On January 7, 2009, the Department of Commerce (``the Department'') published a notice of initiation of a changed circumstances review of the antidumping duty order of certain pasta from Turkey as requested by Marsan Gida Sanayi ve Ticret A.S. (``Marsan''). After receiving additional information on the operations of Marsan, we preliminarily determine that Marsan is the successor-in- interest to Gidasa Sabanci Gida Sanayi ve Ticaret A.S. (``Gidasa''), and should be accorded the same antidumping duty treatment accorded Gidasa with respect to the antidumping duty order on certain pasta from Turkey. Interested parties are invited to comment on these preliminary results.

On October 7, 2008, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review for certain lined paper products (CLPP) from the India.\1\ This review covers two mandatory respondents, Kejriwal Exports and Kejriwal Paper Limited (Kejriwal), and Ria ImpEx Pvt. Ltd. (Ria), and 17 other manufacturers and exporters of the subject merchandise (collectively, respondents).\2\ The period of review (POR) is April 17, 2006, through August 31, 2007.

The Department of Commerce (``Department'') has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'').

On March 7, 2008, the Department of Commerce (``the Department'') initiated the third administrative review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC'') covering the period January 1, 2007, through December 31, 2007. See Notice of Initiation of Administrative Review of the Antidumping Duty Order on Wooden Bedroom Furniture from the People's Republic of China, 73 FR 12387 (March 7, 2008) (``Initiation Notice''). Between March 7 and June 5, 2008, several parties withdrew their requests for review. As a result, the Department rescinded the administrative review of wooden bedroom furniture with respect to the entities for whom all review requests have been withdrawn. See Wooden Bedroom Furniture from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review, 73 FR 49990 (August 25, 2008) (``Rescission Notice''). However, in the Rescission Notice, the Department inadvertently failed to identify Nantong Dongfang Oriental Furniture Co., Ltd. (``Nantong Dongfang'') as a company for which the review was being rescinded, and instead listed it as a company receiving the PRC-wide rate, even though it has established a separate rate. See Rescission Notice, 73 FR at 49993; Notice of Amended Final Determination of Sales at Less Than Fair Value and Antidumping Duty Order: Wooden Bedroom Furniture from the People's Republic of China, 70 FR 329, 331 (January 4, 2005) (``WBF Order''). Therefore, we are correcting this error and rescinding the review with respect to Nantong Dongfang.

The Department of Commerce (``Department'') has determined that countervailable subsidies are being provided to producers and exporters of citric acid and certain citrate salts (``citric acid'') from the People's Republic of China (``PRC''). For information on the estimated countervailing duty rates, please see the ``Suspension of Liquidation'' section, below.

In response to a request from Quimica Amtex S.A. de C.V. (Amtex), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Mexico. The review covers exports of the subject merchandise to the United States produced and exported by Amtex; the period of review (POR) is July 1, 2007, through June 30, 2008.

In response to requests from Aqualon Company, a division of Hercules Inc., (the petitioner) and respondents CP Kelco OY and CP Kelco U.S., Inc. (collectively, CP Kelco), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on purified carboxymethylcellulose (CMC) from Finland. The review covers exports of the subject merchandise to the United States produced by CP Kelco. The period of review (POR) is July 1, 2007, through June 30, 2008.

In response to a request from Geo Specialty Chemicals, Inc. (``GSC''), a domestic glycine producer, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (``PRC''). This review covers Nantong Dongchang Chemical Industry Corporation (``Nantong Dongchang'') and Baoding Mantong Fine Chemistry Co., Ltd. (``Baoding Mantong''). The period of review (``POR'') is March 1, 2007, through February 29, 2008. We did not receive any response from Nantong Dongchang to the Department's antidumping questionnaire in this administrative review; therefore, we have preliminarily determined to apply facts otherwise available with an adverse inference (``AFA'') to Nantong Dongchang. In addition, we have preliminarily determined that Baoding Mantong made sales below normal value (``NV''). The preliminary results are listed below in the section titled ``Preliminary Results of the Review.'' If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess the ad valorem margins against the entered value of each entry of the subject merchandise during the POR, where applicable.

In response to a request from Hunan Valin Xiangtan Iron &Steel Co. Ltd. (``Valin Xiangtan''), on January 17, 2008, the Department of Commerce (``Department'') published in the Federal Register a notice announcing the initiation of a new shipper review (``NSR'') of the antidumping duty order on certain cut-to-length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'') covering the period November 1, 2006, through October 31, 2007. See Certain Cut- to-Length Carbon Steel Plate From the People's Republic of China; Initiation of New Shipper Review, 73 FR 3236 (January 17, 2008). On April 18, 2008, the Department explained that it was expanding the period of review (``POR'') until November 30, 2007, pursuant to 19 CFR 351.214(f)(2)(ii) in order to cover Valin Xiangtan's entry of the subject merchandise.\1\ Because Valin Xiangtan's sale of subject merchandise is covered by both the NSR and the November 1, 2007 through October 31, 2008 administrative review of the order on CTL plate from the PRC, pursuant to section 351.214(j)(1) of the Department's regulations, the Department is rescinding this new shipper review.

The Department of Commerce (Department) received timely requests to conduct administrative reviews of the antidumping duty orders on certain frozen warmwater shrimp (shrimp) from Brazil, India and Thailand. The anniversary month of these orders is February. In accordance with 19 CFR 351.221, we are initiating these administrative reviews.

The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers and exporters of commodity matchbooks from India. For information on the estimated subsidy rates, see the ``Suspension of Liquidation'' section of this notice. This notice also serves to align the final countervailing duty (CVD) determination in this investigation with the final determination in the companion antidumping duty investigation of commodity matchbooks from India.

In response to a request by the petitioners and two producers/ exporters of the subject merchandise, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain orange juice (OJ) from Brazil with respect to two producers/exporters of the subject merchandise to the United States. This is the second period of review (POR), covering March 1, 2007, through February 29, 2008.

The Office of Textiles and Apparel (``OTEXA'') requests public comment on the wholly formed requirement of qualifying woven fabric under the Dominican Republic Earned Import Allowance Program.

The Department of Commerce (the Department) finds that it is not practicable to complete the preliminary results of this review within the original time frame due to the need to complete a scheduled cost verification, report the procedures and results of the Department's sales verifications, and possibly request additional information from CP Kelco B.V. Accordingly, the Department is extending the time limit for completion of the preliminary results of this administrative review by 46 days, to May 18, 2009.

On March 24, 2009, the United States Court of International Trade (the Court) sustained the remand redetermination issued by the Department of Commerce (the Department) pursuant to the Court's remand order in the final results of the administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products from the Netherlands. See Corus Staal v. US, Court No. 07-221, Slip Op 09-21 CIT (March 24, 2009) (Corus Staal Judgment).

On November 12, 2008, the Department of Commerce (the Department) published in the Federal Register a notice of initiation of a changed circumstances review of the antidumping duty order of carbon and certain alloy steel wire rod (wire rod) from Mexico in order to determine whether Ternium Mexico, S.A. de C.V. (Ternium) is the successor-in-interest to Hylsa S.A. de C.V. (Hylsa) for purposes of determining antidumping duty liability. See Notice of Initiation of Antidumping Duty Changed Circumstances Review: Carbon and Certain Alloy Steel Wire Rod from Mexico, (73 FR 66839) November 12, 2008 (Notice of Initiation). We have preliminarily determined that Ternium is the successor-in-interest to Hylsa, for purposes of determining antidumping duty liability in this proceeding. Interested parties are invited to comment on these preliminary results.

On September 22, 2008, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on granular polytetrafluoroethylene resin from Italy, covering the period August 1, 2006, through July 31, 2007. We invited interested parties to comment on these preliminary results. Based on our analysis of the comments received and the results of verification, we have made changes to the margin calculation. The final weighted- average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''

The Department of Commerce (Department) has determined that circular welded carbon quality steel line pipe (welded line pipe) from the People's Republic of China (PRC) is being, or is likely to be, sold in the United States at less than fair value (LTFV) as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period covered by the investigation is October 1, 2007, through March 31, 2008.

The Department of Commerce (``Department'') has determined that a request for a new shipper review (``NSR'') of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam''), received on February 6, 2009, meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for this NSR is August 1, 2008-January 31, 2009.

On August 20, 2008, the Department of Commerce (``Department'') published in the Federal Register the final results of the second administrative review and concurrent new shipper review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC''). See Wooden Bedroom Furniture from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and New Shipper Review, 73 FR 49162 (August 20, 2008) (``Final Results'') and accompanying Issues and Decision Memorandum (August 8, 2007) (``Issues and Decision Memo''). The period of review (``POR'') covered January 1, 2006, through December 31, 2006. On January 28, 2009, the Department published amended final results in the Federal Register. See Amended Final Results of Antidumping Duty Administrative Review: Wooden Bedroom Furniture From the People's Republic of China, 74 FR 4916 (January 28, 2009) (``First Amended Final Results''). We are amending our First Amended Final Results to correct ministerial errors made in the calculation of the antidumping duty margin for Fujian Lianfu Forestry Co./Fujian Wonder Pacific Inc./Fuzhou Huan Mei Furniture Co., Ltd./Jiangsu Dare Furniture Co., Ltd. (collectively, ``the Dare Group'') and Teamway Furniture (Dong Guan) Co., Ltd., and Brittomart Inc. (collectively ``Teamway''), pursuant to section 751(h) of the Tariff Act of 1930, as amended (``Act''). These corrections will also affect the dumping margins for the other companies in the review to which a separate rate applies. Dumping margins calculated with respect to the new shipper review concurrent with this administrative review are unaffected by these amended final results. On July 1, 2008, in response to requests from interested parties, the Department of Commerce published a notice of initiation of the administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, Italy, Japan, and the United Kingdom. The period of review is May 1, 2007, through April 30, 2008. The Department of Commerce is rescinding these reviews in part.
