imports of such toy boxes as defined in the ``Scope of the Order'' section below.
Circular Welded Non-Alloy Steel Pipe from the Republic of Korea: Rescission of Antidumping Duty New Shipper Review
In response to a request from A-JU Besteel Co., Ltd. (``Ajubesteel''), the Department of Commerce (``the Department'') initiated a new shipper review of the antidumping duty order on circular welded non-alloy steel pipe from the Republic of Korea covering the period November 1, 2007, through October 31, 2008. On January 13, 2009, Ajubesteel withdrew its request; therefore, we are rescinding this new shipper review.
Uncovered Innerspring Units from the People's Republic of China: Notice of Antidumping Duty Order
Based on affirmative final determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on uncovered innerspring units (``innersprings'') from the People's Republic of China (``PRC''). On February 11, 2009, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Uncovered Innerspring Units from China (Investigation No. 731- TA-1140 (Final), USITC Publication 4061, February 2009).
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Rescission of Antidumping Duty Changed Circumstances Review
On August 21, 2007, in response to a request from an interested party, the Department of Commerce (``Department'') initiated a changed circumstances review of the antidumping duty order on certain frozen fish fillets from Socialist Republic of Vietnam (``Vietnam''). See Certain Frozen Fish Fillets from Vietnam: Notice of Initiation and Preliminary Results of Changed Circumstances Review, 72 FR 46604 (August 21, 2007) (``Initiation and Preliminary Results''). We are rescinding the changed circumstances review because we have initiated an administrative review covering the firms in question and intend to address any considerations arising from the changed circumstances review within the context of the 2007/2008 administrative review of this order.
Silicon Metal from the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is extending the time limit for the preliminary results of the administrative review of silicon metal from the People's Republic of China (``PRC''). This review covers the period June 1, 2007, through May 31, 2008.
Gray Portland Cement and Clinker from Mexico: Initiation of Changed-Circumstances Review, Preliminary Results of Review, Intent to Revoke Antidumping Duty Order, and Intent to Terminate Five-year (Sunset) Review of Antidumping Duty Order
The Department of Commerce (the Department) is initiating a changed-circumstances review of the antidumping duty order on gray portland cement and clinker from Mexico. As a result of its preliminary analysis, the Department intends to revoke the order and to terminate the five-year (sunset) review of the order. Interested parties are invited to comment on the preliminary results, the intent to revoke the order, and the intent to terminate the five-year (sunset) review of the antidumping duty order.
Dynamic Random Access Memory Semiconductors from the Republic of Korea: Final Results of Countervailing Duty Administrative Review
On August 13, 2008, the Department of Commerce published in the Federal Register its preliminary results of administrative review of the countervailing duty order on dynamic random access memory semiconductors from the Republic of Korea for the period January 1, 2006, through December 31, 2006. Following the preliminary results, we provided interested parties with an opportunity to comment on the preliminary results. Our analysis of the comments submitted and information received after the preliminary results did not lead to any changes in the net subsidy rate. Therefore, the final results do not differ from the preliminary results. The final net subsidy rate for Hynix Semiconductor Inc. is listed below in the section entitled ``Final Results of Review.''
Carbon Steel Butt-Weld Pipe Fittings from Thailand: Rescission of Antidumping Duty Administrative Review
On August 26, 2008, in response to a request from Thai Benkan Co., Ltd. (TBC), the Department of Commerce (the Department) published a notice of initiation of the administrative review of the antidumping duty order on certain carbon steel butt-weld pipe fittings from Thailand for the period of July 1, 2007, through June 30, 2008. Because the sole request for review has been withdrawn, we are rescinding this review.
Polyethylene Retail Carrier Bags from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On September 9, 2008, the Department of Commerce published the preliminary results of the 2006/2007 administrative review of the antidumping duty order on polyethylene retail carrier bags from the People's Republic of China. The review covers two exporters. The period of review is August 1, 2006, through July 31, 2007. We invited interested parties to comment on these preliminary results. Based on our analysis of the comments received, we have made changes to our margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.''
Freshwater Crawfish Tail Meat From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Rescission of Review in Part
On October 6, 2008, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China. The review covers one exporter. The period of review is September 1, 2006, through August 31, 2007. Based on our analysis of the comments received, we have made no changes to our margin calculations. Therefore, the final results do not differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of the Review.''
Certain Lined Paper Products From India: Final Results of Countervailing Duty Administrative Review
On October 6, 2008, the U.S. Department of Commerce (``the Department'') published in the Federal Register its preliminary results of the administrative review of the countervailing duty (``CVD'') order on certain lined paper products (``lined paper'') from India for the period of review (``POR'') February 15, 2006, through December 31, 2006.\1\ See Certain Lined Paper Products from India: Notice of Preliminary Results of Countervailing Duty Administrative Review, 73 FR 58121 (October 6, 2008) (``Preliminary Results''). We found that respondent, Navneet Publication India Limited (``Navneet'') received countervailable subsidies during the POR. We received comments on our preliminary results from petitioners \2\ and rebuttal comments from respondent. The final results are listed in the section ``Final Results of Review'' below.
