The Environmental Technologies Trade Advisory Committee (ETTAC) will hold a plenary meeting on May 11, 2007, at the U.S. Department of Commerce, 14th Street and Constitution Avenue, NW., Washington, DC 20230, in Room 4830. The ETTAC will discuss Committee priorities and goals for the year and other international topics related to trade and the environmental technologies industry. (e.g. the Asia Pacific Partnership on Clean Development and Climate; update on the latest round of negotiations in the World Trade Organization's environmental goods and services trade liberalization; intellectual property rights; etc.). The meeting is open to the public and time will be permitted for public comment. Written comments concerning ETTAC affairs are welcome anytime before or after the meeting. Minutes will be available within 30 days of this meeting. The ETTAC is mandated by Public Law 103-392. It was created to advise the U.S. government on environmental trade policies and programs, and to help it to focus its resources on increasing the exports of the U.S. environmental industry. ETTAC operates as an advisory committee to the Secretary of Commerce and the Trade Promotion Coordinating Committee (TPCC). ETTAC was originally chartered in May of 1994. It was most recently rechartered until September 3, 2008.

The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.'' Furthermore, we are rescinding this review with respect to Hanbo Iron & Steel Co., Ltd. (Hanbo), INI Steel (INI) and Kosteel Co., Ltd. (Kosteel), as discussed below in the section entitled ``Partial Rescission of Review.''

On January 31, 2007, the Department of Commerce (the Department) published the preliminary results of new shipper review of the antidumping duty order on certain forged stainless steel flanges from India. This new shipper review covers Kunj Forgings, Pvt., Ltd. (Kunj), a manufacturer and exporter of the subject merchandise. The period of review is February 1, 2005, through January 31, 2006. We did not receive any comments from parties, and we have not made any changes to our analysis. The final weighted-average dumping margin for Kunj is thus unchanged from our preliminary results of review, and is shown in the section entitled ``Final Results of Review.''

On March 28, 2007, the Department of Commerce (``the Department'') published in the Federal Register a notice announcing the initiation of a new shipper review of the antidumping duty order on petroleum wax candles from the People's Republic of China (``PRC'') for Hangzhou Fashion Living Co., Ltd (``Fashion Living''). Glycine from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Rescission, in Part

In response to a request from Geo Speciality Chemicals, Inc. (``GSC''), a domestic glycine producer, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (``PRC''). This review covers Nantong Dongchang Chemical Industry Corporation (``Nantong Dongchang'') and Baoding Mantong Fine Chemistry Co., Ltd. (``Baoding Mantong''). The period of review (``POR'') is March 1, 2005, through February 28, 2006. We preliminarily find that sales have been made below normal value (``NV'') by Nantong Dongchang, and that Baoding Mantong did not make sales of subject merchandise during the POR. We are preliminary rescinding this review with respect to Baoding Mantong. The preliminary results are listed below in the section titled ``Preliminary Results of Review.'' If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (``CBP'') to assess the ad valorem margins against the entered value of each entry of the subject merchandise during the POR.
Certain Hot-Rolled Carbon Steel Flat Products from Romania: Final Results of Antidumping Duty Administrative Review

On October 23, 2006, the Department of Commerce published the preliminary results of the antidumping duty administrative review of certain hot-rolled carbon steel flat products from Romania. This review covers sales of subject merchandise made by Mittal Steel Galati S.A. The period of review is November 1, 2004, through October 31, 2005. Based on our analysis of comments received, we have made a change to our calculations; this change did not result in a change to the margin for Mittal Steel Galati S.A. Therefore, these final results are the same as our preliminary results. The final results are listed below in the ``Final Results of Review'' section.

On December 1, 2006, the Department of Commerce (``Department'') initiated a sunset review of the antidumping duty order on folding gift boxes from the People's Republic of China (``PRC''), pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act''). Based on the notice of intent to participate and response filed by the domestic interested party, and the lack of response from respondent interested parties, the Department conducted an expedited sunset review of the Order pursuant to section 751(c)(3)(B) of the Act and 19 C.F.R. 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

The Departments of Commerce and the Interior (the Departments) amend their regulations governing watch duty-exemption allocations and the watch and jewelry duty-refund benefits for producers in the United States insular possessions (the U.S. Virgin Islands, Guam, American Samoa and the Commonwealth of the Northern Mariana Islands). The rule amends certain regulations by updating the maximum total value of watch components per watch that are eligible for duty-free entry into the United States under the insular program, further clarifying the definition of creditable and non-creditable wages and fringe benefits, providing more details about the calculation of mid-year and annual duty-refund and verification process, and making minor editorial changes.

On January 3, 2007, the Department published the Preliminary Results of the fourth administrative review of the antidumping duty order on honey from the People's Republic of China (PRC). See Honey from the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review, 72 FR 102 (January 3, 2007) (Preliminary Results). This review covers five exporters or producer/exporters: (1) Anhui Honghui Foodstuff (Group) Co., Ltd. (Anhui Honghui); (2) Chengdu Waiyuan Bee Products Co., Ltd. (Chengdu); (3) Jiangsu Kanghong Natural Healthfoods Co., Ltd. (Jiangsu); (4) Kunshan Xin'an Trade Co., Ltd. (Kunshan Xin'an); and (5) Wuhan Shino-Food Trade Co., Ltd. (Shino-Food). The period of review (POR) is December 1, 2004, through November 30, 2005. In response to a request from the American Honey Producers Association and the Sioux Honey Association (collectively, petitioners), the Department is expediting the final results of this review for Chengdu, an uncooperative respondent, because of its extraordinary surge of exports and the significant difference between Chengdu's current cash deposit rate of 22.03 percent and Chengdu's preliminary cash deposit rate of 212.39 percent based on total facts available with adverse inference.
